Takes of Marine Mammals Incidental to Specified Activities; Taking Marine Mammals Incidental to Unexploded Ordnance Investigation Survey off the Coast of Virginia
NMFS has received a request from Virginia Electric and Power Company d/b/a Dominion Energy Virginia (Dominion) for authorization to take marine mammals incidental to unexploded ordnance (UXO) investigation surveys off the coast of Virginia as part of site characterization surveys in the area of the Research Lease of Submerged Lands for Renewable Energy Development on the Outer Continental Shelf (OCS-A 0497) (Lease Area) and coastal waters where a cable route corridor will be established. Pursuant to the Marine Mammal Protection Act (MMPA), NMFS is requesting comments on its proposal to issue an incidental harassment authorization (IHA) to incidentally take marine mammals during the specified activities. NMFS will consider public comments prior to making any final decision on the issuance of the requested MMPA authorizations and agency responses will be summarized in the final notice of our decision.
Fisheries of the Caribbean, Gulf of Mexico, and South Atlantic; Reef Fish Fishery of Puerto Rico and the U.S. Virgin Islands; Exempted Fishing Permit
NMFS announces the receipt of an application for an exempted fishing permit (EFP) from Puerto Rico's Department of Natural and Environmental Resources (DNER). If granted, the EFP would authorize persons aboard DNER research vessels and commercial fishing vessels contracted through DNER to collect selected reef fish species in waters of the U.S. Caribbean exclusive economic zone (EEZ) off Puerto Rico without complying with certain seasonal and gear closures, and size and bag limits. Reef fish would be harvested by hook-and-line and bottom longline gear and monitored by underwater camera gear. The operations would take place in the U.S. Caribbean EEZ off both the west and east coasts of Puerto Rico. All reef fish, including undersized and seasonally prohibited reef fish species, would be retained, except for goliath grouper, Nassau grouper, and all species of parrotfish. The purpose of the EFP is to determine spatial and temporal variations in stock abundance of Caribbean reef fish resources off Puerto Rico.

Pacific Fisheries Management Council; Notice of Intent To Withdraw an Environmental Impact Statement for Gear Rule Changes for the Pacific Coast Groundfish Fishery Trawl Catch Share Program
NMFS is issuing this notice to advise Federal, state, and local government agencies and the public that it is withdrawing its Notice of Intent (NOI) to prepare a draft Environmental Impact Statement (EIS) for the proposed action to revise regulations regarding the use and configuration of groundfish bottom trawl and midwater trawl gear in the Pacific Coast Groundfish Fishery's Trawl Catch Share Program, also called the Trawl Rationalization Program. After completion of the analysis, NMFS determined the impacts associated with this action would not reach a level necessitating an EIS, and is instead preparing an Environmental Assessment (EA).
Pacific Fishery Management Council; Public Meeting

Schedules for Atlantic Shark Identification Workshops and Safe Handling, Release, and Identification Workshops
Free Atlantic Shark Identification Workshops and Safe Handling, Release, and Identification Workshops will be held in July, August, and September of 2018. Certain fishermen and shark dealers are required to attend a workshop to meet regulatory requirements and to maintain valid permits. Specifically, the Atlantic Shark Identification Workshop is mandatory for all federally permitted Atlantic shark dealers. The Safe Handling, Release, and Identification Workshop is mandatory for vessel owners and operators who use bottom longline, pelagic longline, or gillnet gear, and who have also been issued shark or swordfish limited access permits. Additional free workshops will be conducted during 2018 and will be announced in a future notice.

