Proposed Information Collection; Comment Request; Community Connectivity Initiative Self-Assessment Tool
The Department of Commerce, as part of its continuing effort to reduce paperwork and respondent burden as required by the Paperwork Reduction Act of 1995, invites the general public and other federal agencies to take this opportunity to comment on the proposed framework for the community connectivity self-assessment tool. This framework is an element of the Community Connectivity Initiative, which is one of the commitments of the National Telecommunications and Information Administration (NTIA) through its work with the Broadband Opportunity Council, which President Obama established to review actions the federal government could take to reduce regulatory barriers to broadband deployment, competition, investment, and adoption. The Community Connectivity Initiative will support communities across the country with tools to help accelerate local broadband planning and deployment efforts. The community connectivity self-assessment tool will provide a framework of benchmarks and indicators on broadband access, adoption, policy and use, helping community leaders identify critical broadband needs and connect them with expertise and resources.
First Responder Network Authority; First Responder Network Authority Board Meetings
The Board of the First Responder Network Authority (FirstNet) will convene an open public meeting on June 30, 2016, preceded by open public meetings of the Board Committees on June 29, 2016.
Commerce Spectrum Management Advisory Committee
Through this Notice, the National Telecommunications and Information Administration (NTIA) is reopening an application window for nominations to the Commerce Spectrum Management Advisory Committee (CSMAC). On March 29, 2016, NTIA published a Notice seeking nominations to the CSMAC with a deadline of May 13, 2016. In reopening this application window, NTIA seeks to expand the pool of applicants and best ensure the composition of the committee reflects balanced points of view.
Community Connectivity Initiative-Webinar Series
The National Telecommunications and Information Administration (NTIA), as part of its BroadbandUSA program, will host a nine-part series of monthly webinars to engage stakeholders to inform the development of the Community Connectivity Initiative (Initiative). The objective of the Initiative is to support communities working to accelerate broadband access, improve digital inclusion, strengthen policies, and support local community priorities. The webinar series will convene stakeholders to discuss the role that broadband plays in achieving local priorities and will solicit input on the development of the Initiative, which is a compilation of three new resources for local communities featuring: (1) A Community Connectivity framework; (2) an online self-assessment tool; and (3) a report and recommendations. Through collaborative sessions, participants will: Review the Community Connectivity framework; review assessment questions and response options; co-design the structure and content for the report and recommendations; and identify supporting resources and tools that will support the local communities' use of the tools in 2017 and beyond.
Revision to the Manual of Regulations and Procedures for Federal Radio Frequency Management
The National Telecommunications and Information Administration (NTIA) is making certain changes to its regulations relating to the public availability of the Manual of Regulations and Procedures for Federal Radio Frequency Management (NTIA Manual). Specifically, NTIA is releasing an update to the current edition of the NTIA Manual, with which federal agencies must comply when requesting use of radio frequency spectrum. NTIA is also making changes to the regulatory text to comply with the Incorporation by Reference formatting structure.
