We revised the preliminary results on June 27, 2012, and issued the results to all interested parties for comment.\2\ We have analyzed all comments received by the parties and have made changes to the margin calculation with respect to the sole company subject to this review, Baoding Mantong Fine Chemistry Co. Ltd. (Baoding Mantong), for the final results.

On May 25, 2012, the Department of Commerce (``Department'') published its preliminary determination of sales at less than fair value (``LTFV''), postponement of final determination and affirmative preliminary determination of critical circumstances in the antidumping investigation of crystalline silicon photovoltaic cells, whether or not assembled into modules (``solar cells''), from the People's Republic of China (``PRC'').\1\ On June 25, 2012, the Department published its Preliminary Determination Correction in this antidumping investigation.\2\ The Department invited interested parties to comment on the Preliminary Determination. Based on the Department's analysis of the comments received, the Department has made changes from the Preliminary Determination. The Department determines that solar cells from the PRC are being, or are likely to be, sold in the United States at LTFV, as provided in section 735 of the Tariff Act of 1930, as amended (the ``Act''). The final dumping margins for this investigation are listed in the ``Final Determination'' section below.

On September 13, 2012, the United States Court of International Trade (``CIT'' or ``Court'') entered final judgment following its decision in Grobest II, \1\ regarding the final results of the antidumping duty administrative review of certain frozen warmwater shrimp (``shrimp'') from the Socialist Republic of Vietnam (``Vietnam'') for the period covering February 1, 2008, through January 31, 2009.\2\ Consistent with the decision of the United States Court of Appeals for the Federal Circuit (``Federal Circuit'') in Timken,\3\ as clarified by Diamond Sawblades,\4\ the Department is notifying the public that the final judgment in this case is not in harmony with the Department's Final Results and is amending the Final Results. The Department is also notifying the public that it is re-conducting the 2008/2009 antidumping duty administrative review of Grobest & I-Mei Industrial (Vietnam) Co., Ltd. (``Grobest'') pursuant to the CIT's order.

Call for Applications for the International Buyer Program-Calendar Years 2014 and 2015

In this notice, the U.S. Department of Commerce (DOC) announces that it will accept applications for the International Buyer Program (IBP) for calendar year 2014 (January 1, 2014 through December 31, 2014). The announcement also sets out the objectives, procedures and application review criteria for the IBP. The purpose of the IBP program is to bring international buyers together with U.S. firms in industries with high export potential at leading U.S. trade shows. Specifically, through the IBP, the DOC selects domestic trade shows which will receive DOC assistance in the form of global promotion in foreign markets, providing export counseling to exhibitors, and providing export counseling and matchmaking services at the trade show. This notice covers selection for IBP participation during calendar year 2014. It also announces a new pilot initiative for the IBP, which will allow up to 20% of the 2014 IBP shows to be preselected for IBP participation in calendar year 2015 (January 1, 2015 through December 31, 2015) without having to reapply for the second year. Eligibility for this pilot initiative is limited to annual trade shows that participated in the IBP in calendar years 2011 or 2012. Applicants interested in being considered for this pilot must indicate so in the application.

Renewable Energy Policy Business Roundtable in Japan

The U.S. Department of Commerce's International Trade Administration will lead a delegation of U.S. companies to participate in a Renewable Energy Policy Business Roundtable, which will be held on December 3, 2012 in Tokyo in conjunction with the U.S.-Japan Energy Policy Dialogue. The U.S. Department of Energythe lead U.S. agency for the bilateral discussionswill co-chair the roundtable. Following the roundtable, the delegation will travel to the northeast region for site visits. Participating companies will learn firsthand the current condition of reconstruction following the March 2011 earthquake and tsunami, and the role of renewable energy in those efforts, including local government incentives. Upon returning to Tokyo, optional business counseling will be provided by the U.S. Department of Commerce's Commercial Service. Fresh Tomatoes From Mexico: Notice of Preliminary Results of Changed Circumstances Review and Intent To Terminate the Suspended Antidumping Investigation

