The Board of Overseers of the Malcolm Baldrige National Quality Award (Board) will meet in open session on Tuesday, December 6, 2016. The purpose of this meeting is to review and discuss the work of the private sector contractor, which assists the Director of the National Institute of Standards and Technology (NIST) in administering the Malcolm Baldrige National Quality Award (Award), and information received from NIST and from the Chair of the Judges' Panel of the Malcolm Baldrige National Quality Award in order to make such suggestions for the improvement of the Award process as the Board deems necessary. Details on the agenda are noted in the SUPPLEMENTARY INFORMATION section of this notice.
Notice of NIST's Mouse Cell Line Authentication Consortium

The National Institute of Standards and Technology (NIST), an agency of the United States Department of Commerce, is establishing the Mouse Cell Line Authentication Consortium and invites organizations to participate in this Consortium. The Consortium will collaborate to obtain concordant short tandem repeat (STR) profiles for mouse cell lines, draft consensus standards for mouse cell line authentication, and create a public database of STR profiles for mouse cell lines. The Consortium has been developed in collaboration with American Type Culture Collection (ATCC). Participation in this Consortium is open to all eligible organizations, as described below.

The National Institute of Standards and Technology (NIST) originally published a document announcing an upcoming meeting of the Visiting Committee on Advanced Technology (VCAT or Committee) on August 23, 2016 (81 FR 57563). The meeting date and times have been updated. The VCAT will now meet in an open session on Tuesday, October 18, 2016 from 8:30 a.m. to 6:00 p.m. Mountain Time. The VCAT is composed of fifteen members appointed by the NIST Director who are eminent in such fields as business, research, new product development, engineering, labor, education, management consulting, environment, and international relations.

The Judges Panel of the Malcolm Baldrige National Quality Award (Judges Panel) will meet in closed session Sunday, October 30, 2016 through Friday, November 4, 2016, from 8:30 a.m. until 5:30 p.m. Eastern time each day. The purpose of this meeting is to review recommendations from site visits, and recommend 2016 Malcolm Baldrige National Quality Award recipients. The meeting is closed to the public in order to protect the proprietary data to be examined and discussed at the meeting.

The National Institute of Standards and Technology (NIST) seeks comments concerning U.S. technical participation in the 15th Conference of the International Organization of Legal Metrology (OIML) held in Strasbourg, France, Wednesday, October 19 through Thursday, October 20, 2016. This conference is held once every four years and was last held in 2012. Interested parties are requested to review and submit comments on the 16 OIML Recommendations and Documents on legal measuring instruments that will be presented for ratification by the Conference. Comments may also be submitted on other issues relevant to the Conference.
