This notice sets forth the schedule and summary agenda for the autumn meeting of the Board of Visitors (BoV) for the Western Hemisphere Institute for Security Cooperation (WHINSEC). Notice of this meeting is required under the Federal Advisory Committee Act (Pub. L. 92-463). The Board's charter was renewed on March 18, 2010 in compliance with the requirements set forth in Title 10 U.S.C. 2166. Date: Friday, December 3, 2010. Time: 8 a.m. to 3 p.m. Location: 7161 Richardson Circle, Fort Benning, Georgia. Proposed Agenda: The WHINSEC BoV will be briefed on activities at the Institute since the last Board meeting on June 17, 2010, as well as receive other information appropriate to its interests.

Pursuant to Section 102(2)(C) of the National Environmental Policy Act (NEPA) of 1969, as implemented by the Council on Environmental Quality Regulations (40 CFR Parts 1500-1508), the Department of the Navy (DoN) with the Federal Aviation Administration (FAA) acting as a cooperating agency, has prepared and filed the Final Environmental Impact Statement (EIS) evaluating the potential environmental consequences associated with the disposal and reuse of Naval Air Station (NAS) Brunswick, Maine. The DoN is required to close NAS Brunswick per Public Law 101-510, the Defense Base Closure and Realignment Act of 1990, as amended in 2005.
Meeting of the Independent Panel To Review the Judge Advocate Requirements of the Department of the Navy

The Independent Panel to Review the Judge Advocate Requirements of the Department of the Navy (DoN) (hereinafter referred to as the Panel) will hold an open meeting. The Panel will meet in order to conduct deliberations and may hear witness testimony concerning the judge advocate requirements of the DoN. The session will be open to the public, subject to the availability of space. In keeping with the spirit of the Federal Advisory Committee Act (FACA), the Panel welcomes written comments concerning its work from the public at any time. Interested citizens are encouraged to attend the sessions.
Meeting of the Defense Policy Board

The Defense Policy Board will meet in closed session on December 13, 2010, from 0800 hrs until 1800 hrs and on December 14, 2010, from 0730 hrs until 1000 hrs at the Pentagon. The purpose of the meeting is to provide the Secretary of Defense, Deputy Secretary of Defense and Under Secretary of Defense for Policy with independent, informed advice on major matters of defense policy. The Board will hold classified discussions on national security matters. In accordance with Section 10(d) of the Federal Advisory Committee Act, Public Law 92-463, as amended [5 U.S.C. App II (1982)], it has been determined that this meeting concerns matters listed in 5 U.S.C. 552B (c)(1)(1982), and that accordingly this meeting will be closed to the public.
