The Per Diem, Travel and Transportation Allowance Committee is publishing Civilian Personnel Per Diem Bulletin Number 249. This bulletin lists revisions in the per diem rates prescribed for U.S. Government employees for official travel in Alaska, Hawaii, Puerto Rico, the Northern Mariana Islands and Possessions of the United States. AEA changes announced in Bulletin Number 194 remain in effect. Bulletin Number 249 is being published in the Federal Register to assure that travelers are paid per diem at the most current rates.

The discussion will include addressing those comments submitted from the ICWG review of the Draft IS-GPS-800. Subsection (e)(12) of the Privacy Act of 1974, as amended (5 U.S.C. 552a), requires agencies to publish advanced notice of any proposed or revised computer matching program by the matching agency for public comment. The Department of Defense (DoD) as the matching agency under the Privacy Act, is hereby giving notice to the record subjects of a computer matching program between Social Security Administration (SSA) and the DoD that their records are being matched by computer. The Social Security Act requires SSA to verify, with independent or collateral sources, information provided to SSA by recipients of SSI payments and beneficiaries of SVB benefits. The SSI and SVB recipient/ beneficiary provides information about eligibility/entitlement factors and other relevant information. SSA obtains additional information as necessary before making any determinations of eligibility/payment or entitlement/benefit amounts or adjustments thereto. With respect to military retirement payments to SSI recipients and SVB beneficiaries who are retired members of the Uniformed Services or their survivors, SSA proposes to accomplish this task by computer matching with the DoD.

The Transformation Advisory Group (TAG) will meet in closed session on 12-13 December 2006. The establishment date was already published in the Federal Register on 28 May 2003, in accordance with 41 CFR 102-3.150. The mission of the TAG is to provide timely advice on scientific, technical, and policy-related issues to the Commander, U.S. Joint Forces Command as he develops and executes the DOD transformation strategy. Full development of the topics will require discussion of information classified in accordance with Executive Order 12958, dated 17 April 1995, as amended March 2003. Access to the information must be strictly limited to personnel having the requisite clearances and specific need-to-know, unauthorized disclosure of the information to be discussed at the TAG meetings could cause serious damage to our national defense. The meeting will be closed for security reasons, pursuant to 5 U.S.C. 552, Exemption(b)1, Protection of National Security, and Exemption(b)3 regarding information protected under the Homeland Security Act of 2002. The proposed channel deepening project is located in the Federal navigation channel in Norfolk and Portsmouth, Virginia. Discussions are underway with the United States Army Corps of Engineers (USACE) to be a cooperating agency in the preparation of the EIS. The EIS will consider reasonable alternatives to the proposed action, including the No Action Alternative.

The Department of the Navy hereby gives notice of the availability for donation, under the authority of 10 U.S.C. 7306, of the Test Craft ex-SEA SHADOW (IX 529) and the Hughes Mining Barge (HMB- 1), both located at the Maritime Administration's Suisun Bay National Defense Reserve Fleet, Benicia, CA. Ex-SEA SHADOW is contained inside HMB-1, which is a covered floating dry-dock, and is being offered for donation as a single unit. The donee may display the two vessels as currently configured as a single unit, or display them individually. In either case, the Navy intends to donate the two vessels as a single unit and the donee will be required to remove the two vessels from Navy custody as a unit. Eligible recipients include: (1) Any State, Commonwealth, or possession of the United States or any municipal corporation or political subdivision thereof; (2) the District of Columbia; or (3) any organization incorporated as a non-profit entity under section 501 of the Internal Revenue Code. The transfer of a vessel for donation under 10 U.S.C 7306 shall be made at no cost to the United States Government. The donee will be required to maintain ex-SEA SHADOW as a static museum/memorial in a condition that is satisfactory to the Secretary of the Navy. Prospective donees must submit a comprehensive application that addresses the significant financial, technical, environmental, and curatorial responsibilities associated with donated Navy vessels. Further application information can be found on the Navy Ship Donation Program Web site at https://www.navsea.navy.mil/ndp. All vessels currently in a donation hold status, including ex-SEA SHADOW (IX 529) and the Hughes Mining Barge (HMB-1), will be reviewed by the Chief of Naval Operations during the annual Ship Disposition Review process, at which time a determination will be made whether to extend donation hold status. On August 21, 2006 the United States Air Force signed the Record of Decision (ROD) for the Proposed Navy Air-to-Ground Training at Avon Park Air Force Range, Florida, and has selected Alternative 6 (Utilize Alpha Plus Impact Area for High Explosive Delivery) for implementation. This ROD states the Air Force decision to allow the Navy to conduct all components of air-to-ground ordnance delivery and training at integrated and sustainment levels of Fleet Forces Command's Fleet Readiness Training Program at APAFR, Florida. The proposed action includes an increase in current common elements training and adds air- to-ground readiness training, including delivery of inert and high explosive (HE) ordnance from the Navy's tactical jets. Alternative 6 was selected because it provides the best balance between readiness training and environmental concerns. The Air Force participated as a cooperating agency in preparation of the Navy Final Environmental Impact Statement (FEIS) and ROD, which the AF ROD incorporated by reference. The Navy FEIS and ROD provide detailed information on the Navy proposal and the selection of alternatives that were considered by the Air Force in reaching its decision. The EIS and ROD also describe in detail impacts of the proposed action to the human and the natural environment in 13 resource areas and measures that will be taken to mitigate those impacts. The Air Force decision was based on matters discussed in the ROD, the FEIS, inputs from the public, inputs from regulatory agencies, and other relevant factors. The FEIS was made available on November 18, 2005 in the Federal Register: (Vol. 70, Number 222, page 69967) with a waiting period ending December 18, 2005. The ROD documents only the decision of the Air Force, as a cooperating agency, with regard to the proposed Navy actions analyzed in the FEIS.

In accordance with the requirements of the National Environmental Policy Act (NEPA), the U.S. Army Corps of Engineers (USACE), Baltimore District has prepared a Draft Integrated Feasibility Report and Environmental Impact Statement (EIS) for the Mid-Chesapeake Bay Island Ecosystem Restoration Project in Dorchester County, on Maryland's Eastern Shore. Approximately 90 to 95 million cubic yards of material, primarily dredged during maintenance of the Chesapeake Bay approach channels to Baltimore Harbor, would be placed behind dikes at James Island. Material placed at Barren Island would be from authorized maintenance dredging of Federal navigation channels in the Honga River. After placement, the material would be shaped and planted to provide 2,144 acres of island habitat at James and Barren Islands as well as protect existing island ecosystem habitat, including critical submerged aquatic vegetation.

The Department of the Navy is amending its certifications and exemptions under the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), to reflect that the Deputy Assistant Judge Advocate General (Admiralty and Maritime Law) has determined that USS NEW ORLEANS (LPD 18) is a vessel of the Navy which, due to its special construction and purpose, cannot fully comply with certain provisions of the 72 COLREGS without interfering with its special function as a naval ship. The intended effect of this rule is to warn mariners in waters where 72 COLREGS apply.
