On August 30, 2006, the Department of Commerce (the Department) initiated an administrative review of the antidumping duty order on canned pineapple fruit (CPF) from Thailand. See Initiation of Antidumping and Countervailing Duty Administrative Reviews and Requests for Revocation in Part, 71 FR 51573 (August 30, 2006) (Initiation Notice). In that notice, the Department did not initiate a review of Tropical Food Industries Co. Ltd. (TROFCO) because the company's request for review was untimely filed. After considering the facts on the record, the Department is now initiating a review of TROFCO.
Steel Concrete Reinforcing Bar From The Republic of Korea: Notice of Preliminary Results and Preliminary Rescission, in Part, of Antidumping Duty Administrative Review

Freshwater Crawfish Tail Meat From the People's Republic of China: Preliminary Results and Partial Rescission of the 2004/2005 Administrative and New Shipper Reviews

The Department of Commerce (``the Department'') is currently conducting the 2004/2005 administrative and new shipper reviews of the antidumping duty order on freshwater crawfish tail meat from the People's Republic of China (``PRC''). We preliminarily determine that sales have been made below normal value (``NV'') with respect to certain exporters who participated fully and are entitled to a separate rate in the administrative and new shipper reviews. If these preliminary results are adopted in our final results of these reviews, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on entries of subject merchandise during the period of review (``POR'') for which the importer-specific assessment rates are above de minimis. Interested parties are invited to comment on these preliminary results. We will issue the final results no later than 120 days from the date of publication of this notice.
Oil Country Tubular Goods From Argentina, Italy, Japan, and Korea; Final Results of Five-Year (“Sunset”) Reviews of Antidumping Duty Orders

On June 1, 2006, the Department of Commerce (``the Department'') initiated the second sunset reviews of the antidumping duty (``AD'') orders on oil country tubular goods (``OCTG'') from Argentina, Italy, Japan, and Korea pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). On the basis of notices of intent to participate, and adequate substantive responses filed on behalf of the domestic interested parties, and inadequate responses received from respondent interested parties, the Department has conducted expedited sunset reviews, pursuant to section 751(c)(3)(B) of the Act and 19 CFR 351.218(e)(1)(ii)(C)(2). As a result of these sunset reviews, the Department finds that revocation of the AD orders would be likely to lead to continuation or recurrence of dumping at the margins indicated in the ``Final Results of Review'' section of this notice.

On June 1, 2006, the Department of Commerce (the Department) initiated sunset reviews of the antidumping duty orders on certain small diameter carbon and alloy seamless standard, line, and pressure pipe (seamless line pipe) from Argentina, Brazil, and Germany pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act). See Initiation of Five-year (``Sunset'') Reviews, 71 FR 31153 (June 1, 2006) (Sunset Initiation). On the basis of a notice of intent to participate and adequate substantive responses filed on behalf of domestic interested parties, and only one notice of intent to participate filed on behalf of a German respondent interested party, Benteler Stahl/Rohr GmbH (Benteler Stahl), the response for which was determined by the Department to be inadequate, the Department conducted expedited (120-day) sunset reviews. As a result of these sunset reviews, the Department finds that revocation of the antidumping duty orders would likely lead to the continuation or recurrence of dumping. The dumping margins are identified in the Final Results of Review section of this notice.

Solicitation of Applications for United States Destination Web Site Research, Development, Implementation and Marketing

The International Trade Administration's (ITA) Office of Travel and Tourism Industries (OTTI) announces the availability of funds for a cooperative agreement for the purpose of providing content and information, through a newly designed and implemented Web site, or by enhancing an existing Web site, on the United States as a premier destination to international inbound travelers from five key markets: United Kingdom, Japan, Canada, Mexico, and Germany. It is envisioned that the award recipient will use funding to conduct market research for each country on the site's international target audience. It is envisioned that this Web site will be the benchmark U.S. travel and tourism information portal for international travelers to the United States. The Web site will encompass information on all components of the U.S. travel and tourism industry, which include, but is not limited to, destinations, attractions, natural resources, dining and lodging facilities, and transportation companies. ITA will make one award, in the form of a cooperative agreement, in the amount of approximately $3,600,000.

On September 18, 2006, the United States Court of International Trade (``the Court'') sustained the Department of Commerce's (``the Department'') final remand redetermination on its entirety. See Guangdong Chemicals Import & Export Corporation v. United States, Ct. No. 05-00023, Slip Op. 06-142 (Ct. Int'l Trade September 18, 2006) (``Guangdong II''). This case arises out of the Department's final determination of Sebacic Acid from the People's Republic of China: Final Results of Antidumping Duty Administrative Review, 69 FR 75303 (December 16, 2004) (``Final Results''). The final judgment in this case was not in harmony with the Department's Final Results.
Cut-to-Length Carbon Steel Plate from the United Kingdom: Final Results of Full Sunset Review

