The U.S. Department of Commerce (Commerce) determines that the POSCO single entity, the sole exporter subject to this administrative review, did not make sales of certain carbon and alloy steel cut-to- length plate (CTL plate) from the Republic of Korea (Korea) at less than normal value during the period of review (POR) May 1, 2022, through April 30, 2023.

The U.S. Department of Commerce (Commerce) determines that countervailable subsidies were not provided to SeAH Steel Corporation and its cross-owned affiliate, SeAH Steel Holdings Corporation (collectively, the SeAH Steel Companies), a producer and exporter of oil country tubular goods (OCTG) from the Republic of Korea (Korea). The period of review (POR) is September 29, 2022, through December 31, 2022.

The Department of Commerce, in accordance with the Paperwork Reduction Act (PRA) of 1995, invites the general public and other Federal agencies to comment on proposed, and continuing information collections, which helps us assess the impact of our information collection requirements and minimize the public's reporting burden. The purpose of this notice is to allow for 60 days of public comment on the proposed reinstatement, with change of the Government Units Survey, prior to the submission of the information collection request (ICR) to OMB for approval.

The North Pacific Fishery Management Council (Council) webinar to support public engagement and provide information related to the Council's upcoming discussion of the Programmatic Evaluation will meet on March 6, 2025.

The New England Fishery Management Council (Council) is scheduling a webinar of its Risk Policy Working Group to consider actions affecting New England fisheries in the exclusive economic zone (EEZ). Recommendations from this group will be brought to the full Council for formal consideration and action, if appropriate.

The Emerging Technology Technical Advisory Committee (ETTAC) will meet on March 10, 2025, to advise and assist the Secretary of Commerce and other Federal officials on matters related to export control policies. The meeting will be partially closed to the public pursuant to the exemptions under the Federal Advisory Act (FACA) and the Government in the Sunshine Act. The public session will include working group reports, open business discussions, and industry presentations.

In accordance with the Marine Mammal Protection Act (MMPA), as amended, its implementing regulations, and NMFS' MMPA Regulations for Taking Marine Mammals Incidental to Geophysical Surveys Related to Oil and Gas Activities in the Gulf of Mexico (GOM), notification is hereby given that a Letter of Authorization (LOA) has been issued to Viridien for the take of marine mammals incidental to geophysical survey activity in the GOM.

The U.S. Department of Commerce (Commerce) determines that Heze Huayi Chemical Co., Ltd. (Heze Huayi) and Juancheng Kangtai Chemical Co., Ltd. (Kangtai) sold chlorinated isocyanurates (chlorinated isos) from the People's Republic of China (China) at less than normal value during the period of review (POR), June 1, 2022, through May 31, 2023.

NMFS is implementing a 2,000-lb (907.2-kg) possession limit for Atlantic herring for Management Area 3. This is required because NMFS projects that herring catch from Area 3 will reach 98 percent of the Area's sub-annual catch limit (ACL) before the end of the fishing year. This action is intended to prevent overharvest of herring in Area 3, which would result in additional catch limit reductions in a subsequent year.

NMFS is prohibiting directed fishing for Pacific cod by American Fisheries Act (AFA) trawl catcher/processors in the Bering Sea and Aleutian Islands management area (BSAI). This action is necessary to prevent exceeding the annual 2025 Pacific cod total allowable catch (TAC) allocated to AFA trawl catcher/processors in the BSAI.

The Mid-Atlantic Fishery Management Council (Council) and the Atlantic States Marine Fisheries Commission (Commission) will hold 5 joint public scoping hearing to solicit public comments on potential topics to be addressed by a Recreational Sector Separation and Data Collection Amendment to the Summer Flounder, Scup, and Black Sea Bass Fishery Management Plan (FMP) and the Bluefish FMP. The Council and Commission are also accepting written scoping comments through March 20, 2025.
