This advisory committee will advise the Secretary on the development of strategies and programs that would help expand access to trade finance for U.S. exporters. The establishment of this federal advisory committee is necessary to provide input to the Secretary regarding the challenges faced by U.S. exporters in accessing capital, innovative solutions that can address these challenges, and recommendations on strategies that can expand access to finance and educate U.S. exporters on available resources. Consistent with the guidelines in OMB Circular A-25, the U.S. Department of Commerce's International Trade Administration (ITA) is implementing a cost recovery program fee to support the operation of the EU-U.S. Privacy Shield Framework (Privacy Shield), which will require that U.S. organizations pay an annual fee to ITA in order to participate in the Privacy Shield. The cost recovery program will support the administration and supervision of the Privacy Shield program and support the provision of Privacy Shield-related services, including education and outreach. The Privacy Shield fee schedule will become effective on August 1, 2016, when ITA will begin accepting self-certifications. ITA also is providing the public with the opportunity to comment on the fee schedule. ITA will reassess the fee schedule after the first year of implementation and, in accordance with OMB Circular A-25, at least every two years thereafter.

On July 18, 2016, the U.S. Trade Representative (``USTR'') instructed the Department to implement the 129 Final Determination. As a result, the Department is now implementing its determination.

On October 1, 2010, the United States Court of International Trade (``CIT'') sustained the remand redetermination made by the Department of Commerce (``Department'') pursuant to the CIT's remand of the final determination in the antidumping duty investigation on certain new pneumatic off-the-road tires (``OTR tires'') from the People's Republic of China (``PRC''). This case arises out of the Department's final determination in the antidumping duty (``AD'') investigation on OTR tires from the PRC. See Certain New Pneumatic Off- The-Road-Tires from the People's Republic of China: Final Affirmative Determination of Sales at Less Than Fair Value and Partial Affirmative Determination of Critical Circumstances, 73 FR 40485 (July 15, 2008), as amended by Certain New Pneumatic Off-the-Road Tires from the People's Republic of China: Notice of Amended Final Affirmative Determination of Sales at Less than Fair Value and Antidumping Duty Order, 73 FR 51624 (September 4, 2008) (collectively, ``Final Determination''). The Department notified the public that the final CIT judgment (See GPX Int'l Tire Corp. v. United States, Consol. Ct. No. 08-00285, Slip Op. 10-112 (Ct. Int'l Trade October 1, 2010) (``GPX III'') in this case was not in harmony with the Department's final affirmative determination in the AD investigation of OTR tires from the PRC on October 12, 2010. The ETTAC was established pursuant to provisions under Title IV of the Jobs Through Trade Expansion Act, 22. U.S.C. 2151, and under the Federal Advisory Committee Act, 5 U.S.C. App. 2. ETTAC was first chartered on May 31, 1994. ETTAC serves as an advisory body to the Environmental Trade Working Group of the Trade Promotion Coordinating Committee (TPCC), reporting directly to the Secretary of Commerce in his/her capacity as Chairman of the TPCC. ETTAC advises on the development and administration of policies and programs to expand U.S. exports of environmental technologies, goods, and services.
Silicon Metal From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2014-2015

On March 14, 2016, the Department of Commerce (the ``Department'') published the preliminary results of the 2014-2015 administrative review (``AR'') of the antidumping duty order on silicon metal from the People's Republic of China (``PRC''). See Silicon Metal From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review; 2014-2015, 81 FR 13326 (March 14, 2016) (``Preliminary Results''). The period of review (``POR'') is June 1, 2014, through May 31, 2015. The AR covers two PRC exporters of subject merchandise, Shanghai Jinneng International Trade Co. Ltd. (``Shanghai Jinneng'') and Shanghai Jinfeng Hardware Plastics Co. Ltd. (``Shanghai Jinfeng''). The Department invited interested parties to comment on the Preliminary Results. We received comments from Globe Metallurgical Inc. (``Petitioner'') which agreed with our Preliminary Results in the administrative review. No other party commented. Accordingly, our final results remain unchanged from the Preliminary Results.

As discussed below, we preliminarily found that the sale made by Qingdao Barry Flooring Co., Ltd. (``Qingdao Barry'') is not bona fide, and announced our preliminary intent to rescind its NSR. For the final results of this review, we continue to find Qingdao Barry's sale to be non-bona fide. Therefore, we are rescinding this NSR.

