National Artificial Intelligence Advisory Committee
The National Institute of Standards and Technology (NIST) announces that the National Artificial Intelligence Advisory Committee (NAIAC or Committee) will hold a virtual meeting with briefing sessions. This meeting will be held via web conference on Wednesday, September 4, 2024, from 2:00 p.m.-5:00 p.m. Eastern Time. The primary purpose of this meeting is for NAIAC to receive a briefing by outside panelists on AI in the workforce and a separate briefing from the Law Enforcement Subcommittee on topics related to AI in law enforcement specific to facial recognition technology. Announcing Issuance of Federal Information Processing Standards (FIPS) FIPS 203, Module-Lattice-Based Key-Encapsulation Mechanism Standard, FIPS 204, Module-Lattice-Based Digital Signature Standard, and FIPS 205, Stateless Hash-Based Digital Signature Standard
This notice announces the Secretary of Commerce's approval of three Federal Information Processing Standards (FIPS): FIPS 203, Module-Lattice-Based Key-Encapsulation Mechanism Standard; FIPS 204, Module-Lattice-Based Digital Signature Standard; and FIPS 205, Stateless Hash-Based Digital Signature Standard. These standards specify key establishment and digital signature schemes that are designed to resist future attacks by quantum computers, which threaten the security of current standards. The three algorithms specified in these standards are each derived from different submissions in the NIST post-quantum cryptography standardization project (see https:// csrc.nist.gov/pqc-standardization).
Carbon Dioxide Removal Consortium
The National Institute of Standards and Technology (NIST), an agency of the United States Department of Commerce, in support of efforts to develop standards for carbon dioxide removal, is establishing the Carbon Dioxide Removal Consortium ("Consortium"). The Consortium will bring together stakeholders to identify and address measurement and standards needs related to carbon dioxide removal used to reduce the overall atmospheric carbon dioxide concentration. The Consortium efforts are intended to develop measurement solutions and support the development of widely accepted standards to improve measurement confidence, measurement traceability and comparability of carbon dioxide removal through nature-based, enhanced nature-based, and engineered pathways, with an initial focus on forests and direct air capture. Participants will be required to sign a Cooperative Research and Development Agreement (CRADA).

National Advanced Spectrum and Communications Test Network: Citizens Broadband Radio Service Sharing Ecosystem Assessment Test Plan Community Outreach
The National Advanced Spectrum and Communications Test Network (NASCTN) is hosting a public meeting on NASCTN's test plan for collecting Citizen Broadband Radio Service (CBRS) emissions in `Coastal' Dynamic Protection Areas (DPAs), on September 10, 2024, from 10 a.m.-12 p.m. mountain standard time. The purpose of this meeting is to brief Federal, industry, and academic stakeholders and interested parties from the public on the details and approach to collecting CBRS emissions for one of the two main tasks of the NASCTN CBRS Sharing Ecosystem Assessment (SEA) project.
