On November 7, 2007, the Department of Commerce (``the Department'') published the preliminary results of its fourth administrative review of the antidumping duty order on carbon and certain alloy steel wire rod from Mexico. The review covers one producer of the subject merchandise, Hylsa Puebla, S.A. de C.V. (``Hylsa''). The period of review (``POR'') is October 1, 2005, through September 30, 2006. Based on our analysis of comments received, these final results differ from the preliminary results. The final results are listed below in the ``Final Results of Review'' section.

On September 7, 2007, the Department of Commerce published the preliminary results of the 2005-2006 administrative review of the antidumping duty order on stainless steel wire rod from Sweden. The review covers one manufacturer/exporter, Fagersta Stainless AB (FSAB), and its affiliates AB Sandvik Materials Technology and Kanthal AB. The period of review (POR) is September 1, 2005, through August 31, 2006. Based on our analysis of the comments received, we have made one change to the margin calculations. Therefore, the final results differ from the preliminary results. The final weighted-average dumping margin for the reviewed firm is listed below in the section entitled ``Final Results of Review.''

The Department of Commerce (``Department'') is currently conducting the 2006/2007 administrative review of the antidumping duty order on silicon metal from the People's Republic of China (``PRC''). The period of review (``POR'') for this administrative review is June 1, 2006, through May 31, 2007. Fifteen companies reported that they had no shipments of subject merchandise during the POR; therefore, we are preliminarily rescinding our review of these companies. We preliminarily determine that three companies, Hunan Provincial Import & Export Group Co (PRC) (``Hunan Provincial''), Gather Hope Int'l Co., Ltd. (``Gather Hope''), and Alloychem Impex Corp. (``Alloychem''), have failed to cooperate by not acting to the best of their ability to cooperate with the Department's requests for information and, as a result, should be assigned a rate based on adverse facts available (``AFA''). If these preliminary results are adopted in our final results of these reviews, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on entries of subject merchandise during the POR for which the importer-specific assessment rates are above de minimis. Interested parties are invited to comment on these preliminary results. We will issue the final results no later than 120 days from the date of publication of this notice.

On November 7, 2007, the Department of Commerce (``the Department'') published in the Federal Register its preliminary results of administrative review of the countervailing duty (``CVD'') order on certain welded carbon steel standard pipe from Turkey for the period January 1, 2006, through December 31, 2006. The Department preliminarily found that the Borusan Group (``Borusan''), the producer/exporter of subject merchandise covered by this review, had a de minimis net subsidy rate for the period of review (``POR''). On November 1, 2007, the Department of Commerce (``the Department'') initiated a sunset review of the antidumping duty order on persulfates from the People's Republic of China (``PRC''). On the basis of a notice of intent to participate, and an adequate substantive response filed on behalf of domestic interested parties, as well as a lack of response from respondent interested parties, the Department conducted an expedited (120-day) sunset review. As a result of the sunset review, the Department finds that revocation of the antidumping duty order would be likely to lead to continuation or recurrence of dumping. The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain forged stainless steel flanges (stainless steel flanges) from India manufactured by Shree Ganesh Forgings, Ltd. (Shree Ganesh) and Nakshatra Enterprises Pvt., Ltd. (Nakshatra). The period of review (POR) covers February 1, 2006, through January 31, 2007. We preliminarily determine that Shree Ganesh sold subject merchandise in the United States at less than normal value (NV) during the POR. We also preliminarily determine that Nakshatra's U.S. sales were not bona fide sales. Therefore, we intend to rescind the administrative review with respect to Nakshatra. We invite interested parties to comment on these preliminary results. Parties who submit written argument in these proceedings are requested to submit with the argument (1) a statement of the issues, and (2) a brief summary of the argument.
Certain Preserved Mushrooms from India: Notice of Amended Final Results Pursuant to Final Court Decision

On November 20, 2007, the Court of Appeals for the Federal Circuit (CAFC) reversed the decision of the Court of International Trade (CIT) which upheld the Department of Commerce's (the Department) determination in the 2002-2003 administrative review of certain preserved mushrooms from India to conduct a duty absorption inquiry under section 751(a)(4) of the Tariff Act of 1930, as amended (the Act), when the producer/exporter acts as its own importer of record. See Agro Dutch Industries Ltd. v. United States, Slip Op. 2007-1011 (Fed. Cir. November 20, 2007) (CAFC Decision). Pursuant to the CAFC's decision and mandate, on January 24, 2008, the CIT entered final judgment and ordered the Department to annul all duty absorption findings with respect to Agro Dutch Industries, Ltd. (Agro Dutch). As there is now a final and conclusive court decision in this case, the Department is amending the final results of the 2002-2003 administrative review of certain preserved mushrooms from India.

On November 20, 2007, the U.S. Court of International Trade (``CIT'') sustained the remand redetermination issued by the Department of Commerce (``the Department'') pursuant to the CIT's remand of the final results of the twelfth administrative review of the antidumping duty orders on heavy forged hand tools from the People's Republic of China (``PRC''). See Shandong Huarong Machinery Co. Ltd., Shandong Machinery Import & Export Corporation, Liaoning Machinery Import & Export Corporation, and Tianjin Machinery Import & Export Corporation v. United States, Slip Op. 07-169 (CIT, 2007) (``Shandong Huarong II''). The CIT issued the public version of Shandong Huarong II on January 8, 2008. The period of review (``POR'') for the twelfth review is February 1, 2002, through January 31, 2003. In its redetermination, the Department assigned dumping margins to sales of (1) bars/wedges by Shandong Huarong Machinery Corporation Limited (``Huarong''); (2) bars/wedges by Liaoning Machinery Import & Export Corporation/Liaoning Machinery Import & Export Corporation Ltd. (collectively ``LMC/LIMAC''); (3) bars/wedges by Shandong Machinery Import & Export Corporation (``SMC''); and (4) axes/adzes, bars/wedges, hammers/sledges, and picks/mattocks by Tianjin Machinery Import & Export Corporation (``TMC''). As there is now a final and conclusive court decision in this case which is not in harmony with the underlying results of the disputed administrative review, the Department is amending the final results of the 2002-2003 antidumping duty administrative review of heavy forged hand tools from the PRC.

On July 26, 2007, the U.S. Department of Commerce (the Department) published a notice of initiation of an administrative review of the antidumping duty order on carbon and alloy seamless standard, line, and pressure pipe (over 4[frac1s2] inches) from Japan. The review covers four manufacturers/exporters: JFE Steel Corporation; Nippon Steel Corporation; NKK Tubes; and Sumitomo Metal Industries, Ltd. The period of review (POR) is June 1, 2006, through May 31, 2007. Following the receipt of a certification of no shipments from all four respondents, we notified the domestic interested party of the Department's intent to rescind this review and provided an opportunity to comment on the rescission. We received no comments. Therefore, we are rescinding this administrative review.
