This is a notice in accordance with 35 U.S.C. 209(c)(1) and 37 CFR 404.7(a)(1)(i) that the National Institute of Standards and Technology (``NIST''), U.S. Department of Commerce, is contemplating the grant of an exclusive license in the United States of America, its territories, possessions and commonwealths, to NIST's interest in the invention embodied in U.S. Patent No. 5,514,501 (Application No. 08/ 255,961), titled ``Process For UV-Photopatterning of Thiolate Monolayers Self-Assembled On Gold, Silver and Other Substrates,'' NIST Docket No. 93-047US to Stratos Biosystems, LLC, having a place of business at 2401 Elliott Avenue, 5th Floor, Seattle, Washington 98121. The grant of the license would be for the field of use: Substrates for analysis of proteins and nucleic acids by mass spectrometry in the Life Sciences Research and In Vitro Diagnostic markets.

Pursuant to the Federal Advisory Committee Act, 5 U.S.C. app. 2, notice is hereby given that the Manufacturing Extension Partnership National Advisory Board (MEPNAB), National Institute of Standards and Technology (NIST), will meet Wednesday, March 21, 2007, from 9 a.m. to 4:30 p.m. The MEPNAB is composed of six members appointed by the Director of NIST who were selected for their expertise in the area of industrial extension and their work on behalf of smaller manufacturers. The Board was established to fill a need for outside input on MEP. MEP is a unique program consisting of centers across the United States and Puerto Rico, with partnerships at the State, Federal, and local levels. The Board works closely with MEP to provide input and advice on MEP's programs, plans, and policies. The purpose of this meeting is to provide the board with the latest program developments including NIST Update, MEP Overview, presentations on MEP Partnerships and Program Evaluation. The agenda may change to accommodate Board business.

App., notice is hereby given that the Information Security and Privacy Advisory Board (ISPAB) will meet Thursday, March 22, 2007, from 8:30 a.m. until 5 p.m., and Friday, March 23, 2007, from 8:30 a.m. until 5 p.m. All sessions will be open to the public. The Advisory Board was established by the Computer Security Act of 1987 (Pub. L. 100-235) and amended by the Federal Information Security Management Act of 2002 (Pub. L. 107-347) to advise the Secretary of Commerce and the Director of NIST on security and privacy issues pertaining to federal computer systems. Pursuant to the Federal Advisory Committee Act, 5 U.S.C. app. 2, notice is hereby given that the Visiting Committee on Advanced Technology (VCAT), National Institute of Standards and Technology (NIST), will meet Tuesday, March 6, from 9 a.m. to 5 p.m. and Wednesday, March 7, from 9 a.m. to 11 a.m. The Visiting Committee on Advanced Technology is composed of fifteen members appointed by the Director of NIST who are eminent in such fields as business, research, new product development, engineering, labor, education, management consulting, environment, and international relations. The purpose of this meeting is to review and make recommendations regarding general policy for the Institute, its organization, its budget, and its programs within the framework of applicable national policies as set forth by the President and the Congress. The agenda will include an update on NIST, an overview of NIST and its role in U.S. science & technology. Several laboratory tours also will be featured. The meeting will conclude with an extended discussion on NIST's overall role it plays in the nation's science and technology. The agenda may change to accommodate Committee business. The National Institute of Standards and Technology (NIST) announces that the following programs are soliciting applications for financial assistance for FY 2007: (1) The Electronics and Electrical Engineering Laboratory Grants Program; (2) the Manufacturing Engineering Laboratory Grants Program; (3) the Chemical Science and Technology Laboratory Grants Program; (4) the Physics Laboratory Grants Program; (5) the Materials Science and Engineering Laboratory Grants Program; (6) the Building Research Grants and Cooperative Agreements Program; (7) the Fire Research Grants Program; (8) the Information Technology Laboratory Grants Program; and (9) the NIST Center for Neutron Research Grants Program. Each program will only consider applications that are within the scientific scope of the program as described in this notice and in the detailed program descriptions found in the Federal Funding Opportunity (FFO) announcement for these programs. Prior to preparation of a proposal, it is strongly suggested that potential applicants contact the Program Manager for the appropriate field of research, as specified in the FFO announcement found at https://www.grants.gov, for clarification of the program objectives and to determine whether their proposal is responsive to this notice.
Announcing the Development of New Hash Algorithm(s) for the Revision of Federal Information Processing Standard (FIPS) 180-2, Secure Hash Standard

A process to develop and standardize one or more new hash algorithms \\ to augment and revise FIPS 180-2, Secure Hash Standard, is being initiated by the National Institute of Standards and Technology (NIST). As a first step in this process, NIST is publishing draft minimum acceptability requirements, submission requirements, and evaluation criteria for candidate algorithms to solicit public comment. It is intended that the revised hash function standard will specify one or more additional unclassified, publicly disclosed hash algorithms that are available royalty-free worldwide, and are capable of protecting sensitive government information well into the foreseeable future.
