The Per Diem, Travel and Transportation Allowance Committee is publishing Civilian Personnel Per Diem Bulletin Number 249. This bulletin lists revisions in the per diem rates prescribed for U.S. Government employees for official travel in Alaska, Hawaii, Puerto Rico, the Northern Mariana Islands and Possessions of the United States. AEA changes announced in Bulletin Number 194 remain in effect. Bulletin Number 249 is being published in the Federal Register to assure that travelers are paid per diem at the most current rates.

The Secretary of the Navy's Advisory Subcommittee on Naval History, a subcommittee of the Department of Defense Historical Advisory Committee, will meet to review naval historical activities since the last meeting of the Advisory Subcommittee on Naval History, which was conducted on September 29 and September 30, 2005, and to make comments and recommendations on these activities to the Secretary of the Navy. The meetings will be open to the public.

This notice informs the public that the Global Positioning Systems Wing (GPSW) (formerly the GPS Joint Program Office) will be hosting a technical working group meeting to discuss the new L1C signal as specified in Draft IS-GPS-800, Navstar GPS Space Segment/Navigation User L1C Interfaces. The discussion will include addressing those comments submitted from the ICWG review of the Draft IS-GPS-800. For those who would like to attend and participate in this ICWG meeting, you are requested to register to attend the meeting by 22 September 2006. For those who would like to present material related to the L1C signal or IS-GPS-800 at the meeting, please submit your agenda item and required length of presentation time to IG2@arinc.com by 22 September 2006. The Defense Business Board (DBB) will meet in open session on Thursday, September 28, 2006 at the Pentagon, Washington, DC from 8:30 a.m. to 9:30 a.m. The mission of the DBB is to advise the Secretary of Defense on effective strategies for implementation of best business practices of interest to the Department of Defense. At this meeting, the Board will deliberate on recommendations regarding a unified medical system. Topics to be covered include objectives of a unified medical system, cost savings and transition recommendations.

Pursuant to Section 102(2)(c) of the National Environmental Policy Act of 1969, as implemented by the Council on Environmental Quality regulations (40 CFR parts 1500-1508), the Department of the Navy (DoN) announces its intent to prepare an EIS to evaluate the potential environmental impacts associated with the dredging of 4.8 miles of Norfolk Harbor Channel in the Elizabeth River. The proposed channel deepening project is located in the Federal navigation channel in Norfolk and Portsmouth, Virginia. Discussions are underway with the United States Army Corps of Engineers (USACE) to be a cooperating agency in the preparation of the EIS. The EIS will consider reasonable alternatives to the proposed action, including the No Action Alternative.

The CNO Executive Panel will form consensus advice for the final report on the findings and recommendations of the Systems Engineering and Integration Subcommittee to the CNO. The meeting will consist of discussions of Navy engineering, research and design development strategies and processes.

The Department of Defense is publishing the unclassified text of a section 36(b)(1) arms sales notification. This is published to fulfill the requirements of section 155 of Public Law 104-164 dated 21 July 1996.

The Department of the Navy hereby gives notice of the availability for donation, under the authority of 10 U.S.C. 7306, of the Test Craft ex-SEA SHADOW (IX 529) and the Hughes Mining Barge (HMB- 1), both located at the Maritime Administration's Suisun Bay National Defense Reserve Fleet, Benicia, CA. Ex-SEA SHADOW is contained inside HMB-1, which is a covered floating dry-dock, and is being offered for donation as a single unit. The donee may display the two vessels as currently configured as a single unit, or display them individually. In either case, the Navy intends to donate the two vessels as a single unit and the donee will be required to remove the two vessels from Navy custody as a unit. Eligible recipients include: (1) Any State, Commonwealth, or possession of the United States or any municipal corporation or political subdivision thereof; (2) the District of Columbia; or (3) any organization incorporated as a non-profit entity under section 501 of the Internal Revenue Code. The transfer of a vessel for donation under 10 U.S.C 7306 shall be made at no cost to the United States Government. The donee will be required to maintain ex-SEA SHADOW as a static museum/memorial in a condition that is satisfactory to the Secretary of the Navy. Prospective donees must submit a comprehensive application that addresses the significant financial, technical, environmental, and curatorial responsibilities associated with donated Navy vessels. All vessels currently in a donation hold status, including ex-SEA SHADOW (IX 529) and the Hughes Mining Barge (HMB-1), will be reviewed by the Chief of Naval Operations during the annual Ship Disposition Review process, at which time a determination will be made whether to extend donation hold status. If the Navy receives no interest by an eligible recipient within two years, the Navy reserves the right to remove the vessels from donation consideration and proceed with their disposal. The Missile Defense Advisory Committee will meet in closed session on September 18-19, 2006, in Washington, DC. The mission of the Missile Defense Advisory Committee is to provide the Department of Defense advice on all matters relating to missile defense, including system development, technology, program maturity and readiness of configurations of the Ballistic Missile Defense System (BMDS) to enter the acquisition process. At this meeting, the Committee will conduct classified discussions on capability-based acquisition.

