Notice of Preliminary Results of Countervailing Duty Administrative Review: Certain Softwood Lumber Products from Canada

The Department of Commerce (the Department) is conducting an administrative review of the countervailing duty order on certain softwood lumber products from Canada for the period April 1, 2003, through March 31, 2004. If the final results remain the same as these preliminary results of administrative review, we will instruct U.S. Customs and Border Protection (CBP) to assess countervailing duties as detailed in the ``Preliminary Results of Review'' section of this notice. Interested parties are invited to comment on these preliminary results. (See Public Comment section of this notice.)
Certain Polyester Staple Fiber from Korea: Preliminary Results of Antidumping Duty Administrative Review and Partial Rescission of Review

The Department of Commerce is conducting an administrative review of the antidumping duty order on certain polyester staple fiber from Korea. The period of review is May 1, 2003, through April 30, 2004. This review covers imports of certain polyester staple fiber from one producer/exporter. We have preliminarily found that sales of the subject merchandise have been made below normal value. If these preliminary results are adopted in our final results, we will instruct U.S. Customs and Border Protection to assess antidumping duties. Interested parties are invited to comment on these preliminary results. We will issue the final results not later than 120 days from the date of publication of this notice.
Continuation of Suspended Antidumping Duty Investigation; Certain Hot-Rolled Flat-Rolled Carbon-Quality Steel Products From the Russian Federation

Stainless Steel Plate in Coils from Belgium: Preliminary Results of Antidumping Duty Administrative Review

The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on stainless steel plate in coils (SSPC) from Belgium. For the period May 1, 2003, through April 30, 2004, we have preliminarily determined that U.S. sales have been made below normal value (NV). If these preliminary results are adopted in our final results, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties based on the difference between the constructed export price (CEP) and NV. See ``Preliminary Results of Review'' section of this notice. Interested parties are invited to comment on these preliminary results.

On May 26, 2005 the binational panel issued its decision in the review of the final antidumping administrative review made by the International Trade Administration, respecting Gray Portland Cement and Clinker from Mexico, NAFTA Secretariat File Number USA-MEX-98-1904-02. The binational panel affirmed in part and remanded in part the International Trade Administration's determination. Copies of the panel decision are available from the U.S. Section of the NAFTA Secretariat.
Electroluminescent Flat Panel Displays from Japan; Final Results of Sunset Review and Revocation of Antidumping Duty Order

The Department of Commerce (``the Department'') initiated a sunset review of the antidumping duty order on electroluminescent flat panel displays (EL FPDs) from Japan. See Initiation of Five-Year (``Sunset'') Reviews, 70 FR 9919 (March 1, 2005). Because no interested domestic party responded to the sunset review notice of initiation by the applicable deadline, the Department is revoking the antidumping duty order on EL FPDs from Japan.
Revocation of Antidumping Duty Order on Sebacic Acid from The People's Republic of China

On April 1, 2004, the Department of Commerce (``the Department'') initiated a sunset review of the antidumping duty order on sebacic acid from the People's Republic of China (``PRC''). See Initiation of Five-year (``Sunset'') Reviews, 70 FR 16800 (April 1, 2004)(``2004 Initiation''). Pursuant to section 751(c) of the Tariff Act from 1930, as amended (``the Act''), the United States International Trade Commission (``ITC'') determined that revocation of the antidumping duty order on sebacic acid from the PRC is not likely to lead to continuation or recurrence of material injury to an industry in the United States within a reasonably foreseeable time. See Sebacic Acid, Investigation No. 731-TA-653, 70 FR 28572 (May 18, 2005). Therefore, pursuant to 19 CFR 351.222(i)(1), the Department is revoking the antidumping duty order on sebacic acid from the PRC.

On April 29, 2005 the binational panel issued its decision in the review of the determination on remand made by the International Trade Commission, respecting Certain Corrosion-Resistant Carbon Steel Flat Products from Canada Final Injury Determination, Secretariat File No. USA-CDA-2000-1904-11. The binational panel affirmed the International Trade Commission's determination on remand with one dissenting opinion. On May 20, 2005, pursuant to a Notice of Motion on behalf of complainant Dofasco, Inc., the panel has re-issued its decision with explanations. Copies of the panel decision are available from the U.S. Section of the NAFTA Secretariat.

On May 20, 2005, the binational panel issued its decision in the review of the final results of the affirmative countervailing duty re-determination on remand made by the International Trade Administration (ITA) respecting Certain Softwood Lumber Products from Canada (Secretariat File No. USA-CDA-2002-1904-03). The panel issued its third remand to the Department of Commerce. The Department will return the third re-determination based on the remand instructions of the panel. A copy of the complete panel decision is available from the NAFTA Secretariat.

Notice of Rescission of Countervailing Duty Administrative Review: Certain Hot-Rolled Carbon Steel Flat Products from Thailand

In accordance with 19 CFR 351.213(b), the United States Steel Corporation (``petitioner'') submitted a timely request for an administrative review of the countervailing duty order on certain hot- rolled carbon steel flat products from Thailand for Sahaviriya Steel Industries Public Company Limited (``SSI''), an exporter and producer of subject merchandise. SSI also submitted a timely request for an administrative review. SSI's request for review requested that no review be conducted, or alternatively, if a review is conducted, SSI requested a deferral of administrative review in accordance with 19 CFR 351.213(c). The Department of Commerce (``the Department'') initiated an administrative review of this order covering the period January 1, 2003, through December 31, 2003. See Initiation of Antidumping and Countervailing Duty Administrative Reviews and Request for Revocation in Part, 70 FR 4818 (January 31, 2005) (``Initiation Notice''). We are rescinding this administrative review because all requests have been withdrawn in accordance with 19 CFR 351.213(d)(1).
Stainless Steel Bar from India: Extension of Time Limit for the Final Results of the Antidumping Duty Administrative Review

The Department of Commerce is extending the time limit for the final results of the administrative review of the antidumping duty order on stainless steel bar from India. The period of review is February 1, 2003, through January 31, 2004. This extension is made pursuant to section 751(a)(3)(A) of the Tariff Act of 1930, as amended by the Uruguay Round Agreements Act.