On January 8, 2016, the Department of Commerce (``the Department'') published the preliminary results of the third administrative review (``AR'') of the antidumping duty (``AD'') order on multilayered wood flooring (``MLWF'') from the People's Republic of China (``the PRC''), in accordance with sections 751(a)(1)(B) and 751(a)(2)(B) of the Tariff Act of 1930, as amended (``the Act'').\1\ The period of review (``POR'') for the AR is December 1, 2013 through November 30, 2014. The AR covers 107 companies. The mandatory respondents in this review are: (1) Dalian Penghong Floor Products Co., Ltd. (``Penghong''); and (2) Fine Furniture (Shanghai) Limited (``Fine Furniture''). We received comments from interested parties on our Preliminary Results. Based on our analysis of the comments received, we made changes to the margin calculations for the final results of this administrative review. The final dumping margins are listed below in the ``Final Results'' section of this notice.
Meeting of the United States Manufacturing Council

In response to a request from Hyundai Steel Co. Ltd. (Hyundai Steel), a producer/exporter of certain oil country tubular goods (OCTG) from the Republic of Korea (Korea), and pursuant to section 751(b) of the Tariff Act of 1930, as amended (the Act), 19 CFR 351.216 and 351.221(c)(3)(ii), the Department is initiating a changed circumstances review (CCR) and issuing this notice of preliminary results. We have preliminarily determined that Hyundai Steel is the successor-in- interest to the former Hyundai HYSCO and, as such, if the Department upholds these preliminary results in the final results, Hyundai Steel will be entitled to the antidumping duty deposit rate currently assigned to Hyundai HYSCO with respect to the subject merchandise.

On December 22, 2014, the United States Court of International Trade (CIT) entered its final judgment in Deacero III,\1\ sustaining the Department of Commerce's (the Department) negative circumvention determination from the First Remand Results as it relates to the antidumping duty order on carbon and certain alloy steel wire rod from Mexico.\2\ Consistent with the decision of the United States Court of Appeals for the Federal Circuit (Federal Circuit) in Timken,\3\ as clarified by Diamond Sawblades,\4\ the Department issued the Amended Final Determination \5\ notifying the public that the final judgment of the CIT in this case was not in harmony with the Department's finding in the Final Determination.\6\ In the Amended Final Determination, the Department found, under protest, that, pursuant to section 781(c) of the Tariff Act of 1930, as amended (the Act) and 19 CFR 351.225, Deacero's entries of wire rod with an actual diameter of 4.75 millimeters (mm) to 5.00 mm (also referred to in this notice as small diameter wire rod) did not constitute circumvention of the Order. On April 5, 2016, the Federal Circuit reversed the CIT's holding in Deacero III.\7\ In its holding, the Federal Circuit reinstated the Department's original finding from the Final Determination that Deacero's shipments of small diameter wire rod to the United States constitute a minor alteration circumvention of the Order.\8\

The Department of Commerce (the Department) is conducting a changed circumstances review of the antidumping duty order on tapered roller bearings and parts thereof, finished and unfinished (TRBs), from the People's Republic of China (PRC) to determine whether Shanghai General Bearing Co., Ltd. (SGBC/SKF) has resumed dumping TRBs and whether the antidumping order should be reinstated for TRBs from the PRC manufactured and exported by SGBC/SKF. The period of review is June 1, 2014, through May 31, 2015. We preliminarily determine that SGBC/SKF has sold TRBs at less than normal value (NV) and that TRBs produced and exported by SGBC/SKF should be reinstated in the antidumping order on TRBs from the PRC. We will instruct U.S. Customs and Border Protection (CBP) to suspend liquidation of all entries of TRBs manufactured and exported by SGBC/ SKF and entered, or withdrawn from warehouse, for consumption on or after the date of publication of this notice in the Federal Register. Interested parties are invited to comment on these preliminary results.

United States, 893 F.2d 337 (Fed. Cir. 1990) (``Timken''), as clarified by Diamond Sawblades Mfrs. Coalition v. United States, 626 F.3d 1374 (CAFC 2010) (``Diamond Sawblades''), the Department is notifying the public that the final judgment in this case is not in harmony with the Department's Final Determination and is amending the Final Determination of the antidumping duty investigation of boltless steel shelving units from the People's Republic of China (``PRC'') with respect to the countervailing duty export subsidy adjustments applied to the cash deposit rates calculated for the Final Determination.\2\

The Interagency Team has developed the beta version of an interactive app to serve as a mobile business directory for U.S. clean energy exporters, which can be accessed at https://www.re3app.com/. The app highlights deployments of sustainable technologies and systems at U.S. diplomatic missions and provides potential business partners around the world with a searchable interface to find information on potential U.S. technology and service providers. The app showcases a diverse array of clean energy goods and services, including renewable energy equipment (solar, wind, geothermal), biofuels, fuel cell power, smart grid technologies, and energy efficiency solutions, as well as U.S.-based services critical to the deployment of clean energy supplies. The app is expected to be available in mobile app stores around October 1, 2016. U.S. clean energy and energy efficiency exporters interested in registering to be part of the interactive directory and provide information on their company's solutions to be included in the app are requested to complete the online survey by no later than August 1, 2016. The app and survey are administered by the U.S. Department of State. The U.S. Department of Commerce is publishing this notice as part of its responsibility for public outreach for the directory.

On April 11, 2016, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty (AD) order on brass sheet and strip from Germany.\1\ The review covers ten producers or exporters of subject merchandise.\2\ We received no comments or requests for a hearing. Therefore, for the final results, we continue to find that three of the producers or exporters for which the Department initiated a review, Schwermetall, ThyssenKrupp, and Wieland, had no shipments during the POR. Further, we find that subject merchandise has been sold at less than normal value by seven of the companies subject to this review.\3\
