NMFS implements a closure for Atlantic migratory group cobia (Atlantic cobia) that are sold (commercial) and harvested from Atlantic Federal waters off Georgia through New York. NMFS projects that commercial landings of Atlantic cobia will reach the commercial quota on November 6, 2020. Therefore, NMFS closes the commercial sector for Atlantic cobia in Federal waters from November 6, 2020, until the start of the next fishing year on January 1, 2021. This closure is necessary to protect the Atlantic cobia resource.

This action serves as a notice that NMFS, on behalf of the Secretary of Commerce (Secretary), has found that Atlantic herring is now overfished, and Gulf of Maine thorny skate and Pacific sardine are both still overfished. NMFS, on behalf of the Secretary, notifies the appropriate regional fishery management council (Council) whenever it determines that overfishing is occurring, a stock is in an overfished condition, or a stock is approaching an overfished condition.

NMFS issues this interim final rule to revise the regulations implementing the import provisions of the Marine Mammal Protection Act (MMPA). This interim final rule extends, by one year, the five-year exemption period to end December 31, 2022, and changes the deadline for comparability finding applications from March 1 of the year of expiration of a comparability finding to November 30 of the year prior to the expiration of a comparability finding, moving the comparability finding application deadline to November 30, 2021.

Magnuson-Stevens Act Provisions; General Provisions for Domestic Fisheries; Application for Exempted Fishing Permits

The Assistant Regional Administrator for Sustainable Fisheries, Greater Atlantic Region, NMFS, has made a preliminary determination that an application submitted by the Gulf of Maine Research Institute to amend an existing Exempted Fishing Permit contains all of the required information and warrants further consideration. The amended Exempted Fishing Permit would provide one vessel participating in an electronic monitoring program with an exemption to conduct exploratory fishing using cod ends with smaller mesh than otherwise permitted. The Exempted Fishing Permit would test the effect of different codend mesh combinations on the catch of pollock and Gulf of Maine haddock while on trips targeting Acadian redfish. Regulations under the Magnuson-Stevens Fishery Conservation and Management Act require publication of this notification to provide interested parties the opportunity to comment on applications for proposed exempted fishing permits.
Draft Revised Management Plan for the Lake Superior National Estuarine Research Reserve

The National Oceanic and Atmospheric Administration (NOAA) is soliciting comments from the public regarding a proposed revision of the management plan for the Lake Superior National Estuarine Research Reserve. A management plan: Provides a framework for the direction and timing of a reserve's programs; allows reserve managers to assess a reserve's success in meeting its goals and to identify any necessary changes in direction; and is used to guide programmatic evaluations of the reserve. Plan revisions are required of each reserve in the National Estuarine Research Reserve System at least every five years. This revised plan is intended to replace the plan approved in 2010.
