On November 29, 2004, the U.S. Department of Commerce (``the Department'') published the preliminary results of the new shipper reviews of the antidumping order on honey from the People's Republic of China (69 FR 69350). These reviews cover four exporters, Anhui Honghui Foodstuff (Group) Co., Ltd. (``Anhui Honghui''), Eurasia Bee's Products Co., Ltd. (``Eurasia''), Inner Mongolia Youth Trade Development Co., Ltd. (``Inner Mongolia Youth''), and Jiangsu Kanghong Natural Healthfoods Co., Ltd. (``Jiangsu Kanghong''). The period of review (``POR'') is December 1, 2002, through November 30, 2003. Based on our analysis of the record, and on comments from the interested parties, we have made changes to the margin calculations of all four producers/exporters as described below. See ``Final Results of Review'' section below.

The Department of Commerce (``the Department'') is amending the weighted-average dumping margin listed in the Preliminary Determination for the mandatory respondent Hebei Jiheng Chemical Co., Ltd. (``Jiheng'') and for the Section A Respondents.\1\ See Notice of Preliminary Determination of Sales at Less Than Fair Value and Postponement of Final Determination: Chlorinated Isocyanurates from the People's Republic of China, 69 FR 75293 (December 16, 2004) (``Preliminary Determination''). The Department finds that it made ministerial errors in the calculations for Jiheng, and that the correction of all errors alleged by Jiheng fulfills the requirement of a significant ministerial error within the meaning of 19 CFR 351.224(e). Therefore, the rate assigned to the Section A respondents also changes.

The U.S. Department of Commerce issued an amended Export Trade Certificate of Review to the Association for the Administration of Rice Quotas, Inc. (``AARQ'') on February 14, 2005. The Certificate has been amended eight times. The most recent previous amendment was issued to AARQ on March 3, 2004, and published in the Federal Register March 18, 2004 (69 FR 12831). The original Export Trade Certificate of Review No. 97-00003 was issued to AARQ on January 21, 1998, and published in the Federal Register on January 28, 1998 (63 FR 4220).
Hard Red Spring Wheat From Canada: Notice of Rescission of Countervailing Duty Administrative Review

In response to a request made on October 29, 2004, by the Canadian Wheat Board, the Department of Commerce initiated an administrative review of the countervailing duty order on hard red spring wheat from Canada, covering the period March 10, 2003, through December 31, 2003. As a result of a timely withdrawal of the request for review by the Canadian Wheat Board, we are rescinding this review.

On January 21, 2005, in Luoyang Bearing Factory v. United States, Slip Op. 05-3, the Court of International Trade (``CIT'') affirmed the Department of Commerce's Final Results of Redetermination Pursuant to Remand (``Remand Results''), dated September 30, 2004. Consistent with the decision of the U.S. Court of Appeals for the Federal Circuit (``CAFC'') in Timken Co. v. United States, 893 F.2d 337 (Fed. Cir. 1990) (``Timken''), the Department will continue to order the suspension of liquidation of the subject merchandise, where appropriate, until there is a ``conclusive'' decision in this case. If the case is not appealed, or if it is affirmed on appeal, the Department will instruct U.S. Customs and Border Protection (``Customs'') to liquidate all relevant entries from Luoyang Bearing Factory (``Luoyang''), Zheijiang Machinery Import & Export Corporation (``ZMC''), China National Machinery Import & Export Corporation (``CMC''), and Wafangdian Bearing Company, Limited (``Wafangdian'') and revise the cash deposit rates as appropriate.

This review covers 13 manufacturers/exporters. The period of review (POR) is July 1, 2002, through June 30, 2003. We provided interested parties with an opportunity to comment on the preliminary results of review. After analyzing the comments received, we made changes to the margin calculations for two respondents, Chia Far Industry Factory Co., Ltd. (Chia Far) and Yieh United Steel Corporation (YUSCO). Therefore, the final results of review differ from the preliminary results of review. The final weighted-average dumping margins for the reviewed firms are listed below in the section entitled ``Final Results of the Review.''

This review covers two exporters/producers of subject merchandise, Filiz Gida Sanayi ve Ticaret A.S. (Filiz) and Tat Konserve A.S. (Tat), succesor-in-interest to Pastavilla Makarnacilik San. V. Tic. A.S., (Pastavilla). The period of review (POR) is July 1, 2002, through June 30, 2003. As a result of our analysis of the comments received, these final results differ from the preliminary results. For our final results, we have found that during the POR, Tat and Filiz sold subject merchandise at less than normal value (NV). On August 6, 2004, the Department of Commerce published the preliminary results and partial rescission of the seventh administrative review and revocation of the antidumping duty order in part, for the antidumping duty order on certain pasta from Italy. The review covers eight manufacturers/exporters of the subject merchandise: (1) Barilla Alimentare, S.p.A. (Barilla), (2) Corticella Molini e Pastifici S.p.A. (Corticella) and its affiliate Pasta Combattenti S.p.A. (Combattenti) (collectively, Corticella/Combattenti), (3) Pastificio Guido Ferrara S.r.l. (Ferrara), (4) Industria Alimentare Colavita, S.p.A. (Indalco) and its affiliate Fusco S.r.l. (Fusco) (collectively Indalco), (5) Pasta Lensi S.r.l. (Lensi), (6) PAM S.p.A. (PAM), (7) Pastificio Riscossa F. Illi Mastromauro, S.r.l. (Riscossa), and (8) Pastificio Carmine Russo S.p.A./Pastificio Di Nola S.p.A. (Russo). The period of review (POR) is July 1, 2002, through June 30, 2003. As a result of our analysis of the comments received, these final results differ from the preliminary results. For our final results, we have found that during the POR, Barilla, Corticella/Combattenti, Indalco, PAM, Riscossa, and Russo sold subject merchandise at less than normal value (NV). We have also found that Ferrara and Lensi did not make sales of the subject merchandise at less than NV (i.e., they have ``zero'' or de minimis dumping margins). We have also determined to revoke the antidumping duty order with respect to subject merchandise produced and also exported by Ferrara and Lensi because each company sold the subject merchandise at not less than NV for a period of at least three consecutive years. See 19 CFR 351.222(b)(2) and the ``Revocation'' section of this notice. The final results are listed in the ``Final Results of Review'' section below.

Certain Stainless Steel Sheet and Strip in Coils from Mexico: Final Results of the Full Sunset Review of Antidumping Duty Order

On November 17, 2004, the Department of Commerce (``the Department'') published a notice of preliminary results of the full sunset review of the antidumping duty order on certain stainless steel sheet and strip in coils (``SSSS'') from Mexico pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). We provided interested parties an opportunity to comment on our preliminary results. We received case and rebuttal briefs from domestic and respondent interested parties. No hearing was requested by parties. As a result of this review, the Department finds that revocation of this order would be likely to lead to continuation or recurrence of dumping.
