On May 2, 2005, the Department of Commerce (the Department) initiated its sunset reviews of the antidumping duty orders on certain large diameter seamless standard, line, and pressure pipe (seamless pipe) from Japan and Mexico. See Initiation of Five-year (``Sunset'') Reviews, 70 FR 22632 (May 2, 2005). Pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act), the International Trade Commission (the Commission), in its sunset reviews, determined that revocation of the order on seamless pipe from Mexico would not be likely to lead to continuation or recurrence of material injury to an industry in the United States within a reasonably foreseeable time. See Carbon and Alloy Seamless Standard, Line, and Pressure Pipe From the Czech Republic, Japan, Mexico, Romania, and South Africa, 71 FR 24860 (April 27, 2006). Therefore, pursuant to section 751(d)(2) of the Act and 19 CFR 351.222(i)(1)(iii), the Department is revoking the antidumping duty order on seamless pipe from Mexico.
Certain Corrosion-Resistant Carbon Steel Flat Products From Japan: Preliminary Results of Antidumping Duty Administrative Review, and Preliminary Intent to Rescind, In part

The Department of Commerce (``Department'') is conducting an administrative review of the antidumping duty order on certain corrosion-resistant carbon steel flat products (``CORE'') from Japan. The period of review (``POR'') is August 1, 2004, through July 31, 2005. This review covers imports of CORE from Kawasaki Steel Corporation (``Kawasaki'') and Nippon Steel Corporation (``Nippon Steel''). We have preliminarily found that there were no entries of CORE produced by Kawasaki. Therefore, we preliminarily determine to rescind this review with respect to Kawasaki. Further, we preliminarily determine that sales of subject merchandise sold by Nippon Steel have been made at less than normal value. If these preliminary results are adopted in our final results of this administrative review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on entries of Nippon Steel's merchandise during the POR, in accordance with 19 CFR 351.106 and 351.212(b). We invite interested parties to comment on these preliminary results. Parties who submit arguments in this segment of the proceeding should also submit with each argument: (1) a statement of the issue and (2) a brief summary of the argument. We will issue the final results not later than 120 days from the date of publication of this notice.

And Casco, Inc./Canada Starch Operating Company, Inc; filed a First Request for Panel Review with the Canadian Section of the NAFTA Secretariat pursuant to Article 1904 of the North American Free Trade Agreement. Panel review was requested of the final dumping and countervailing duty determinations made by the Canada Border Services Agency, respecting Unprocessed Grain Corn, excluding Seed Corn (for Reproductive Purposes), Sweet Corn, and Popping Corn, Originating in or Exported from the United States of America. Second and third requests were received on May 1, 2006 from Maple Leaf Foods Inc. and its Affiliates; and Commercial Alcohols Inc. This determination was published in the Canada Gazette, Part I, (Vol. 140, No. 13, pp. 673) on April 1, 2006. The NAFTA Secretariat has assigned Case Number CDA-USA-2006-1904-01 to this request.

In response to a request from Gharda Chemicals, Ltd., on January 27, 2006, the Department of Commerce published in the Federal Register a notice announcing the initiation of a new shipper review of the antidumping duty order on carbazole violet pigment 23 from India covering the period December 1, 2004, through November 30, 2005. On April 21, 2006, Gharda Chemicals, Ltd., withdrew its request for a new shipper review and, therefore, we are rescinding this review.

On February 2, 2006, and in an amendment on March 16, 2006, the Department of Commerce (the ``Department'') received a request on behalf of the petitioners, the American Furniture Manufacturers Committee for Legal Trade and its individual members (the ``AFMC'') for a changed circumstances review and a request to revoke in part the antidumping duty (``AD'') order on wooden bedroom furniture from the People's Republic of China with respect to jewelry armoires that have at least one side door, whether or not the door is lined with felt or felt-like material. In its February 2, 2006, submission, AFMC stated that it no longer has any interest in antidumping relief from imports of such jewelry armoires with respect to the subject merchandise defined in the ``Scope of the Review'' section below. Interested parties are invited to comment on these preliminary results.