On January 22, 2008, the Department of Commerce (the Department) signed the current suspension agreement on fresh tomatoes with growers/exporters of Mexican tomatoes accounting for substantially all (i.e., not less than 85 percent) of Mexico's tomato exports to the United States. The agreement covers all fresh or chilled tomatoes of Mexican origin, except tomatoes that are for processing. On June 22, 2012, the U.S. petitioners in the suspended antidumping duty investigation filed a request for withdrawal of the petition and termination of the investigation and the suspension agreement. On August 21, 2012, the Department published a notice of initiation of changed circumstances review to examine the petitioners' request to terminate the suspended investigation. See Fresh Tomatoes from Mexico: Notice of Initiation of Changed Circumstances Review, 77 FR 50554 (August 21, 2012) and Correction: Fresh Tomatoes From Mexico: Notice of Initiation of Changed Circumstances Review and Consideration of Termination of Suspended Investigation, 77 FR 50556 (August 21, 2012) (collectively, Initiation Notice). In the Initiation Notice we invited interested parties to submit comments for the Department's consideration by September 4, 2012. We have considered the comments received by September 4, 2012, and, for the reasons stated in this notice and in the accompanying decision memorandum, the Department is notifying the public of our preliminary intent to terminate the suspended investigation. If the suspended investigation is terminated in the final results of this review, the suspension agreement will also terminate, effective on the date of publication of the notice of final results of the changed circumstances review in the Federal Register. Carbon and Certain Alloy Steel Wire Rod From Mexico: Affirmative Final Determination of Circumvention of the Antidumping Duty Order

On December 20, 2011, the Department of Commerce (the Department) published in the Federal Register its notice of affirmative preliminary determination of circumvention.\1\ We gave interested parties an opportunity to comment on the Preliminary Determination, and received briefs and rebuttal briefs from interested parties. After evaluating the comments submitted by parties, we find no basis for altering the Department's preliminary findings. Accordingly, pursuant to section 781(c) of the Tariff Act of 1930, as amended (the Act), and 19 CFR 351.225(i), we continue to determine that shipments of wire rod with an actual diameter of 4.75 mm to 5.00 mm by Deacero S.A. de C.V (Deacero) constitutes merchandise altered in form or appearance in such minor respects that it should be included within the scope of the order on wire rod from Mexico. Further, we continue to determine that Ternium Mexico S.A. de C.V. (Ternium) is not covered by this affirmative anti- circumvention inquiry because information on the record indicates that Ternium has not shipped wire rod with diameters of 4.75 mm to 5.0 mm.
Honey From the People's Republic of China: Final Results of Expedited Sunset Review of the Antidumping Duty Order

On July 2, 2012, the Department of Commerce (``the Department'') initiated the second five-year (``sunset'') review of the antidumping duty order on honey from the People's Republic of China (``PRC'') pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act'').\1\ On the basis of a notice of intent to participate and an adequate substantive response filed on behalf of the domestic interested parties, as well as a lack of response from respondent interested parties, the Department conducted an expedited sunset review of the antidumping duty order, pursuant to section 751(c)(3)(B) of the Act and 19 CFR 351.218(e)(1)(ii)(C)(2). As a result of this sunset review, the Department finds that revocation of the antidumping duty order on honey from the PRC would be likely to lead to continuation or recurrence of dumping at the levels indicated in the ``Final Results of Review'' section of this notice.

On March 23, 2012, the Department of Commerce (``Department'') published in the Federal Register the Preliminary Results of the second administrative review of the antidumping duty order on sodium hexametaphosphate (``sodium hex'') from the People's Republic of China (``PRC'') for the period of review (``POR'') March 1, 2010, through February 28, 2011.\1\ Based upon our analysis of the comments, we made changes to the margin calculation for the final results.

On June 1, 2012, the Department of Commerce (``Department'') published in the Federal Register the notice of initiation of the second sunset review of the antidumping duty order on solid agricultural grade ammonium nitrate from Ukraine. The Department has conducted an expedited sunset review of this order. As a result of this sunset review, the Department finds that revocation of the antidumping duty order would be likely to lead to continuation or recurrence of dumping at the rates identified in the ``Final Results of Review'' section of this notice.
Seamless Refined Copper Pipe and Tube From Mexico: Final Results of Antidumping Duty New Shipper Review

On April 27, 2012, the Department of Commerce (``Department'') published in the Federal Register the preliminary results of the new shipper review of the antidumping duty order on seamless refined copper tube and pipe from Mexico.\1\ This review covers one producer and exporter, GD Affiliates S. de R.L. de C.V. (Golden Dragon).\2\ We gave interested parties an opportunity to comment on the Preliminary Results and, based upon our analysis of the comments, we have made changes to the margin calculation for the final results of this new shipper review. Golden Dragon's final weighted-average dumping margin is listed below in the ``Final Results of Review'' section of this notice. The period of review (``POR'') is November 22, 2010, through April 30, 2011.
