The Certificate has been amended nine times. The most recent previous amendment was issued to AARQ on February 14, 2005, and published in the Federal Register February 23, 2005 (70 FR 8766). The original Export Trade Certificate of Review No. 97-00003 was issued to AARQ on January 21, 1998, and published in the Federal Register on January 28, 1998, (63 FR 4220).

Pursuant to the negotiated settlement between the United States and Mexican industries, the panel proceedings of the above-noted case were stayed as of April 3, 2006 until April 1, 2009. A panel was appointed to this panel review and no further action was taken in the administration of the case effective April 3, 2006 through April 1, 2009. The U.S. Department of Commerce has revoked, as of April 1, 2009, the antidumping duty order on Gray Portland Cement and Clinker from Mexico.
Glycine from the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review

In response to a request from Geo Specialty Chemicals, Inc. (``GSC''), a domestic glycine producer, the Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on glycine from the People's Republic of China (``PRC''). This review covers Nantong Dongchang Chemical Industry Corporation (``Nantong Dongchang'') and Baoding Mantong Fine Chemistry Co., Ltd. (``Baoding Mantong''). The period of review (``POR'') is March 1, 2007, through February 29, 2008. We did not receive any response from Nantong Dongchang to the Department's antidumping questionnaire in this administrative review; therefore, we have preliminarily determined to apply facts otherwise available with an adverse inference (``AFA'') to Nantong Dongchang. In addition, we have preliminarily determined that Baoding Mantong made sales below normal value (``NV''). The preliminary results are listed below in the section titled ``Preliminary Results of the Review.'' If these preliminary results are adopted in our final results, we will instruct U.S. Customs and Border Protection (``CBP'') to assess the ad valorem margins against the entered value of each entry of the subject merchandise during the POR, where applicable.
Final Results of Expedited Sunset Review of Countervailing Duty Order: Prestressed Concrete Steel Wire Strand from India

On December 1, 2008, the Department of Commerce (``the Department'') initiated a sunset review of the countervailing duty (``CVD'') order on prestressed concrete steel wire strand (``PC strand'') from India pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). See Initiation of Five-Year (``Sunset'') Reviews, 73 FR 72770 (December 1, 2008). On the basis of a notice of intent to participate and an adequate substantive response filed on behalf of domestic interested parties and an inadequate response (in this case, no response) from respondent interested parties, the Department decided to conduct an expedited sunset review of this CVD order pursuant to section 751(c)(3)(B) of the Act and 19 CFR 351.218(e)(1)(ii)(B). As a result of this review, the Department finds that revocation of the CVD order would be likely to lead to continuation or recurrence of a countervailable subsidy at the level indicated in the ``Final Results of Review'' section of this notice.
Cut-to-Length Carbon Steel Plate, from the People's Republic of China: Notice of Rescission of Antidumping Duty New Shipper Review

In response to a request from Hunan Valin Xiangtan Iron &Steel Co. Ltd. (``Valin Xiangtan''), on January 17, 2008, the Department of Commerce (``Department'') published in the Federal Register a notice announcing the initiation of a new shipper review (``NSR'') of the antidumping duty order on certain cut-to-length carbon steel plate (``CTL plate'') from the People's Republic of China (``PRC'') covering the period November 1, 2006, through October 31, 2007. See Certain Cut- to-Length Carbon Steel Plate From the People's Republic of China; Initiation of New Shipper Review, 73 FR 3236 (January 17, 2008). On April 18, 2008, the Department explained that it was expanding the period of review (``POR'') until November 30, 2007, pursuant to 19 CFR 351.214(f)(2)(ii) in order to cover Valin Xiangtan's entry of the subject merchandise.\1\ Because Valin Xiangtan's sale of subject merchandise is covered by both the NSR and the November 1, 2007 through October 31, 2008 administrative review of the order on CTL plate from the PRC, pursuant to section 351.214(j)(1) of the Department's regulations, the Department is rescinding this new shipper review.
Certain Preserved Mushrooms from the People's Republic of China: Notice of Initiation of Antidumping Duty New Shipper Review

The period of review (POR) of this new shipper review is February 1, 2008, through January 31, 2009.

On November 12, 2008, the Department of Commerce (the Department) published in the Federal Register a notice of initiation of a changed circumstances review of the antidumping duty order of carbon and certain alloy steel wire rod (wire rod) from Mexico in order to determine whether Ternium Mexico, S.A. de C.V. (Ternium) is the successor-in-interest to Hylsa S.A. de C.V. (Hylsa) for purposes of determining antidumping duty liability. See Notice of Initiation of Antidumping Duty Changed Circumstances Review: Carbon and Certain Alloy Steel Wire Rod from Mexico, (73 FR 66839) November 12, 2008 (Notice of Initiation). We have preliminarily determined that Ternium is the successor-in-interest to Hylsa, for purposes of determining antidumping duty liability in this proceeding. Interested parties are invited to comment on these preliminary results.

The Department of Commerce (the Department) is currently conducting new shipper reviews (NSRs) of the antidumping duty order on certain preserved mushrooms from the People's Republic of China (PRC)\1\ covering the period of review February 1, 2008, through July 31, 2008. We preliminarily determine that the sales made by Zhangzhou Gangchang Canned Foods Co., Ltd., Fujian (Zhangzhou Gangchang)\2\ and by Zhejiang Iceman Group Co., Ltd. (Zhejiang Iceman), were not made below normal value (NV). If these preliminary results are adopted in our final results of this review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on entries of subject merchandise during the period of review (POR) for any importer- specific assessment rates that are above de minimis.
