Announcement of Residential Fire Suppression Research Needs Workshop
The National Institute of Standards and Technology (NIST) invites interested parties to attend a one-day Residential Fire Suppression Research Needs Workshop. The Workshop will provide a forum to discuss test methods, technologies, and R&D that can significantly improve residential fire protection through the development of science- based methods that test the performance of fire suppression technology with emphasis on residential kitchen applications. The Workshop program will include experts from the standards, hardware manufacturer, testing and fire service communities, and those doing research on fire suppression, speaking on today's fire safety challenges. The workshop will be held April 11, 2006 from 8 a.m. to 5 p.m. The goal of the workshop is to identify barriers that impede advances in the application of localized suppression systems in residences. In this regard, the Workshop will explore: Residential Fire Trends Developments in Suppression System Technologies Characterization of the Performance of Suppression Systems The Role of Federal Agencies and Standards Committees Opportunities for Collaboration We expect this workshop to provide a strong foundation for follow- on efforts among government agencies, industry, and academia to Identify/define research needs on Residential Fire Suppression Develop performance standards Demonstrate performance metrics Due to space limitations, attendance will be limited to 45 registered participants. Participants will be registered on a first come first serve basis. Attendees must pre-register; there will be no same-day registrations.
Notice of Intent To Establish the NIST Nucleic Acid Sequence Library
The National Institute of Standards and Technology (NIST) is collecting nucleic acid sequences, which have been dedicated to the public domain, in order to form a library of sequences suitable for the preparation of RNA reference materials. These reference materials are intended to act as external RNA controls in gene expression assays. It is expected that there will be commercial products based upon this sequence library. Development of these reference materials is being done in conjunction with the External RNA Control Consortium (ERCC), an ad hoc international consortium of approximately 70 organizations from the public, private, and academic sectors.

Visiting Committee on Advanced Technology
Pursuant to the Federal Advisory Committee Act, 5 U.S.C. app. 2, notice is hereby given that the Visiting Committee on Advanced Technology (VCAT), National Institute of Standards and Technology (NIST), will meet Tuesday, March 7, from 8:30 a.m. to 5:15 p.m. and Wednesday, March 8, from 10 a.m. to 11:30 a.m. The Visiting Committee on Advanced Technology is composed of fifteen members appointed by the Director of NIST who are eminent in such fields as business, research, new product development, engineering, labor, education, management consulting, environment, and international relations. The purpose of this meeting is to review and make recommendations regarding general policy for the Institute, its organization, its budget, and its programs within the framework of applicable national policies as set forth by the President and the Congress. The agenda will include an update on NIST's activities; an overview of the strategic planning process in the Manufacturing Engineering Laboratory (MEL), the Building and Fire Research Laboratory (BFRL), and the Chemical Science and Technology Laboratory (CSTL); an overview of NIST's health information technology activities; ethics training for VCAT members; a summary of the National Research Council's FY 04-05 assessment of NIST laboratories; and selected laboratory tours. The agenda may change to accommodate Committee business. The final agenda will be posted on the NIST Web site.
Announcing a National Voluntary Laboratory Accreditation Program Workshop for Laboratories Interested in the NIST Personal Identity Verification Program (NPIVP)
The National Voluntary Laboratory Accreditation Program (NVLAP) and National Institute of Standards and Technology (NIST) Personal Identity Verification Program (NPIVP) will hold a public workshop on March 3, 2006, at NIST headquarters in Gaithersburg, MD. The purpose of the workshop is the exchange of information among NVLAP, laboratories interested in seeking accreditation for the testing of Personal Identity Verification (PIV) components, vendors interested in having their product NPIVP-certified and Federal agencies seeking NPIVP certified products. The workshop will also review the mandates of Homeland Security Presidential Directive (HSPD) 12, as well as Federal Information Processing Standard (FIPS) 201, Standard for Personal Identity Verification of Federal Employees and Contractors, and the associated Special Publications (SP) in general and more specific in relation to NVLAP, interested laboratories, vendors and Federal agencies. The results of the workshop discussions will be used in the development of the NVLAP Personal Identity Verification (PIV) Laboratory Accreditation Program (PIV LAP). There is no charge for the workshop; however, because of security regulations, advance registration is mandatory. There will be no on- site, same-day registration. Announcement of a Meeting to Explore Feasibility of Establishing a NIST/Industry Consortium on the Constituent Contribution to the Service Life of a Coating System
The National Institute of Standards and Technology (NIST) invites interested parties to attend a pre-consortium meeting to be held on May 16 and 17, 2006 at the NIST main campus in Gaithersburg, MD. The objective of this two-day meeting is to evaluate industry interest in the fourth phase of the Coatings Service Life Prediction Consortium. The goals of this consortium include the development of measurement methods and mathematical models for ascertaining the service life response of filled coatings containing pigments having a range of photoreactivities exposed in both the laboratory and the field. For this particular phase of research, the filler of interest will be titanium dioxide nanoparticles and pigments dispersed in both a thermoplastic and a thermoset matrix. NIST staff members along with at least one technical representative from each participating member company will conduct consortium research and development. Membership in the Consortium is open to the coatings community, particularly coating manufacturers, raw material suppliers, and equipment manufacturers. The term of the consortium is intended to be four years.
National Conference on Weights and Measures: Interim Meeting
The Interim Meeting of the 91st National Conference on Weights and Measures (NCWM) will be held January 22 through 25, 2006, at the Omni Jacksonville Hotel in Jacksonville, Florida. This meeting is open to the public. Detailed meeting agendas and information on registration requirements, fees and hotel information can be found at https:// www.ncwm.net. The NCWM is an organization of weights and measures officials of the states, counties, and cities of the United States, Federal Agencies, and private sector representatives. This meeting brings together government officials and representatives of business, industry, trade associations, and consumer organizations to consider subjects related to the field of weights and measures technology, administration and enforcement. Pursuant to (15 U.S.C. 272(b)(6)), the National Institute of Standards and Technology (NIST) supports the NCWM as one of several means it uses to solicit comments and recommendations on revising or updating a variety of publications related to legal metrology and to promote uniformity among the States in laws, regulations, methods, and testing equipment that comprises regulatory control of commercial weighing and measuring devices and practices. Publication of this Notice by the NIST on the NCWM's behalf is being undertaken as a public service; NIST does not necessarily endorse, approve, or recommend any of the proposals contained in the notice.
National Voluntary Laboratory Accreditation Program Workshop for Laboratories Interested in Testing Radiation Detection Instruments for Homeland Security Applications
The National Voluntary Laboratory Accreditation Program (NVLAP) will hold a public workshop on Thursday, January 26, 2006, at the Doubletree Paradise Valley Resort in Scottsdale, Arizona. The purpose of the workshop is to exchange information among NVLAP, laboratories interested in testing radiation detection instruments for Department of Homeland Security applications, and other interested parties. The results of the workshop will be used in the development of the Radiation Detection Instruments Laboratory Accreditation Program. There is no charge for the workshop.
Establishment of a Laboratory Accreditation Program for Radiation Detection Instruments Under National Voluntary Laboratory Accreditation Program
The National Institute of Standards and Technology (NIST) publishes this notice to announce that it is establishing an accreditation program for laboratories that perform testing of radiation detection instruments. This program will provide for the accreditation of laboratories that test radiation detection instruments using standards developed by the American National Standards Institute (ANSI) and the Homeland Security Instrumentation (HSI) and Radiation Protection Instrumentation (RPI) groups.
