On November 24, 2014, the United States Court of International Trade (``the Court'') issued final judgment in Albemarle Corp. et al. v. United States, Consol. Court No. 11-00451, sustaining the Department of Commerce's (``the Department'') final results of redetermination pursuant to remand (``Remand'').\1\ In the Remand, the Department recalculated the weighted-average dumping margin for Calgon Carbon (Tianjin) Co., Ltd.'s (``Calgon Tianjin'') using revised surrogate values for coal and fine by-products.\2\ The Department also recalculated in the Remand the dumping margin for three respondents not selected for individual examination (i.e., the separate rate)Ningxia Guanghua Cherishmet Activated Carbon Co., Ltd. (``Ningxia Guanghua'') and its affiliate Beijing Pacific Activated Carbon Products Co., Ltd. The Department of Commerce (the ``Department'') published the Preliminary Results of the fourth administrative review of the antidumping duty order on certain steel threaded rod from the People's Republic of China (``PRC'') on May 28, 2014.\1\ We gave interested parties an opportunity to comment on the Preliminary Results. Based upon our analysis of the comments and information received, we made changes to the margin calculations for these final results. The final dumping margins are listed below in the ``Final Results of Administrative Review'' section of this notice. The period of review (``POR'') is April 1, 2012, through March 31, 2013.
Certain Frozen Fish Fillets From the Socialist Republic of Vietnam: Rescission of Antidumping Duty New Shipper Review

The Department of Commerce (``Department'') published its Preliminary Rescission for the new shipper review (``NSR'') of the antidumping duty order on certain frozen fish fillets from the Socialist Republic of Vietnam (``Vietnam'') on July 14, 2014.\1\ The period of review (``POR'') is August 1, 2012, through July 31, 2013. As discussed below, we preliminarily found that Thanh Hung Co., Ltd. D/B/A Thanh Hung Frozen Seafood Processing Import Export Co., Ltd.'s (``Thanh Hung'') sale was non-bona fide, and announced our preliminary intent to rescind Thanh Hung's NSR. For the final results of this review, we continue to find Thanh Hung's sale to be non-bona fide. Therefore, because there were no other shipments or entries by Thanh Hung during the POR, we are rescinding this NSR.

Notice of Final Results of Antidumping Duty Changed Circumstances Review: Certain Frozen Warmwater Shrimp From India

On October 10, 2014, the Department of Commerce (the Department) initiated a changed circumstances review and published a notice of preliminary results of changed circumstances review of the antidumping duty order on certain frozen warmwater shrimp (shrimp) from India.\1\ In that notice, we preliminarily determined that Premier Marine Products Private Limited (PPL) is the successor-in-interest to Premier Marine Products (PMP) for purposes of determining antidumping duty cash deposits and liabilities. No interested party submitted comments on, or requested a public hearing to discuss, the Initiation and Preliminary Results. For these final results, the Department continues to find that PPL is the successor-in-interest to PMP.
Frontseating Service Valves From the People's Republic of China; Final Results of Antidumping Duty Administrative Review; 2012-2013

On May 27, 2014, the Department of Commerce (``the Department'') published the preliminary results of the administrative review of the antidumping duty on frontseating service valves from the People's Republic of China (``PRC'').\1\ The period of review (``POR'') is April 1, 2012, through March 31, 2013. The review covers two exporters of subject merchandise, Zhejiang DunAn Hetian Metal Co., Ltd. (``DunAn'') and Zhejiang Sanhua Co., Ltd. (``Sanhua''). The Department continues to find that DunAn did not have reviewable entries during the POR. Additionally, we find that Sanhua made no sales in the United States at prices below normal value (``NV''). Based on our analysis of the comments received, we made changes to our margin calculations for Sanhua. The final weighted-average dumping margin for this review is listed below in the section entitled ``Final Results of the Review.''

On June 25, 2014, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on welded carbon steel standard pipe and tube products (welded pipe and tube) from Turkey.\1\ The period of review (POR) is May 1, 2012, through April 30, 2013. Based on our analysis of the comments received, we have made no changes in the margin calculations. Therefore, the final results do not differ from the Preliminary Results. The final weighted-average dumping margins for the reviewed firms are listed below in the section entitled ``Final Results of the Review.'' Further, unchanged from the Preliminary Results, we continue to find that various companies had no shipments of subject merchandise during the POR.
Lightweight Thermal Paper From Germany: Preliminary Results of Antidumping Duty Administrative Review; 2012-2013

The Department preliminarily determines that, during the period of review, Golden Dragon Precise Copper Tube Group, Inc., Hong Kong GD Trading Co., Ltd., and Golden Dragon Holding (Hong Kong) International, Ltd. (collectively, ``Golden Dragon''), the respondent in this proceeding, has made sales of subject merchandise at less than normal value (``NV''). Interested parties are invited to comment on these preliminary results.
