Certain Frozen Warmwater Shrimp From India: Initiation and Preliminary Results of Antidumping Duty Changed Circumstances Review

In response to a request by Premier Marine Products Private Limited (PPL), a producer/exporter of certain frozen warmwater shrimp (shrimp) from India, and pursuant to section 751(b) of the Tariff Act of 1930, as amended (the Act), 19 CFR 351.216 and 351.221(c)(3)(ii), the Department of Commerce (the Department) is initiating a changed circumstances review (CCR) of the antidumping duty (AD) order on shrimp from India with regards to PPL. Based on the information received, we preliminarily determine that PPL is the successor-in-interest to Premier Marine Products (PMP) for purposes of determining AD liability. Interested parties are invited to comment on these preliminary results.

The Department of Commerce (``Department'') is conducting an administrative review of the antidumping duty order on certain new pneumatic off-the-road tires (``OTR tires'') from the People's Republic of China (``PRC''). The period of review (``POR'') is September 1, 2012, through August 31, 2013. The review covers the following exporters of subject merchandise: Mandatory respondents Double Coin Holdings Ltd. (``Double Coin'') \1\ and Guizhou Tyre Co., Ltd./Guizhou Tyre Import and Export Co., Ltd. (collectively, ``GTC''), and non- examined respondents Zhongce Rubber Group Company Limited (``Zhongce''),\2\ Weihai Zhongwei Rubber Co., Ltd. (``Zhongwei''), and Trelleborg Wheel System (Xingtai) China, Co. Ltd. (``Trelleborg''). We preliminarily find that GTC made sales of subject merchandise at less than normal value, Zhongce and Zhongwei are eligible for a separate rate, Double Coin failed to demonstrate eligibility for separate rate status and thus has been included in the PRC-wide entity, and Trelleborg had no shipments during the POR.

On June 9, 2014, the Department of Commerce (the ``Department'') published the preliminary results and partial rescission of the 2012-2013 administrative review of the antidumping duty order on narrow woven ribbon with woven selvedge (``NWR'') from the People's Republic of China (``PRC''), in accordance with section 751(a)(1)(B) of the Tariff Act of 1930, as amended (``the Act'').\1\ The period of review (``POR'') is September 1, 2012, through August 31, 2013. Because the PRC-wide entity failed to cooperate to the best of its ability in complying with our requests for information, we preliminarily determined an estimated weighted-average dumping margin for the PRC-wide entity based on facts available with an adverse inference (``AFA''). The Department invited interested parties to comment on the Preliminary Results. No parties commented. Accordingly, our final results remain unchanged from the Preliminary Results.

The Department preliminarily determines that changed circumstances exist which have affected the ability of GNF-A to manage its inventory and re-exports of LEU in compliance with the AD order. Furthermore, we preliminarily determine that these changed circumstances warrant: (1) authorizing GNF-A to make certain entries of LEU from France under the provision in the scope that excludes LEU from the AD order when it enters solely for purposes of fabrication into fuel rods and re- exportation to a third country customer; and (2) determining that certain entries of LEU by GNF-A have satisfied the conditions for exclusion from the AD order. The Department of Commerce (the Department) is conducting administrative reviews of the antidumping duty orders on ball bearings and parts thereof (ball bearings) from Japan and the United Kingdom. The period of review (POR) is May 1, 2010, through April 30, 2011. We preliminarily find that ball bearings from Japan and the United Kingdom have been sold at less than normal value during the POR. We are also rescinding the review with respect to certain producers/exporters.

On May 29, 2014, the Department of Commerce (``the Department'') published in the Federal Register a notice of initiation of an administrative review of the antidumping duty (``AD'') order on certain steel threaded rod from the People's Republic of China (``PRC'') based on multiple timely requests for an administrative review. The review covers 92 companies. Based on a timely withdrawal of the requests for review of certain companies from Vulcan Threaded Products Inc. (``Petitioner''), we are now rescinding this administrative review with respect to 83 companies.

The Department of Commerce (``Department'') published the Preliminary Determination of the countervailing duty (``CVD'') investigation of chlorinated isocyanurates (``isos'') from the People's Republic of China (``PRC'') on February 24, 2014.\1\ The Department determines that countervailable subsidies are being provided to producers and exporters of isos from the PRC. For information on the estimated subsidy rates, see the ``Suspension of Liquidation'' section of this notice. The period of investigation is January 1, 2012 through December 31, 2012.
Uncovered Innerspring Units From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2012-2013

On March 17, 2014, the Department of Commerce (``the Department'') published in the Federal Register the preliminary results of the administrative review of the antidumping duty order on uncovered innerspring units (``innersprings'') from the People's Republic of China (``PRC'') covering the period February 1, 2012, through January 31, 2013.\1\ The Department gave interested parties an opportunity to comment on the Preliminary Results. Based on our analysis of these comments, our final determination remains unchanged from the Preliminary Results.