On August 21, 2006 the United States Air Force signed the Record of Decision (ROD) for the Proposed Navy Air-to-Ground Training at Avon Park Air Force Range, Florida, and has selected Alternative 6 (Utilize Alpha Plus Impact Area for High Explosive Delivery) for implementation. This ROD states the Air Force decision to allow the Navy to conduct all components of air-to-ground ordnance delivery and training at integrated and sustainment levels of Fleet Forces Command's Fleet Readiness Training Program at APAFR, Florida. The proposed action includes an increase in current common elements training and adds air- to-ground readiness training, including delivery of inert and high explosive (HE) ordnance from the Navy's tactical jets. Alternative 6 was selected because it provides the best balance between readiness training and environmental concerns. The Air Force participated as a cooperating agency in preparation of the Navy Final Environmental Impact Statement (FEIS) and ROD, which the AF ROD incorporated by reference. The Navy FEIS and ROD provide detailed information on the Navy proposal and the selection of alternatives that were considered by the Air Force in reaching its decision. The EIS and ROD also describe in detail impacts of the proposed action to the human and the natural environment in 13 resource areas and measures that will be taken to mitigate those impacts. The Air Force decision was based on matters discussed in the ROD, the FEIS, inputs from the public, inputs from regulatory agencies, and other relevant factors. The FEIS was made available on November 18, 2005 in the Federal Register: (Vol. 70, Number 222, page 69967) with a waiting period ending December 18, 2005. The ROD documents only the decision of the Air Force, as a cooperating agency, with regard to the proposed Navy actions analyzed in the FEIS.

The Defense Science Board will meet in closed session on February 7-8, 2007; May 9-10, 2007 and October 24-25, 2007, at the Pentagon, Arlington, Virginia. The mission of the Defense Science Board is to advise the Secretary of Defense and the Under Secretary of Defense for Acquisition, Technology & Logistics on scientific and technical matters as they affect the perceived needs of the Department of Defense. At these meetings, the Defense Science Board will discuss interim findings and recommendations results from ongoing Task Force activities. The Board will also discuss plans for future consideration of scientific and technical aspects of specific strategies, tactics, and policies as they may affect the U.S. national defense posture and homeland security. In accordance with Section 10(d) of the Federal Advisory Committee Act, Pub. L. No. 92-463, as amended (5 U.S.C. App. 2), it has been determined that these Defense Science Board meetings concern matters listed in 5 U.S.C. 552b(c)(1) and that, accordingly, these meetings will be closed to the public.

DoD has issued a final rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to update text on acquisition planning. This rule is a result of a transformation initiative undertaken by DoD to dramatically change the purpose and content of the DFARS.

DoD has adopted as final, with changes, an interim rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to implement Section 1092 of the National Defense Authorization Act for Fiscal Year 2005. Section 1092 requires that DoD contractor personnel who interact with detainees receive training regarding the applicable international obligations and laws of the United States.

DoD has issued an interim rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to implement Section 1211 of the National Defense Authorization Act for Fiscal Year 2006. Section 1211 prohibits DoD from acquiring United States Munitions List items from Communist Chinese military companies.

In accordance with Section 10(a)(2) of the Federal Advisory Committee Act (Pub. The DoD Task Force on Mental Health meeting on September 20, 2006 from 8:30 a.m.-5 p.m. and September 21, 2006 from 8:30 a.m.-11 a.m. published in the Federal Register on August 18, 2006 (71 FR 47782) has changed venues. The previous location was Howze Auditorium, Bldg 33009, 7500 761st Tank Battalion Ave., Fort Hood, TX 76544-5008. The Air University Board of Visitors will hold an open meeting on 12-15 November 2006 and 15-18 April 2007. The first business session of each meeting will begin in the Air University Commander's Conference Room at Headquarters Air University, Maxwell Air Force Base, Alabama, (5 seats available). The purpose of the meeting is to give the board an opportunity to review Air University educational programs and to present to the Commander, a report of their findings and recommendations concerning these programs.

In accordance with the provisions of the Federal Advisory Committee Act, this notice announces the annual meeting of the Department of Defense Historical Advisory Committee. The committee will conduct reports from Army and Navy Historical Advisory Committees for future submission to higher authority. The meeting will be open to the public.

The Threat Reduction Advisory Committee will meet in closed session on Thursday, November 2, 2006, at the Defense Threat Reduction Agency (DTRA), and on Friday, November 3, 2006 in the Pentagon, Washington, DC. The mission of the Committee is to advise the Under Secretary of Defense (Acquisition, Technology and Logistics) on technology security, combating Weapons of mass destruction, chemical and biological defense, transformation of the nuclear weapons stockpile, and other matters related to the Defense Threat Reduction Agency's mission. In accordance with Section 10(d) of the Federal Advisory Committee Act, Public Law 92-463, as amended (5 U.S.C. Appendix II), it has been determined that this Committee meeting concerns matters listed in 5 U.S.C. 552b(c)(1), and that accordingly the meeting will be closed to the public.
