On January 5, 2016, the Department of Commerce (``Department'') published in the Federal Register the preliminary results of the administrative review of the antidumping duty order on magnesium metal from the People's Republic of China (``PRC'') covering the period April 1, 2014, through March 31, 2015.\1\ This review covers two PRC companies, Tianjin Magnesium International, Co., Ltd. (``TMI'') and Tianjin Magnesium Metal Co., Ltd. (``TMM''). The Department gave interested parties an opportunity to comment on the Preliminary Results, but we received no comments. Hence, these final results are unchanged from the Preliminary Results, and we continue to find that TMI and TMM did not have reviewable entries during the period of review (``POR'').

On March 30, 2016, the United States Court of International Trade (CIT or Court) issued final judgment in Laminated Woven Sacks Committee, Coating Excellence International, LLC, and Polytex Fibers Corporation v. United States, Consol. Court No. 12-00301, affirming the Department of Commerce's (the Department) final results of redetermination pursuant to court remand. Consistent with the decision of the United States Court of Appeals for the Federal Circuit (CAFC) in Timken Co. v. United States, 893 F.2d 337 (Fed. Cir. 1990) (Timken), as clarified by Diamond Sawblades Mfrs. Coalition v. United States, 626 F.3d 1374 (Fed. Cir. 2010) (Diamond Sawblades), the Department is notifying the public that the final judgment in this case is not in harmony with the Department's implemented final determination in a proceeding conducted under section 129 of the Uruguay Round Agreements Act (Section 129) related to the Department's final affirmative determination in the antidumping duty (AD) investigation of laminated woven sacks (LWS) from the People's Republic of China (the PRC) for the period October 1, 2006, through March 31, 2007.\1\ The Department is amending its implemented Final Section 129 Determination with regard to granting adjustments to the AD cash deposit rates.

On October 7, 2015, the Department of Commerce (the Department) published the Preliminary Results of the fourth administrative review of the antidumping duty (AD) order on narrow woven ribbons with woven selvedge (NWR) from Taiwan.\1\ The review covers two producers/exporters of the subject merchandise, Roung Shu Industry Corporation (Roung Shu) and A-Madeus Textile Ltd. (A-Madeus). The period of review (POR) is September 1, 2013, through August 31, 2014. We gave interested parties an opportunity to comment on the Preliminary Results and, based upon our analysis of the comments, we continue to find that sales of subject merchandise to the United States have been made at prices below normal value (NV). The final dumping margins for the reviewed companies are listed below in the section entitled ``Final Results of the Review.''

On December 14, 2015, the Department of Commerce (the ``Department'') published the preliminary results of the tenth administrative review (``AR'') of the antidumping duty order on wooden bedroom furniture (``WBF'') from the People's Republic of China (``PRC''), in accordance with sections 751(a)(1)(B) of the Tariff Act of 1930, as amended (``the Act'').\1\ The period of review (``POR'') is January 1, 2014, through December 31, 2014. The AR covers 18 PRC exporters of subject merchandise, of which the Department selected one company for individual examination, Shanghai Jian Pu Import & Export Co., Ltd. (``Shanghai Jian Pu''). The Department invited interested parties to comment on the Preliminary Results. We received comments from the American Furniture Manufactures Committee for Legal Trade and Vaughan-Bassett Furniture Company, Inc. (``Petitioners''). No other party commented. After consideration of Petitioners' comments, our final results remain unchanged from the Preliminary Results.

(Wuhan Wanbang Co., Ltd.) is the successor-in-interest to Wuhan Wanbang Laser Diamond Tools Co. (Wuhan Wanbang Co.) for purposes of determining antidumping duty cash deposits and liabilities.\2\ No interested party submitted comments on or requested a public hearing to discuss the Initiation and Preliminary Results. For these final results, the Department continues to find that Wuhan Wanbang Co., Ltd. is the successor-in-interest to Wuhan Wanbang Co.
Certain Cold-Rolled Steel Flat Products From Brazil: Amended Preliminary Determination of Sales at Less Than Fair Value

On March 7, 2016, the Department of Commerce (the Department) published the preliminary determination of sales at less than fair value (LTFV) in the antidumping investigation of certain cold-rolled steel flat products from Brazil.\1\ We are amending our Preliminary Determination to correct for a ministerial error with respect to the calculation of the dumping margin for mandatory respondent Companhia Siderurgica National (CSN). The correction to CSN's margin affects the dumping margin applicable, as adverse facts available, to Usinas Siderurgicas de Minas Gerais (Usiminas), as well as the dumping margin applicable to all other companies.

(``Anji DaSol''), the Department of Commerce (``the Department'') initiated a new shipper review of the antidumping duty order on crystalline silicon photovoltaic cells, whether or not assembled into modules, (``solar cells'') from the People's Republic of China (``PRC'') covering the period December 1, 2014 through November 30, 2015.\1\ On March 21, 2016, Anji DaSol timely withdrew its request for a new shipper review.\2\ Accordingly, the Department is rescinding the new shipper review with respect to Anji DaSol.

In accordance with section 751(c) of the Tariff Act of 1930, as amended (``the Act''), the Department of Commerce (``the Department'') is automatically initiating the five-year review (``Sunset Review'') of the antidumping and countervailing duty (``AD/ CVD'') orders listed below. The International Trade Commission (``the Commission'') is publishing concurrently with this notice its notice of Institution of Five-Year Review which covers the same orders.
