Small Takes of Marine Mammals Incidental to Specified Activities; Marine Geophysical Survey off Central America, February-April 2008
NMFS has received an application from Lamont-Doherty Earth Observatory (L-DEO), a part of Columbia University, for an Incidental Harassment Authorization (IHA) to take marine mammals incidental to conducting a marine seismic survey off Central America during February- April 2008. Pursuant to the Marine Mammal Protection Act (MMPA), NMFS is requesting comments on its proposal to issue an IHA to L-DEO to incidentally take, by Level B harassment only, small numbers of several species of marine mammals during the aforementioned activity.

NMFS issues a final rule that revises the seabird avoidance measures for the Alaska hook-and-line groundfish and halibut fisheries. The final rule strengthens gear standards for small vessels and eliminates certain seabird avoidance requirements that are not needed. This action is necessary to revise seabird avoidance measures based on the latest scientific information and to reduce unnecessary regulatory burdens and associated costs.

Notice is hereby given that the United States Air Force, Environmental Management Office, Vandenberg Air Force Base, California, has been issued an amendment to Scientific Research Permit No. 859- 1680, for research on California sea lions (Zalophus californianus), northern elephant seals (Mirounga angustirostris), northern fur seals (Callorhinus ursinus), and Pacific harbor seals (Phoca vitulina richardsi) inhabiting Vandenberg Air Force Base and the northern Channel Islands, California.

This final rule announces inseason changes to management measures in the commercial Pacific Coast groundfish fishery. These actions, which are authorized by the Pacific Coast Groundfish Fishery Management Plan (FMP), are intended to allow fisheries to access more abundant groundfish stocks while protecting overfished and depleted stocks.
