The Department of Commerce (Commerce) preliminarily finds that Flex Middle East FZE (Flex), the sole producer/exporter subject to this administrative review, has made sales of subject merchandise at less than normal value. Interested parties are invited to comment on these preliminary results.

The Department of Commerce (Commerce) preliminarily determines that countervailable subsidies are being provided to producers and exporters of passenger vehicle and light truck tires (passenger tires) from the Socialist Republic of Vietnam (Vietnam). The period of investigation is January 1, 2019 through December 31, 2019. Interested parties are invited to comment on this preliminary determination.

As a result of the determinations by the Department of Commerce (Commerce) and the U.S. International Trade Commission (ITC) in their five year (sunset) reviews that revocation of the antidumping duty (AD) finding on prestressed concrete steel wire strand (PC strand) from Japan, and the AD orders on PC strand from Brazil, India, the Republic of Korea (Korea), Mexico, and Thailand (hereafter referred to as the six countries) would likely lead to a continuation or recurrence of dumping and material injury to an industry in the United States, and that revocation of the countervailing duty (CVD) order on PC strand from India would likely lead to continuation of recurrence of net countervailable subsidies and material injury to an industry in the United States, Commerce is publishing a notice of continuation of the AD finding/orders on PC strand from the six countries and the CVD order on PC strand from India.

The Department of Commerce (Commerce) determines that Both- Well Steel Fittings, Co., Ltd. (Bothwell), the sole company under review, did not have any entries during the period of review (POR) May 17, 2018 through August 31, 2019 that are subject to review. Therefore, we are rescinding this administrative review.

As a result of the determinations by the Department of Commerce (Commerce) and the International Trade Commission (ITC) that revocation of the antidumping duty (AD) and countervailing duty (CVD) orders on commodity matchbooks (matchbooks) from India would likely lead to continuation or recurrence of dumping, countervailable subsidies, and material injury to an industry in the United States, Commerce is publishing a notice of continuation of these AD and CVD orders.

On August 4, 2020, the Department of Commerce (Commerce) initiated the fifth sunset review of the antidumping duty order on chloropicrin from the People's Republic of China (China). Because the domestic interested parties did not file a timely substantive response in this sunset review, Commerce is revoking this antidumping duty order.

The Department of Commerce (Commerce) determines that diamond sawblades and parts thereof from the People's Republic of China (China) were not sold at less than normal value during the period of review (POR) November 1, 2017 through October 31, 2018.

As a result of the determinations by the Department of Commerce (Commerce) and the International Trade Commission (ITC) that revocation of the antidumping duty (AD) order on tetrahydrofurfuryl alcohol (THFA) from the People's Republic of China (China) would likely lead to a continuation or recurrence of dumping and material injury to an industry in the United States, Commerce is publishing a notice of continuation of the AD order.

The Department of Commerce (Commerce) finds that the producers/exporters subject to this administrative review made sales of circular welded non-alloy steel pipe (CWP) from the Republic of Korea (Korea) at less than normal value (NV) during the period of review (POR), November 1, 2017 through October 31, 2018.

The Department of Commerce (Commerce) published the Preliminary Results of the 24th administrative review of the antidumping duty order on fresh garlic from the People's Republic of China (China) on January 15, 2020. The period of review (POR) is November 1, 2017 through October 31, 2018. The mandatory respondent in this review is Shijiazhuang Goodman Trading Co., Ltd. (Goodman). Commerce is also rescinding its review of nineteen companies including the other selected mandatory respondent Zhengzhou Harmoni Spice Co., Ltd. (Harmoni). Based upon our analysis of the comments and information received, we made no changes to the margin calculated for mandatory respondent Goodman.

On October 16, 2020, the United States Court of International Trade (CIT) issued its final judgment in NEXTEEL v. United States, Court No. 18-00083, sustaining the Department of Commerce (Commerce)'s remand redetermination concerning the final results in the antidumping duty (AD) administrative review of certain oil country tubular goods (OCTG) from the Republic of Korea (Korea), covering the period of review (POR) September 1, 2015 through August 31, 2016. Commerce is notifying the public that the CIT's final judgment in this case is not in harmony with Commerce's final results in the administrative review of OCTG from Korea. Pursuant to the CIT's final judgment, Commerce is amending the weighted-average dumping margin calculated for SeAH Steel Corporation (SeAH), NEXTEEL Co., Ltd. (NEXTEEL), and non-examined companies.

On September 15, 2020, the Department of Commerce (Commerce) published the preliminary results of a changed circumstances review of the antidumping duty order on certain frozen warmwater shrimp (shrimp) from India. For these final results, Commerce continues to find that Hyson Exports Private Limited (Hyson Exports) is the successor-in- interest to Hyson Logistics and Marine Exports Private Limited (Hyson Logistics).

As a result of this expedited sunset review, the Department of Commerce (Commerce) finds that revocation of the antidumping duty (AD) order on certain passenger vehicles and light truck tires (passenger tires) from the People's Republic of China (China) would be likely to lead to the continuation or recurrence of dumping at the levels indicated in the ``Final Results of Review'' section of this notice.

The Department of Commerce (Commerce) preliminarily determines that certain steel nails (steel nails) from the Republic of Korea (Korea) were sold in the United States at less than normal value during the period of review (POR) of July 1, 2018 through June 30, 2019.
