On December 24, 2013, the Department of Commerce (the Department) published in the Federal Register the Preliminary Results of the 2011-2012 administrative review of the antidumping duty order on seamless refined copper tube and pipe from Mexico.\1\ This review covers two producers/exporters of the subject merchandise, GD Affiliates S. de R.L. de C.V. (Golden Dragon) \2\ and Nacional de Cobre, S.A. de C.V. (Nacobre). We gave interested parties an opportunity to comment on the Preliminary Results and, based upon our analysis of the comments, we continue to find that sales of subject merchandise have been made at prices below normal value.

On December 24, 2013, the Department of Commerce (the Department) published its preliminary results of the 2011-2012 administrative review of the antidumping duty order on fresh garlic from the People's Republic of China (PRC).\1\ This review covers 139 companies. The mandatory respondents in this review are: Hebei Golden Bird Trading Co., Ltd. (Golden Bird) and Shenzhen Xinboda Industrial Co. Ltd. (Xinboda). Following the Preliminary Results, we invited interested parties to comment. Based on our analysis of the comments received, we made changes to the margin calculations for these final results of the antidumping duty administrative review.

On March 3, 2014, the Department of Commerce (``Department'') initiated the first five-year (``sunset'') review of the antidumping duty order on certain steel threaded rod from the People's Republic of China (``PRC'') pursuant to section 751(c) of the Tariff Act of 1930, as amended (``Act'').\1\ On the basis of a notice of intent to participate and an adequate substantive response filed on behalf of the domestic interested parties, as well as a lack of response from respondent interested parties, the Department conducted an expedited sunset review of the antidumping duty order, pursuant to section 751(c)(3)(B) of the Act and 19 CFR 351.218(e)(1)(ii)(C)(2). As a result of this sunset review, the Department finds that revocation of the Order would be likely to lead to continuation or recurrence of dumping at the levels indicated in the ``Final Results of Review'' section of this notice.

We also preliminarily determine that three companies, Hong Kong Gree Electric Appliances Sales Limited (``Gree''), Jiuyuan Co., Ltd. (``Jiuyuan''), and Shenzhen Hudson Technology Development Co., Ltd. (``Shenzhen Hudson'') had no shipments.

Pursuant to provisions of the Federal Advisory Committee Act, 5 U.S.C. App., the Department of Commerce announces the reestablishment of the Renewable Energy and Energy Efficiency Advisory Committee (the Committee). The Committee shall advise the Secretary of Commerce regarding the development and administration of programs and policies to expand the competitiveness of U.S. exports of renewable energy and energy efficiency goods and services, in accordance with applicable United States regulations. The Committee's work on energy efficiency will focus on technologies, services, and platforms that provide system-level energy efficiency to electricity generation, transmission, and distribution. These include smart grid technologies and services, as well as equipment and systems that increase the resiliency of power infrastructure. For the purposes of this Committee, covered goods and services will not include vehicles, feedstock for biofuels, or energy efficiency as it relates to consumer goods. Non-fossil fuels that are considered renewable fuels (e.g., liquid biofuels and pellets) are included. This notice also requests nominations for membership.

We invited interested parties to comment on the preliminary results. After reviewing the comments received and making one correction to the margin calculation program, we continue to find that Papierfabrik August Koehler SE (Koehler) did not make sales of subject merchandise at less than normal value. The final dumping margin for Koehler, listed below in the section entitled ``Final Results of Review,'' is unchanged from the preliminary results. In addition, we find that Papierfabrik August Koehler SE is the successor-in-interest to Papierfabrik August Koehler AG.

The Secretary of Commerce, through the International Trade Administration, Office of Trade and Economic Analysis (OTEA), issued an amended Export Trade Certificate of Review (``Certificate'') to the U.S. Shippers Association (``USSA'') on May 27, 2014. USSA's application to amend its Certificate was announced in the Federal Register on March 6, 2014 (79 FR 12687). The original Certificate No. 85-00018 was issued to USSA on June 3, 1986 (51 FR 20873). The previous amendment (No. 85-17A18) was issued to USSA on February 15, 2013 (78 FR 13861).

In response to a request from Now Plastics, Inc. (``Now Plastics'') and its affiliate Huangshi Yucheng Trade Co., Ltd. (``Huangshi Yucheng'') (collectively ``Requestor''), the Department of Commerce (``the Department'') initiated a new shipper review of the antidumping duty order on polyethylene terephthalate film, sheet, and strip from the People's Republic of China (``PRC'') covering the period November 1, 2012 through March 31, 2013.\1\ On February 4, 2014, Requestor timely withdrew its request for a new shipper review. The Department of Commerce (``the Department'') is conducting the third administrative review (``AR'') of the antidumping duty order on narrow woven ribbon with woven selvedge (``NWR'') from the People's Republic of China (``PRC''). The AR covers 15 exporters of subject merchandise; the Department selected one company for individual examination. The period of review (``POR'') is September 1, 2012, through August 31, 2013. Because the Department received timely review request withdrawals for one company that previously received a separate rate, the Department is rescinding its review of this company. Additionally, the Department preliminarily determines that it will treat the sole company for which a review was requested and not subsequently withdrawn as part of the PRC-wide entity, which is subject to this AR. Interested parties are invited to comment on these preliminary results.
