The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (Councils) have adopted as final, without change, an interim rule amending the Federal Acquisition Regulation (FAR) to add Taiwan (known in the World Trade Organization as ``the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu (Chinese Taipei))'' as a designated country, due to the accession of Taiwan to membership in the World Trade Organization Agreement on Government Procurement.

DoD is proposing to amend the Defense Federal Acquisition Regulation Supplement (DFARS) to implement section 207 of the Weapons System Acquisition Reform Act of 2009. The comment period is being extended an additional 30 days to provide additional time for interested parties to review the proposed DFARS changes.

Under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35), the Regulatory Secretariat will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a previously approved information collection requirement concerning Government Property. A notice was published in the Federal Register at 75 FR 17410, on April 6, 2010. No comments were received.

The Department of the Army is proposing to amend a system of records notice in its existing inventory of records systems subject to the Privacy Act of 1974, (5 U.S.C. 552a), as amended.

Pursuant to the provisions of section 10 of Public Law 92-463, the Federal Advisory Committee Act, notice is hereby given that the Department of Defense Wage Committee will meet on July 13, 2010, in Rosslyn, Virginia. The meeting is closed to the public.

On June 8, 2010, DoD published a notice (75 FR 32416) announcing a meeting of the Defense Science Board Task Force. In one instance the notice contained irrelevant text. This notice corrects that error.

The Department of the Navy (DoN) published a Notice in the Federal Register (75 FR 100) on May 25, 2010, concerning a policy that would establish a Preferred Supplier Program (PSP) with contractors that have demonstrated exemplary performance, at the corporate level; in the areas of cost, schedule, performance, quality, and business relations. DoN is formally withdrawing this Notice as of June 11, 2010.

The U.S. Army Corps of Engineers (Corps) Seattle District is preparing an Environmental Impact Statement (EIS) to analyze the environmental effects of replacing an existing barge loading dock to facilitate resumption of sand and gravel mining operations at Northwest Aggregates' Maury Island facility. The Corps issued a permit to Northwest Aggregates for the dock replacement project on July 2, 2008, under Section 10 of the Rivers and Harbors Act of 1899 and Section 404 of the Clean Water Act. Northwest Aggregates has been enjoined by the U.S. District Court for the Western District of Washington from conducting any further marine construction work under the Corps' permit, until the Corps completes an EIS on the project. A portion of this marine construction work was done prior to the Court's 2009 ruling; the balance remains incomplete at this time. The EIS will analyze the environmental effects of the issuance of the Corps permit, including additional analysis of potential impacts of the project on the marine environment, including endangered species (Chinook salmon, Southern Resident Killer whales, rockfish, eulachon, and other listed species) and forage fish, additional analysis and evaluation of the no action and other alternatives to achieve the project purpose, and additional analysis of cumulative impacts associated with the permit project.

The Department of Defense is submitting to OMB for emergency clearance, the following proposal for collection of information under the provisions of the Paperwork Reduction Act (44 U.S.C. Chapter 35). A shortened comment period of one week is necessary because the collection of information related to the repeal of ``Don't Ask Don't Tell'' is needed prior to the submission of recommendations from the Department of Defense to the White House. The initial report on the impact of the repeal of the law on spousal family readiness and perceived unit stability and cohesion is needed by mid-September 2010. As data collection procedures needed to ensure high response rates require a 2 month field period, and analysis and summary of data requires a month time period, it is necessary to begin data collection procedures no later than June 10, 2010.

The Defense Policy Board will meet in closed session on June 23 and 24, 2010, at the Pentagon.

The Department of the Army intends to prepare an EIS to analyze environmental and socioeconomic impacts connected with the proposed acquisition of up to 82,800 additional acres of land for training in the vicinity of Fort Benning, Georgia. The land is needed to provide Fort Benning's Soldiers and units with the capability to conduct realistic maneuver training exercises through the battalion level as they train at home station to deploy to support operations abroad. This action will also support the training requirements of the Maneuver Center of Excellence (MCoE). The EIS will analyze four alternatives that are deemed feasible and meet the purpose and need for this Proposed Action, as well as the no action alternative of not acquiring more training land.

The Department of the Navy published a document in the Federal Register on August 6, 2009, announcing the intent to grant to AmberWave Systems Corporation, a revocable, nonassignable, exclusive license. The scope of the intent to license has been revised.

DoD extends the public comment period of a notice concerning the Defense Personal Property Program (DP3) Phase III Final-Draft Business Rules. DoD has received a request to extend the comment period beyond its current 60-day comment period. Upon considering this request, DoD extends the comment deadline for an additional 30 days: From June 1, 2010, to July 1, 2010. No further extensions will be considered due to the timelines associated with funding and programming future Phase III capabilities.
