The Department of Commerce (``the Department'') is conducting the third administrative review of the antidumping duty order on non- malleable cast iron pipe fittings (``NMP fittings'') from the People's Republic of China (``PRC'') covering the period April 1, 2005, through March 31, 2006. We preliminarily determine to apply adverse facts available (``AFA'') with respect to Myland Industrial Co., Ltd. (``Myland''), and Buxin Myland (Foundry) Ltd. (``Buxin''), which failed to cooperate to the best of their ability and failed to demonstrate their eligibility for a separate rate. If these preliminary results are adopted in our final results of this review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries of subject merchandise during the period of review (``POR''). Interested parties are invited to comment on these preliminary results. We will issue the final results no later than 120 days from the date of publication of this notice.

In response to a petition filed by Sunkist Growers, Inc. (Petitioner), the U.S. Department of Commerce (the Department) is conducting an antidumping duty investigation of sales to the United States of lemon juice from Argentina for the period July 1, 2005 through June 30, 2006. The Department preliminarily determines that lemon juice from Argentina is being, or is likely to be, sold in the United States at less than fair value (LTFV), as provided in section 733(b) of the Tariff Act of 1930, as amended (the Act). In response to a request from Conduit S.A. de C.V. (Conduit), a Mexican producer of certain circular welded non-alloy steel pipe and tube (pipe and tube), the Department of Commerce (the Department) initiated a new shipper review of the antidumping duty order on pipe and tube from Mexico. The period of review covers November 1, 2005, through April 30, 2006. Based on our findings at verification, the Department preliminarily determines that the merchandise Conduit sold and entered into the United States was not subject merchandise. Because the respondent has consequently made no sales or shipments of the subject merchandise to the United States during the period of review, we preliminarily intend to rescind this new shipper review.

The Environmental Technologies Trade Advisory Committee (ETTAC) will hold a plenary meeting on May 11, 2007, at the U.S. Department of Commerce, 14th Street and Constitution Avenue, NW., Washington, DC 20230, in Room 4830. The ETTAC will discuss Committee priorities and goals for the year and other international topics related to trade and the environmental technologies industry. (e.g. the Asia Pacific Partnership on Clean Development and Climate; update on the latest round of negotiations in the World Trade Organization's environmental goods and services trade liberalization; intellectual property rights; etc.). The meeting is open to the public and time will be permitted for public comment. Written comments concerning ETTAC affairs are welcome anytime before or after the meeting. Minutes will be available within 30 days of this meeting. The ETTAC is mandated by Public Law 103-392. It was created to advise the U.S. government on environmental trade policies and programs, and to help it to focus its resources on increasing the exports of the U.S. environmental industry. ETTAC operates as an advisory committee to the Secretary of Commerce and the Trade Promotion Coordinating Committee (TPCC). ETTAC was originally chartered in May of 1994. It was most recently rechartered until September 3, 2008.

(``GSC''), a domestic glycine producer, the Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on glycine from the People's Republic of China (``PRC''). This review covers Nantong Dongchang Chemical Industry Corporation (``Nantong Dongchang'') and Baoding Mantong Fine Chemistry Co., Ltd. (``Baoding Mantong''). The period of review (``POR'') is March 1, 2005, through February 28, 2006. We preliminarily find that sales have been made below normal value (``NV'') by Nantong Dongchang, and that Baoding Mantong did not make sales of subject merchandise during the POR. We are preliminary rescinding this review with respect to Baoding Mantong. The preliminary results are listed below in the section titled ``Preliminary Results of Review.'' On January 16, 2007, a Bi-National Panel (``Panel'') constituted under the North American Free Trade Agreement (``NAFTA'') affirmed the U.S. Department of Commerce's (``the Department's'') redetermination on remand of the final results of the fourth antidumping duty administrative review on oil country tubular goods from Mexico. The Department is now issuing these amended final results for this fourth administrative review to reflect the Panel's decision.

The Department of Commerce (``Department'') received timely requests to conduct administrative reviews of the antidumping duty orders on certain frozen warmwater shrimp (``shrimp'') from Brazil, Ecuador, India and Thailand. The anniversary month of these orders is February. In accordance with 19 CFR 351.222 of the Department's regulations, we are initiating these administrative reviews.

Folding Gift Boxes from the People's Republic of China: Final Results of the Expedited Sunset Review of the Antidumping Duty Order

On December 1, 2006, the Department of Commerce (``Department'') initiated a sunset review of the antidumping duty order on folding gift boxes from the People's Republic of China (``PRC''), pursuant to section 751(c) of the Tariff Act of 1930, as amended (``Act''). See Initiation of Five-year (``Sunset'') Reviews, 71 FR 69545 (December 1, 2006) (``Sunset Initiation''); see also Notice of Antidumping Duty Order: Certain Folding Gift Boxes From the People's Republic of China, 67 FR 864 (January 8, 2002) (``Order''). Based on the notice of intent to participate and response filed by the domestic interested party, and the lack of response from respondent interested parties, the Department conducted an expedited sunset review of the Order pursuant to section 751(c)(3)(B) of the Act and 19 C.F.R. 351.218(e)(1)(ii)(C)(2). As a result of this sunset review, the Department finds that revocation of the Order would likely lead to continuation or recurrence of dumping at the levels indicated in the ``Final Results of Review'' section of this notice.
