The Department of Commerce (the ``Department'') is conducting the fifth administrative review of the antidumping duty order on steel wire garment hangers from the People's Republic of China (``PRC'').\1\ The Department selected two respondents for individual review, Shanghai Wells,\2\ and Ningbo Dasheng Hanger Ind. Co., Ltd., (``Ningbo Dasheng''). We selected four additional companies as mandatory respondents, but, they did not participate.\3\ The Department preliminarily determines that Shanghai Wells sold subject merchandise in the United States at prices below normal value during the period of review (``POR''), October 1, 2012, through September 30, 2013. In addition, we preliminary determine Ningbo Dasheng, and the Non- Responsive Mandatories failed to cooperate by not acting to the best of their ability to comply with the Department's request for information, warranting the application of facts otherwise available with adverse inferences, pursuant to sections 776(a)-(b) of the Tariff Act of 1930, as amended (``Act''). As a part of the application of adverse facts available (``AFA''), we are treating Ningbo Dasheng as part of the PRC- wide entity. Additionally, we determine that the four other companies that we selected as mandatory respondents but which did not cooperate are also part of the PRC-wide entity.\4\ If these preliminary results are adopted in our final results of review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries of subject merchandise during the POR. We invite interested parties to comment on these preliminary results.

United States Travel and Tourism Advisory Board: Meeting of the United States Travel and Tourism Advisory Board

The United States Travel and Tourism Advisory Board (Board) will hold the third meeting of the current term on Tuesday, November 18, 2014. The Board was re-chartered on August 2013, to advise the Secretary of Commerce on matters relating to the travel and tourism industry. At the meeting, members are expected to deliberate and seek to adopt policy recommendations addressing Brand USA, visa policy, domestic travel and tourism, the Department of Transportation 30-year Strategic Plan, and the Survey of International Air Travelers. They are also expected to hear an update on the Board's recommendations addressing entry presented at the July meeting and to discuss issues impacting the travel and tourism industry, including travel promotion, cultural and natural heritage issues, travel facilitation, infrastructure, and public-private partnerships, in addition to other topics. The agenda may change to accommodate Board business. The final agenda will be posted on the Department of Commerce Web site for the Board at https://trade.gov/ttab, at least one week in advance of the meeting.

On December 26, 2013, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on glycine from the People's Republic of China (PRC) in the Federal Register.\1\ The review covers the period from March 1, 2012, through February 28, 2013. In the Preliminary Results, the Department preliminarily applied facts otherwise available with an adverse inference to the PRC-wide entity because an element of the entity, Hebei Donghua Jiheng Fine Chemical Co., Ltd. (Donghua Fine Chemical), failed to act to the best of its ability in complying with the Department's request for information and, consequently, significantly impeded the proceeding. The Department gave interested parties an opportunity to comment on the Preliminary Results and, based on an analysis of the comments received, we found that no changes were warranted to these final results of review. However, based on further review of the record, we found that some companies did not have any reviewable entries of subject merchandise during the review period. The final weighted-average dumping margin for the review is listed below in the ``Final Results of Review'' section of this notice.

(Saha Thai), and Pacific Pipe Company Limited (Pacific Pipe). The period of review (POR) is March 1, 2012, through February 28, 2013. The Department received comments from interested parties. For the final results, we find that Saha Thai has not sold subject merchandise at less than normal value (NV), and we continue to find that Pacific Pipe had no shipments of subject merchandise during the POR.

Call for Applications for the International Buyer Program Calendar Year 2016

In this notice, the U.S. Department of Commerce (DOC) International Trade Administration (ITA) announces that it will begin accepting applications for the International Buyer Program (IBP) for calendar year 2016 (January 1, 2016 through December 31, 2016). The announcement also sets out the objectives, procedures and application review criteria for the IBP. The purpose of the IBP is to bring international buyers together with U.S. firms in industries with high export potential at leading U.S. trade shows. Specifically, through the IBP, the ITA selects domestic trade shows which will receive ITA assistance in the form of global promotion in foreign markets, provision of export counseling to exhibitors, and provision of matchmaking services at the trade show.