On November 1, 2005, the Department of Commerce (Department) initiated a sunset review of the countervailing duty (CVD) order on cut-to-length carbon steel plate (CTL plate) from the United Kingdom, pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act). On the basis of a notice of intent to participate and an adequate substantive response filed on behalf of the domestic interested parties and an adequate response from respondent interested parties, the Department determined to conduct a full sunset review of this CVD order pursuant to section 751(c) of the Act and 19 CFR 351.218(e)(2). On July 19, 2006, the Department published the preliminary results of this review and invited interested parties to comment on those results. See Preliminary Results of Full Sunset Review: Cut-to-Length Carbon Steel Plate From the United Kingdom, 71 FR 40993 (Preliminary Results). Based on our analysis of the comments and the record, the Department finds that revocation of the CVD order on CTL plate from the United Kingdom would not be likely to lead to continuation or recurrence of a countervailable subsidy. Therefore, the Department is revoking this CVD order in accordance with section 751(c) of the Act.
Final Results of Full Sunset Review: Cut-to-Length Carbon Steel Plate From Sweden

On July 19, 2006, the Department of Commerce (the Department) published in the Federal Register the preliminary results of the full sunset review of the countervailing duty (CVD) order on cut-to-length carbon steel plate from Sweden, pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act). As a result of our analysis, the Department preliminarily found that revocation of the CVD order would be likely to lead to the continuation or recurrence of a countervailable subsidy. We provided interested parties an opportunity to comment on our preliminary results. However, we received no comments from interested parties. As a result, the final results remain the same as the preliminary results of this review.
Certain Polyester Staple Fiber from Korea: Final Results of Antidumping Duty Administrative Review and Partial Rescission of Antidumping Duty Administrative Review

On the basis of a notice of intent to participate and an adequate substantive response filed on behalf of the domestic interested parties and adequate responses from respondent interested parties, the Department determined to conduct a full sunset review of this CVD order pursuant to section 751(c) of the Act and 19 CFR 351.218(e)(2). On July 21, 2006, the Department published the preliminary results in this review and invited interested parties to comment on those results. Honey from the People's Republic of China: Rescission and Final Results of Antidumping Duty New Shipper Reviews

On June 7, 2006, the U.S. Department of Commerce (the Department) published preliminary results in the new shipper reviews of the antidumping order on honey from the People's Republic of China (PRC). Honey from the People's Republic of China: Intent to Rescind and Preliminary Results of Antidumping Duty New Shipper Reviews, 71 FR 32923 (June 7, 2006) (NSR7 Preliminary Results). These reviews cover two exporters, Shanghai Taiside Trading Co., Ltd. (Taiside) and Wuhan Shino-Food Trade Co., Ltd. (Shino-Food). The period of review (POR) is December 1, 2004, through May 31, 2005. While we have analyzed the record and comments from interested parties, we have made no changes to the preliminary results based on these comments. However, we have made a slight change to the calculation of Taiside's margin based on the discovery of a clerical error. For these final results, therefore, we have determined that the new shipper review for Shino-Food should be rescinded because the sale made by Shino-Food was not bona fide. We have also determined that the sale made by Taiside is bona fide and that the sale has been made below normal value.
Corrosion-Resistant Carbon Steel Flat Products From France; Final Results of Full Sunset Review

On the basis of a notice of intent to participate and an adequate substantive response filed on behalf of the domestic interested party, an adequate response from respondent interested parties, and respondent interested parties' arguments regarding post-investigation privatization of Usinor, the Department determined to conduct a full sunset review of this CVD order pursuant to section 751(c) of the Act and 19 CFR 351.218(e)(2). As a result of this sunset review, the Department finds that revocation of the CVD order would be likely to lead to continuation or recurrence of a countervailable subsidy. Therefore, the Department is not revoking this CVD order.
Oil Country Tubular Goods from Italy: Extension of Time Limit for Final Results of Expedited Five-year (Sunset) Review of Countervailing Duty Order

This notice amends the June 30th notice (71 FR 37543) to extend the deadline to October 27, 2006, for submission of applications for the Summit only portion of the Department of Commerce Under Secretarial Business Development Mission to India and to raise the ceiling on the number of participants for the Summit portion of the Mission to 230. These changes are implemented in response to overwhelming interest on the part of the U.S. business community and an agreement on the part of the Summit sponsors in India to accommodate an increased participant base. The application for the Summit portion of the India Business Development Mission is available in a downloadable fax-back version on the event Web site: https://export.gov/indiamission. The application may also be completed and submitted online. Leaders of U.S. business, industry, education, and state and local government are among those encouraged to take part in the Summit, where strategic breakout sessions will provide access to India's high-level business, industry, and government representatives and insights into the country's trade and investment climate. The deadline to apply for the post-Summit spin-off missions to be held in Bangalore, Kolkata, Chennai, Hyderabad, Mumbai, and New Delhi remains October 2, 2006. The spin-off missions are open to qualified U.S. business representatives seeking one-on-one business appointments with prospective agents, distributors, partners, and end-users. Applications for the spin-off missions are available on the above-cited event Web site.
