Notice of Deadline Extension To Receive Nominations for the National Advisory Council on Minority Business Enterprise
The Minority Business Development Agency solicited nominations for individuals to serve as members of the National Advisory Council for Minority Business Enterprise pursuant to a Federal Register notice published on March 29, 2010 (75 FR 15413). The March 29, 2010 notice provided that all applications must be received by the Minority Business Development Agency, U.S. Department of Commerce, by 5 p.m. Eastern Daylight Time (EDT) on May 3, 2010. This notice extends the nomination period to May 10, 2010 at 5 p.m. (EDT), in order to provide the public with additional time to submit nominations. The requirements for submitting nominations and the evaluation criteria for selecting members contained in the March 29, 2010 notice shall continue to apply in their entirety and, for convenience, are being republished in this notice. Persons who have previously submitted nominations remain under consideration and do not need to resubmit their nomination materials, although they may amend or revise such nomination materials on or before the extended closing date of May 10, 2010. The purpose of the NACMBE is to advise the Secretary of Commerce (Secretary) on key issues pertaining to the growth and competitiveness of the nation's Minority Business Enterprises (MBEs).
Notice of the Establishment of a National Advisory Council on Minority Business Enterprise and the Solicitation of Nominations for Membership
In accordance with the provisions of the Federal Advisory Committee Act, as amended, 5 U.S.C. App. 2, and with the concurrence of the General Services Administration, the Department of Commerce is announcing the establishment of the National Advisory Council on Minority Business Enterprise (NACMBE). Pursuant to this notice, the Department of Commerce is also soliciting nominations for membership on the NACMBE for the upcoming 2-year charter term beginning in April 2010. The purpose of the NACMBE is to advise the Secretary of Commerce (Secretary) on key issues pertaining to the growth and competitiveness of the nation's Minority Business Enterprises (MBEs).
Amended Solicitation of Applications for the Minority Business Enterprise Center (MBEC) Program
On December 30, 2009, the Minority Business Development Agency (MBDA) published a notice in the Federal Register (74 FR 69072) soliciting competitive grant applications under the Agency's Minority Business Enterprise Center (MBEC) program. The original notice solicited applications for operators of the New Orleans MBEC project, and identified New Orleans, LA as the physical location of the MBEC office and the New Orleans-Metairie-Kenner, LA Metropolitan Statistical Area (MSA) as the geographical service area for the project. In addition, the original solicitation provided for a pre-application conference to be held on January 15, 2010, and for an application closing date of February 1, 2010.

Amendment to the Required Minimum Performance Ratings for Optional Third-Year Funding for the Miami/Ft. Lauderdale, Oklahoma City and Honolulu Minority Business Enterprise Centers
On August 17, 2004, the Minority Business Development Agency (MBDA) published a Federal Register notice soliciting competitive applications for operators of the Miami/Ft. Lauderdale, Oklahoma City and Honolulu Minority Business Enterprise Centers (MBECs) (formerly Minority Business Development Centers). No other MBECs were included as part of this competitive solicitation. The August 17, 2004 notice provides for a two-year award period, with an optional third-year award period available at the sole discretion of MBDA and the Department of Commerce. The notice also provides that only those MBECs achieving ``outstanding'' performance ratings for each of the two prior program years are eligible to receive funding for the optional third-year of the award. This notice amends the August 17, 2004 notice to change the minimum required performance rating for the optional third-year award period from ``outstanding'' to ``at least commendable'' for the first program year. The ``outstanding'' performance requirement for the second program year continues to apply. MBDA is making this amendment to allow the operators of these three MBECs to be eligible for a third and final year of continuation funding if they achieve at least a ``commendable'' performance rating for first program year and an ``outstanding'' performance rating for the second program year.
Solicitation of Applications for the Cleveland and Queens Minority Business Enterprise Centers
The Minority Business Development Agency (MBDA) originally published a Federal Register notice on July 26, 2006 soliciting competitive applications for operators of the Cleveland Minority Business Enterprise Center (Cleveland MBEC) and the Queens Minority Business Enterprise Center (Queens MBEC) under its Minority Business Enterprise Center program. However, due to the lack of responsive applications, the Cleveland MBEC and the Queens MBEC competitions were deemed unsuccessful by MBDA. In accordance with 15 U.S.C. 1512 and Executive Order 11625, this notice re-solicits competitive applications for operators of the Cleveland MBEC and the Queens MBEC. This notice supersedes in its entirety the original competitive solicitation notice for these two projects. Responsibility for ensuring that applications are complete and received by MBDA on time is the sole responsibility of the Applicant. Applications that do not meet the requirements of this notice will be rejected.
