Section 743 of Division D of this Act prohibits the award of contracts using appropriated funds to any foreign incorporated entity that is treated as an inverted domestic corporation or to any subsidiary of one.

The intended effect of this rule is to warn mariners in waters where 72 COLREGS apply.
