Takes of Marine Mammals Incidental to Specified Activities; Taking Marine Mammals Incidental to Marine Site Characterization Surveys Off the Coast of Delaware
In accordance with the regulations implementing the Marine Mammal Protection Act (MMPA) as amended, notification is hereby given that NMFS has issued an incidental harassment authorization (IHA) to Orsted Wind Power North America, LLC (Orsted) to incidentally harass marine mammals during marine site characterization surveys conducted off the coast of Delaware in the Bureau of Ocean Energy Management (BOEM) Commercial Lease of Submerged Lands for Renewable Energy Development on the Outer Continental Shelf (OCS) Lease Areas OCS-A 0482 and 0519 (Lease Areas), and the associated export cable route (ECR) area.

This notice pertains to a requested revision and extension of the approved collection of information for national marine sanctuary advisory council applications. The purpose of this notice is to allow for 60 days of public comment preceding submission of the collection to OMB.
Atlantic Highly Migratory Species; Meeting of the Atlantic Highly Migratory Species Advisory Panel
NMFS will hold a 2-day Atlantic Highly Migratory Species (HMS) Advisory Panel (AP) meeting in September 2024. The intent of the meeting is to consider options for the conservation and management of Atlantic HMS. The meeting is open to the public.

Certain Pasta From Italy: Notice of Initiation and Preliminary Results of Antidumping Duty Changed Circumstances Review
The U.S. Department of Commerce (Commerce) is initiating a changed circumstances review (CCR) of the antidumping duty (AD) order on certain pasta (pasta) from Italy. Further, Commerce preliminarily determines that Gruppo Milo SpA (Gruppo Milo) is the successor-in- interest to Gruppo Alimentare Mediterraneo Milo Srl (GRAMM) and should be assigned the same AD cash deposit rate as GRAMM for purposes of the AD order on pasta from Italy. Interested parties are invited to comment on these preliminary results.
Fisheries Off West Coast States; Modification of the West Coast Salmon Fisheries; Inseason Actions #1 Through #3
NMFS announces three inseason actions for the 2024-2025 ocean salmon fishing season. These inseason actions modify the commercial salmon troll fisheries in the area from the U.S./Canada border to the Oregon/California border.
Pacific Island Fisheries; Annual Catch Limit and Accountability Measure for the Commonwealth of the Northern Mariana Islands Bottomfish in 2024-2025
This final rule implements an annual catch limit (ACL) and annual catch target (ACT) for bottomfish in the Commonwealth of the Northern Mariana Islands (CNMI) for fishing years 2024 and 2025. This rule does not revise, add, or remove the most recent current accountability measure (AM) in NOAA's regulations. Under that AM, NMFS will reduce the ACL and ACT in the following fishing year by the amount of the overage if the average catch from the most recent 3 years exceeds the ACL. This final rule supports the long-term sustainability of the CNMI bottomfish fishery.