Amendment to the Award Period for the Queens Minority Business Development Center
The Minority Business Development Agency (MBDA) is publishing this notice to allow for up to a 120-day funded extension, on a non- competitive basis, of the current award for the Queens Minority Business Enterprise Center (Queens MBEC) (formerly the Queens Business Development Center). The Queens MBEC was originally funded for a three- year award period commencing on January 1, 2004 and closing on December 31, 2006, pursuant to a Federal Register notice published on August 29, 2003. MBDA published a Federal Register notice on July 26, 2006 soliciting competitive applications for an operator of the Queens MBEC for the next three-year award period commencing January 1, 2007. However, the solicitation resulted in an unsuccessful competition, and MBDA intends to re-open the solicitation period to allow the public additional time to submit responsive applications to operate the Queens MBEC during the next funding cycle. MBDA is taking the actions set forth in this notice to allow for continued program delivery by the incumbent operator of the Queens MBEC while MBDA completes the solicitation process.
Cancellation of the Solicitation of Applications for the Native American Business Enterprise Center (NABEC) and Extension of NABEC Program Period
The Minority Business Development Agency (MBDA) publishes this notice to: (1) Announce that it is canceling the Solicitation of Applications for the Native American Business Enterprise Center (NABEC) (formerly Native American Business Development Center (NABDC)) Program as published on September 6, 2006, and (2) Amend the August 29, 2003 Federal Register notice solicitation to extend the total project award period for cooperative agreements under the NABEC program from three (3) years to four (4) years. MBDA is taking both actions in order to permit MBDA to solicit input from all stakeholders on any proposed Program changes. This notice also identifies certain NABECs currently funded through December 31, 2006, that will be eligible for an additional year of funding beyond the three (3) years normally allowed between competitions.

Amendment to the Solicitation of Applications for the Minority Business Enterprise Center (MBEC) (Formerly Minority Business Development Center (MBDC))
In accordance with Executive Order 11625 and 15 U.S.C. Section 1512, the Minority Business Development Agency (MBDA) is amending its solicitation, originally published on July 26, 2006, for competitive applications from organizations to operate a Minority Business Enterprise Center (MBEC) (formerly Minority Business Development Center). This amendment separates the Alabama/Mississippi MBEC into two geographic service areas, creating the Mississippi MBEC and the Alabama MBEC. The geographic service area for the Mississippi MBEC will be limited to the State of Mississippi only. All programmatic requirements, including funding levels, length of award and competition/selection processes, for the Mississippi MBEC will be the same as that published for the Alabama/Mississippi MBEC in the July 26, 2006 solicitation. The newly created Alabama MBEC geographic service area will service Hurricanes Katrina and/or Rita impacted minority-owned firms from the State of Alabama. The Alabama MBEC shall adhere to separate program requirements as outlined below (please refer to Supplementary Information section of this Notice) and a newly created Federal Funding Opportunity (FFO) Announcement. This is not a grant program to help start a business. Applications submitted must be to operate a Minority Business Enterprise Center and to provide business consultation to eligible minority clients. Applications that do not meet these requirements will be rejected. The MBEC will provide services in the outlined geographic areas (refer to SUPPLEMENTARY INFORMATION section of this Notice). The MBEC Program requires MBEC staff to provide standardized business assistance services (as outlined in the Federal Funding Opportunity Announcement) to minority firms with $500,000 or more in annual revenues and/or ``rapid growth-potential'' minority businesses (``Strategic Growth Initiative'' or ``SGI'' firms) directly; to develop a network of strategic partnerships; and to provide strategic business consulting. This is a fee for service program, therefore, the MBEC is required to charge client fees. These requirements will be used to generate increased results with respect to financing and contracts awarded to minority-owned firms and thus, are a key component of this program. The MBEC Program will concentrate on serving SGI firms capable of generating significant employment and long-term economic growth. The MBEC Program shall leverage telecommunications technology, including the Internet, and a variety of online computer-based resources to dramatically increase the level of service that the MBEC can provide to minority-owned firms.