Certain Steel Concrete Reinforcing Bars from Turkey; Preliminary Results and Partial Rescission of Antidumping Duty Administrative Review

In response to a request by the petitioners and four producers/exporters of the subject merchandise, the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain steel concrete reinforcing bars (rebar) from Turkey. This review covers 15 producers/exporters of the subject merchandise to the United States. This is the seventh period of review (POR), covering April 1, 2004, through March 31, 2005. We have preliminarily determined that 11 of the producers/exporters have made sales below normal value (NV). If these preliminary results are adopted in the final results of this review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries. On January 23, 2006, we rescinded the review with respect to ICDAS Celik Enerji Tersane ve Ulasim Sanayi, A.S. (ICDAS) based on the Department's determination in the prior administrative review to revoke ICDAS from the order. In addition, we have preliminarily determined to rescind the review with respect to 18 companies because either: (1) These companies had no shipments of subject merchandise during the POR; or (2) the questionnaires sent to these companies were returned to the Department because of undeliverable addresses. We invite interested parties to comment on these preliminary results. On March 23, 2006, the Department of Commerce (the Department) published a notice of initiation and the preliminary results of its changed-circumstances review of the antidumping duty order on ball bearings and parts thereof from Japan in which it preliminarily determined that JTEKT Corporation is the successor-in-interest to Koyo Seiko Company, Ltd., and that, as such, JTEKT is entitled to the cash- deposit rate of Koyo Seiko Company, Ltd., with respect to entries of subject merchandise. We gave interested parties the opportunity to comment on our preliminary results. We received no comments. Therefore, for these final results, the Department is adopting its preliminary determination that JTEKT Corporation is the successor-in-interest to Koyo Seiko Company, Ltd.
Certain Frozen Warmwater Shrimp from the People's Republic of China: Notice of Postponement of Time Limits for New Shipper Antidumping Duty Reviews in Conjunction with Administrative Review

On the basis of a notice of intent to participate and adequate substantive responses filed on behalf of the interested parties, the Department conducted full (240-day) sunset reviews pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act), and 19 CFR 351.218(e)(2)(i). As a result of these sunset reviews, the Department finds that revocation of the antidumping duty orders would likely lead to continuation or recurrence of dumping at the levels listed below in the section entitled ``Final Results of Reviews.'' Based on our analysis of the comments we received, we find that it is appropriate to report a more recently calculated margin to the International Trade Commission for certain respondents.

On November 18, 2005, the Department of Commerce (``the Department'') published the preliminary results of the administrative review and the preliminary results of the new shipper reviews of the antidumping duty order on fresh garlic from the People's Republic of China. The period of review is November 1, 2003, through October 31, 2004. The administrative review covers twenty-one exporters, and the new shipper reviews cover two exporters. We invited interested parties to comment on our preliminary results. We specifically invited comments on surrogate country selection for water valuation; however, no parties submitted comments on this issue.\1\ Based on our analysis of the comments received, we have made certain changes to our calculations. On December 28, 2005, the Department of Commerce (the Department) published its Preliminary Results and Partial Rescission of Antidumping Duty Administrative Review and Intent Not to Revoke in Part, 70 FR 76766 (December 28, 2005) (Preliminary Results). This administrative review covers two exporters, Seylinco S.A. (Seylinco) and Asociacion de Cooperativas Argentinas (ACA), of subject merchandise to the United States during the period of review (POR) of December 1, 2003, to November 30, 2004. The petitioners involved this review are the Sioux Honey Association and the American Honey Producers Association (Petitioners). We are rescinding the review with respect to Nutrin S.A. (Nutrin), Radix S.A. (Radix), Compania Europea Americana S.A. (CEASA) and HoneyMax S.A. (HoneyMax) because these companies had no entries of subject merchandise to the United States during the period of review. We have also determined not to revoke the antidumping duty order with respect to ACA. Based on our analysis of comments received, the margin calculations for these final results do not differ from the preliminary results.
