Notice is hereby given that permits, permit amendments, and permit modifications have been issued to the following entities under the Marine Mammal Protection Act (MMPA) and the Endangered Species Act (ESA), as applicable.
Carbon and Certain Alloy Steel Wire Rod From Mexico: Preliminary Results and Partial Rescission of the Antidumping Duty Administrative Review; 2022-2023
The U.S. Department of Commerce (Commerce) preliminarily determines that sales of carbon and certain alloy steel wire rod (wire rod) from Mexico were made at less than normal value during the period of review (POR), October 1, 2022, through September 30, 2023. Additionally, Commerce is rescinding this administrative review with respect to one company. We invite interested parties to comment on these preliminary results.
2,4-Dichlorophenoxyacetic Acid From the People's Republic of China: Preliminary Affirmative Determination of Sales at Less Than Fair Value, Postponement of Final Determination, and Extension of Provisional Measures
The U.S. Department of Commerce (Commerce) preliminarily determines that 2,4-dichlorophenoxyacetic acid (2,4-D) from the People's Republic of China (China) is being, or is likely to be, sold in the United States at less than fair value (LTFV). The period of investigation (POI) is July 1, 2023, through December 31, 2023. Interested parties are invited to comment on this preliminary determination.

Circular Welded Non-Alloy Steel Pipe From the Republic of Korea; Certain Oil Country Tubular Goods From the Republic of Korea; Welded Line Pipe From the Republic of Korea; and Large Diameter Welded Pipe From the Republic of Korea: Notice of Final Results of Antidumping Duty Changed Circumstances Reviews
On October 17, 2024, the U.S. Department of Commerce (Commerce) published the preliminary results of changed circumstances reviews (CCRs) of the antidumping duty (AD) orders on circular welded non-alloy steel pipe (CWP), certain oil country tubular goods (OCTG), welded line pipe (WLP), and large diameter welded pipe (LDWP) from the Republic of Korea (Korea). For these final results, Commerce continues to find that Hyundai Steel Pipe Co., Ltd. (HSP) is the successor-in- interest to Hyundai Steel Company (Hyundai Steel), and that HSP is entitled to the AD cash deposit rates determined for Hyundai Steel with respect to entries of the subject merchandise in the above-referenced proceedings.
Notice of Scope Ruling Applications Filed in Antidumping and Countervailing Duty Proceedings
The U.S. Department of Commerce (Commerce) received scope ruling applications, requesting that scope inquiries be conducted to determine whether identified products are covered by the scope of antidumping duty (AD) and/or countervailing duty (CVD) orders and that Commerce issue scope rulings pursuant to those inquiries. In accordance with Commerce's regulations, we are notifying the public of the filing of the scope ruling applications listed below in the month of September 2024.

Initiation of Antidumping and Countervailing Duty Administrative Reviews
The U.S. Department of Commerce (Commerce) has received requests to conduct administrative reviews of various antidumping duty (AD) and countervailing duty (CVD) orders with October anniversary dates. In accordance with Commerce's regulations, we are initiating those administrative reviews.
North Pacific Fishery Management Council; Public Meetings
The North Pacific Fishery Management Council (Council) and its advisory committees will meet in December. The meetings will be held via hybrid conference.
New England Fishery Management Council; Public Meeting
The New England Fishery Management Council (Council, NEFMC) will hold a three-day hybrid meeting with both in-person and remote participation to consider actions affecting New England fisheries in the exclusive economic zone (EEZ).
South Atlantic Fishery Management Council; Public Meeting
The South Atlantic Fishery Management Council (Council; SAFMC) will hold meetings of the following: Citizen Science Committee; Dolphin Wahoo Committee; Southeast Data, Assessment, and Review (SEDAR) Committee; and Snapper Grouper Committee. The meeting week will also include a formal public comment session and meetings of the Full Council.
Pacific Fishery Management Council; Public Meeting
The Groundfish Subcommittee of the Pacific Fishery Management Council's (Pacific Council's) Scientific and Statistical Committee (SSC) will hold a meeting to update the Accepted Practices Guidelines for Groundfish Stock Assessments document. The SSC Groundfish Subcommittee meeting is open to the public and is being conducted in- person with a web broadcast that provides the opportunity for remote listening and public comment.

The Department of Commerce, in accordance with the Paperwork Reduction Act of 1995 (PRA), invites the general public and other Federal agencies to comment on proposed, and continuing information collections, which helps us assess the impact of our information collection requirements and minimize the public's reporting burden. The purpose of this notice is to allow for 60 days of public comment preceding submission of the collection to OMB.