Solicitation of Applications for the Minority Business Opportunity Center (MBOC) Program (Louisiana)
In accordance with Executive Order 11625 and 15 U.S.C. Section 1512, the Minority Business Development Agency (MBDA) is soliciting competitive applications from organizations to operate a Minority Business Opportunity Center (MBOC) (formerly Minority Business Opportunity Committee) in the state of Louisiana. A prior solicitation in the Federal Register dated February 8, 2006 (71 FR 6449) for the Baton Rouge/New Orleans geographic service area was unsuccessful. The Minority Business Opportunity Center through its staff will provide brokering services and assistance to minority business enterprises (MBEs) that (a) Generate $500,000 or more in annual gross revenues; (b) are capable of creating significant employment and long-term economic impact (commonly referred to as ``rapid growth-potential'' MBEs); or (c) have been displaced from Louisiana due to Hurricanes Katrina and Rita. The MBOC will provide access to buyers of goods and services and procurement and financing opportunities within the public and private sectors. In addition, the MBOC will assist clients by identifying, matching and fostering strategic partners and joint ventures with firms outside the designated service area in order to build client capacity.
Solicitation of Applications for the Minority Business Opportunity Center (MBOC) Program (Baton Rouge/New Orleans, LA)
In accordance with Executive Order 11625 and 15 U.S.C. Section 1512, the Minority Business Development Agency (MBDA) is soliciting competitive applications from organizations to operate a Minority Business Opportunity Center (MBOC) (formerly Minority Business Opportunity Committees) in Baton Rouge/New Orleans, Louisiana. The Minority Business Opportunity Centers through their staff will provide brokering services and assistance to minority business enterprises (MBEs) that (a) generate $500,000 or more in annual gross revenues or (b) are capable of creating significant employment and long-term economic impact (commonly referred to as ``rapid growth-potential'' MBEs). In addition, MBOCs provide access to buyers of goods and services and procurement and financing opportunities within the public and private sectors. MBOC operators and executive directors should have experience in and knowledge of the local minority business sector and established working relationships with buying organizations. MBOCs are supported by a volunteer advisory committee that assists the MBOC in implementing program requirements and providing contract and financing opportunities to MBEs. The program is primarily evaluated by MBDA based on the number and dollar value of contracts and financial transactions awarded to minority business enterprises.
Amendment of Performance Incentives for Minority Business Enterprise Centers To Allow for a Third Bonus Year of Funding
The Minority Business Development Agency (MBDA) publishes this notice to announce that it will allow for a third year of bonus funding, on a non-competitive basis, to the Houston Minority Business Enterprise Center (MBEC) (formally known as the Houston Minority Business Development Center (MBDC)), as originally funded under the Federal Register notice of August 28, 2000 (65 FR 52069). In its August 28, 2000 notice, MBDA solicited competitive applications from organizations to operate MBECs. The MBEC Program provides funding for general business assistance to minority business enterprises (MBEs) in various markets throughout the United States and stipulated that no award to operate a MBEC may be longer than five funding periods. MBDA changes this policy to allow for a third year of bonus funding for a total of six funding periods. This action is taken in light of the fact that the Houston MBEC (Grijalva and Allen) has had an ``excellent'' performance rating for five consecutive years. Furthermore, this action supports the Agency's efforts in rebuilding minority firms impacted by Hurricanes Rita and Katrina. The Houston MBEC non-competitively received additional funding in the amount of $300,000, specifically to assist the minority firms impacted by Hurricane Katrina, as it was the closest proximity to the Gulf Coast and able to immediately respond to the need for additional services. This is in addition to the amount of $400,375 for the continuation of general business assistance to MBEs in program year 2006.

Solicitation of Applications for the Minority Business Opportunity Center (MBOC) Program
In accordance with Executive Order 11625 and 15 U.S.C. 1512, the Minority Business Development Agency (MBDA) is soliciting competitive applications from organizations to operate Minority Business Opportunity Centers (MBOC) (formerly Minority Business Opportunity Committees). The Minority Business Opportunity Centers through their staff will provide brokering services and assistance to MBEs that (a) generate $500,000 or more in annual gross revenues or (b) are capable of creating significant employment and long-term economic impact (commonly referred to as ``rapid growth-potential MBEs). In addition, MBOCs provide access to buyers of goods and services and procurement and financing opportunities within the public and private sectors. MBOC operators and executive directors should have experience in and knowledge of the local minority business sector and established working relationships with buying organizations. MBOCs are supported by a volunteer advisory committee that assists the MBOC in implementing program requirements and providing contract and financing opportunities to MBEs. The program is primarily evaluated by MBDA based on the number and dollar value of contracts and financial transactions awarded to minority business enterprises.