Magnuson-Stevens Fishery Conservation and Management Act; General Provisions for Domestic Fisheries; Application for Exempted Fishing Permit
NMFS has determined that 14 exempted fishing permit (EFP) applications warrant further consideration and is requesting public comment on the applications. Thirteen EFP applicants request an exemption from a prohibition on the use of unauthorized fishing gear to harvest highly migratory species (HMS), and one EFP applicant requests an exemption from a prohibition on the use of pelagic longline gear in the Exclusive Economic Zone (EEZ) to harvest HMS under the Fishery Management Plan for U.S. West Coast Fisheries for Highly Migratory Species (HMS FMP). These applicants request the exemption to test the effects and efficacy of using deep-set buoy gear (DSBG), deep-set linked buoy gear (DSLBG), or deep-set short longline (DSSLL) to harvest swordfish and other HMS off of the U.S. West Coast.
Fisheries of the Northeastern United States; Bluefish Fishery; Scoping Process
The Mid-Atlantic Fishery Management Council announces its intent to prepare, in cooperation with NMFS and the Atlantic States Marine Fisheries Commission, an amendment to the Fishery Management Plan for Bluefish. An environmental impact statement may be necessary for the amendment in accordance with the National Environmental Policy Act to analyze the impacts of any proposed management measures. The Council has initiated this amendment in order to perform a review of the sector-based allocations, commercial allocations to the states, goals and objectives of the fishery management plan, and quota transfer processes. This notice announces a public process for determining the scope of issues to be addressed, and for identifying the significant issues related to the bluefish fishery in the Greater Atlantic region. This notice is to alert the interested public of the scoping process, the potential development of a draft environmental impact statement, and to provide for public participation in that process.
Fisheries of the Exclusive Economic Zone Off Alaska; Yellowfin Sole Management in the Groundfish Fisheries of the Bering Sea and Aleutian Islands
NMFS proposes regulations to implement Amendment 116 to the Fishery Management Plan for Groundfish of the Bering Sea and Aleutian Islands Management Area (BSAI FMP). If approved, Amendment 116 would limit access to the Bering Sea and Aleutian Islands (BSAI) Trawl Limited Access Sector (TLAS) yellowfin sole directed fishery by vessels that deliver their catch of yellowfin sole to motherships for processing. This proposed rule would establish eligibility criteria based on historical participation in the BSAI TLAS yellowfin sole directed fishery, issue an endorsement to those groundfish License Limitation Program (LLP) licenses that meet the eligibility criteria, and authorize delivery of BSAI TLAS yellowfin sole to motherships by only those vessels designated on a groundfish LLP license that is endorsed for the BSAI TLAS yellowfin sole directed fishery. This proposed action is necessary to prevent increased catcher vessel participation from reducing the benefits the fishery provides to historic and recent participants, mitigate the risk that a ``race for fish'' could develop, and help to maintain the consistently low rates of halibut bycatch in the BSAI TLAS yellowfin sole directed fishery. This proposed rule is intended to promote the goals and objectives of the Magnuson-Stevens Fishery Conservation and Management Act, Amendment 116, the BSAI FMP, and other applicable laws.
Northeast Regional Stock Assessment Workshop and Stock Assessment Review Committee Public Meeting
NMFS and the Northeast Regional Stock Assessment Workshop (SAW) will convene the 65th SAW Stock Assessment Review Committee for the purpose of reviewing stock assessments of Sea Scallop and Atlantic Herring. The Northeast Regional SAW is a formal scientific peer-review process for evaluating and presenting stock assessment results to managers for fish stocks in the offshore U.S. waters of the northwest Atlantic. Assessments are prepared by SAW working groups and reviewed by an independent panel of stock assessment experts called the Stock Assessment Review Committee, or SARC. The public is invited to attend the presentations and discussions between the review panel and the scientists who have participated in the stock assessment process.

