Pursuant to section 1082 of Public Law 110-181 (122 Stat. 337), the Federal Advisory Committee Act of 1972, (5 U.S.C., Appendix), the Sunshine in the Government Act of 1976 (5 U.S.C. 552b), and 41 CFR 102-3.65, the Department of Defense established the Advisory Panel on Department of Defense Capabilities for Support of Civil Authorities After Certain Incidents (hereafter referred to as the Panel) on November 14, 2008. The Panel was established to carry out an assessment of the Department's capabilities to provide support to U.S. civil authorities in the event of a chemical, biological, radiological, nuclear, or high-yield explosive incident. While the Panel's mission remains unchanged, section 1034 of Public Law 111-84 added additional tasks to be performed by the Panel: The Department intends to modify the Panel's existing charter to reflect this change directed by Congress.

This notice announces the forthcoming public meeting of the Code Committee established by Article 146(a), Uniform Code of Military Justice, 10 U.S.C. 946(a), to be held at the Courthouse of the United States Court of Appeals for the Armed Forces, 450 E Street, NW., Washington, DC 20442-0001, at 10 a.m. on Tuesday, March 9, 2010. The agenda for this meeting will include consideration of proposed changes to the Uniform Code of Military Justice and the Manual for Courts- Martial, United States, and other matters relating to the operation of the Uniform Code of Military Justice throughout the Armed Forces.

The Department of the Navy is amending its certifications and exemptions under the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), to reflect that the Deputy Assistant Judge Advocate General (Admiralty and Maritime Law) has determined that USS BUNKER HILL (CG 52)) is a vessel of the Navy which, due to its special construction and purpose, cannot fully comply with certain provisions of the 72 COLREGS without interfering with its special function as a naval ship. The intended effect of this rule is to warn mariners in waters where 72 COLREGS apply.