Notice of Intent To Prepare an Environmental Impact Statement; Extension of Public Comment Period
NMFS is extending the public comment period for the Notice of Intent (NOI) to Prepare an Environmental Impact Statement (EIS) to inform its decision of whether to determine that a resource management plan (RMP) jointly developed by the Washington Department of Fish and Wildlife (WDFW) and the Puget Sound Tribes (Tribes), collectively the co-managers, meets requirements under Limit 6 of the Endangered Species Act (ESA) 4(d) rule for the ESA-listed Puget Sound Chinook salmon Evolutionarily Significant Unit (ESU), which is listed as threatened under the ESA. The NOI was published in the Federal Register on Thursday, May 3, 2018. The public comment period on the NOI was originally scheduled to end June 4, 2018. NMFS is extending that comment period by 14 days and will now consider comments received through June 18, 2018.
Endangered and Threatened Species; Take of Anadromous Fish
Notice is hereby given that NMFS has received applications for renewal of two enhancement permit applications pursuant to the Endangered Species Act (ESA) section for hatchery operations rearing and releasing Snake River fall Chinook salmon in the Snake River basin of Idaho. The applications are in the form of two existing hatchery and genetic management plans (HGMPs) and an addendum. This new addendum and the associated HGMPs describe programs operated by the Nez Perce Tribe (NPT), Washington Department of Fish and Wildlife (WDFW), Oregon Department of Fish and Wildlife (ODFW), and Idaho Department of Fish and Game (IDFG), and funded by the United States Fish and Wildlife Service (USFWS) through the Lower Snake Compensation Plan (LSRCP), Idaho Power Company (IPC), and the Bonneville Power Administration (BPA). This document serves to notify the public of the availability of these materials for review and comment prior to a decision by NMFS as to whether to issue the permit.

North Pacific Fishery Management Council; Public Meeting
NMFS has requested the Center for Independent Experts (CIE) to conduct a peer review of the agency's stock assessments for the Aleutian Islands golden king crab (AIGKC) and Norton Sound red king crab (NSRKC) stocks. The CIE is a group affiliated with the University of Miami that provides independent peer reviews of NMFS science nationwide, including reviews of stock assessments for fish, shellfish and marine mammals. The AIGKC and NSRKC stock assessments are reviewed annually by the Alaska Fisheries Science Center, the North Pacific Fishery Management Council (NPFMC) Crab Plan Team, and the NPFMC Scientific and Statistical Committee. The CIE review will examine whether the assessments incorporate the best scientific information available for making management decisions and whether they provide reasonable approaches to understanding the population dynamics and stock status for the AIGKC and NSRKC stocks. The public is invited to attend and observe the presentations and discussions between the CIE panel and the NMFS and Alaska Department of Fish & Game (ADFG) scientists who designed the underlying assessment models, collected the data, and performed the stock assessments.

Endangered and Threatened Species; Take of Anadromous Fish
Notice is hereby given that NMFS has received one permit application from the Monterey Peninsula Water Management District (District) to enhance propagation and survival of species listed under the Endangered Species Act (ESA) of 1973, as amended, for a five-year period (with a five-year renewal). As part of this permit application, the District has submitted a Rescue and Rearing Management Plan (RRMP). The RRMP specifies operational methods for South-Central California Coast (S-CCC) steelhead (Oncorhynchus mykiss) rescue, rearing, and relocation activities associated with the Sleepy Hollow Steelhead Rearing Facility (Facility). The Facility is located on the Carmel River on the Central California Coast. This document serves to notify the public of the availability of the permit application and associated RRMP for review and comment prior to a decision by NMFS whether to issue the permit. Takes of Marine Mammals Incidental to Specified Activities; Taking Marine Mammals Incidental to Coast Boulevard Improvements Project, La Jolla, California
NMFS has received a request from the City of San Diego (the City) for an incidental harassment authorization (IHA) to take three species of marine mammals, by Level B harassment only, incidental to Coast Boulevard improvements in La Jolla, California. The project has been delayed, such that none of the work covered in the identical IHA issued in 2017 was initiated and, therefore, the City requested that an identical IHA be issued to cover the same work in 2018. NMFS is, therefore, issuing a second IHA to cover the incidental take analyzed and authorized in the initial IHA. The scope of the activities and anticipated effects remain the same, authorized take numbers would not change, and the required mitigation, monitoring, and reporting would remain the same as authorized in the 2017 IHA referenced above. NMFS is therefore notifying the public about the issuance of an IHA to the City to incidentally take marine mammals, by Level B harassment only, during the City's Coast Boulevard improvements.
Snapper-Grouper Fishery of the South Atlantic; 2018 Commercial Accountability Measure and Closure for South Atlantic Yellowtail Snapper
NMFS implements an accountability measure (AM) for the commercial sector for yellowtail snapper in the South Atlantic exclusive economic zone (EEZ). NMFS projects that commercial landings of yellowtail snapper will reach the commercial annual catch limit (ACL) for the August 2017 through July 2018 fishing year by June 5, 2018. Therefore, NMFS closes the commercial sector for yellowtail snapper in the South Atlantic EEZ on June 5, 2018, and it will remain closed until August 1, 2018, the start of the August 2018 through July 2019 fishing year. This closure is necessary to protect the South Atlantic yellowtail snapper resource.
Takes of Marine Mammals Incidental to Specified Activities; Taking Marine Mammals Incidental to Casitas Pier Fender Pile Replacement
NMFS has received a request from Venoco, LLC, (Venoco) and Chevron USA, Inc., (Chevron) to transfer, from Venoco to Chevron, a Marine Mammal Protection Act (MMPA) one-year Incidental Harassment Authorization (IHA) to take marine mammals, by harassment, incidental to the Casitas Pier Fender Pile Replacement Project, following the sale of Casitas Pier to Chevron. No other changes are proposed. NMFS is inviting comments on the proposed transfer of the Casitas Pier IHA to Chevron.

The NMFS Assistant Administrator (Assistant Administrator) has issued a five-year affirmative finding for the Government of El Salvador under the Marine Mammal Protection Act (MMPA). This affirmative finding will allow importation into the United States of yellowfin tuna and yellowfin tuna products harvested in the eastern tropical Pacific Ocean (ETP) in compliance with the Agreement on the International Dolphin Conservation Program (AIDCP) by purse seine vessels operating under Salvadoran jurisdiction or exported from El Salvador. NMFS bases the affirmative finding determination on reviews of documentary evidence submitted by the Government of El Salvador and by information obtained from the Inter-American Tropical Tuna Commission (IATTC).

NMFS announces management measures for the 2018 summer flounder, scup, and black sea bass recreational fisheries. The implementing regulations for these fisheries require NMFS to publish recreational measures for the fishing year. The intent of these measures is to constrain recreational catch to established limits and prevent overfishing of summer flounder, scup, and black sea bass.
Notice of Availability of a NOAA Satellite Observing System Architecture Study Draft Report and Public Meeting
In planning for the future operational environmental satellite system to follow the Geostationary Operational Environmental Satellite SystemR Series (GOES-R, S, T, and U) and the Joint Polar Satellite System (JPSS-1, 2, 3, and 4), beginning about 2028, NOAA has conducted a study of the NOAA Satellite Observing System Architecture (NSOSA). The development of a future system presents an opportunity to design a modern architecture by broadly examining instruments, services, platforms, and orbits, driven by user needs, new technology, and exploiting emerging space business models. The NSOSA study team developed and evaluated nearly 100 architecture alternatives, including partner and commercial contributions that are likely to become available. Through https://www.regulations.gov/docket?D=NOAA-NESDIS- 2018-0053, the public can view the NOAA Satellite Observing System Architecture Study draft report, submit ideas, review submissions from other parties, and make comments. All comments are welcome. In particular, NOAA would like comments on the following areas: Did NOAA consider a sufficiently broad range of alternatives? Are the opportunities that the analysis identified as deserving of consideration consistent with your knowledge of the state of the space enterprise? Are there outcomes or options that you recommend for further analysis? What suggestions do you have on engagement with industry, including innovative capability development approaches, partnership opportunities, and business models that may inform NOAA's path forward? What suggestions do you have on engagement with the academic and research community and other stakeholders to ensure NOAA makes the best use of the outputs of this study? NMFS published a document in the Federal Register on May 22, 2018, and the document contained outdated information and this document has been corrected and is republished in its entirety. NMFS has received a request from Washington State Department of Transportation (WSDOT) for authorization to take marine mammals incidental to the Seattle Multimodal Project at Colman Dock in Seattle, Washington. Pursuant to the Marine Mammal Protection Act (MMPA), NMFS is requesting comments on its proposal to issue an IHA to incidentally take marine mammals during the specified activities.
