On February 8, 2022, the Department of Commerce, published a 60-day public comment period notice in the Federal Register with FR Document Number 2022-02601 (Pages 7156-7157) seeking public comments for an information collection entitled, ``Licensing of Private Remote Sensing Space Systems.'' This document referenced incomplete information in the ABSTRACT and DATA sections, and Commerce hereby issues a correction notice as required by the Paperwork Reduction Act of 1995.

The New England Fishery Management Council (Council) is scheduling a public meeting of its Joint Ecosystem-Based Fishery Management Committee and Plan Development Team via webinar to consider actions affecting New England fisheries in the exclusive economic zone (EEZ). Recommendations from this group will be brought to the full Council for formal consideration and action, if appropriate.

This final rule implements a rebuilding plan that includes annual catch limits (ACL) and accountability measures (AM) for the overfished bottomfish stock complex in Guam. This action is necessary to rebuild the overfished stock consistent with the requirements of the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson- Stevens Act).

The Department of Commerce (Commerce) received scope ruling applications, requesting that scope inquiries be conducted to determine whether identified products are covered by the scope of antidumping duty (AD) and/or countervailing duty (CVD) orders and that Commerce issue scope rulings pursuant to those inquiries. In accordance with Commerce's regulations, we are notifying the public of the filing of the scope ruling applications listed below in the month of January 2022.

The Department of Commerce, in accordance with the Paperwork Reduction Act (PRA) of 1995, invites the general public and other Federal agencies to comment on proposed, and continuing information collections, which helps us assess the impact of our information collection requirements and minimize the public's reporting burden. The purpose of this notice is to allow for 60 days of public comment on the proposed revision of the Current Population Survey, School Enrollment Supplement, prior to the submission of the information collection request (ICR) to OMB for approval.

The United States Department of Commerce, International Trade Administration, is announcing amended dates and deadlines for submitting applications for two upcoming trade missions that were previously announced and published in the Federal Register: Trade Mission to Central America in Conjunction with The Trade AmericasBusiness Opportunities in Central America Conference scheduled for March 27-April 1, 2022, postponed to August 21-26, 2022. US-UK Financial Innovation Partnership Trade Mission to the United Kingdom scheduled for June 20-23, 2022, postponed to June 27-29, 2022.

In March 2007, the Governments of the United States and Brazil established the U.S.-Brazil CEO Forum (Forum). This notice announces the opportunity for up to twelve individuals for appointment to the U.S. Section of the Forum for a three-year term starting May 1, 2022 and ending May 1, 2025. Nominations received in response to this notice will also be considered for on-going appointments to fill any future vacancies that may arise before May 1, 2025.

The National Construction Safety Team (NCST) Advisory Committee (Committee) will hold a virtual meeting via web conference on Wednesday, June 8, 2021, from 11:00 a.m. to 5:00 p.m. and Thursday, June 9, 2021, from 11:00 a.m. to 5:00 p.m. Eastern Time. The primary purpose of this meeting is to update the Committee on the progress of the NCST investigation focused on the impacts of Hurricane Maria in Puerto Rico, progress of the NCST investigation focused on the Champlain Towers South partial building collapse that occurred in Surfside, Florida, and the implementation of recommendations from the Joplin tornado investigation. The agenda may change to accommodate Committee business. The Office of the Under Secretary for Economic Affairs is providing notice of two upcoming meetings of the Advisory Committee on Data for Evidence Building (ACDEB or Committee). These will constitute the sixteenth and seventeenth meetings of the Committee in support of its charge to review, analyze, and make recommendations on how to promote the use of Federal data for evidence building purposes. At the conclusion of the Committee's first and second years, it will submit to the Director of the Office of Management and Budget, Executive Office of the President, annual reports on the activities and findings of the Committee. These reports will also be made available to the public.

This final rule distributes sector allocation carried over from fishing year 2020 into fishing year 2021 and corrects the regulations implementing Framework Adjustment 61 to the Northeast Multispecies Fishery Management Plan. This action is necessary to correct regulatory errors and to allocate carryover quota to sectors. The carryover adjustments are routine and formulaic, and industry expects them each year.

NMFS closes the southern area Angling category fishery for large medium and giant (``trophy'' (i.e., measuring 73 inches (185 cm) curved fork length or greater)) Atlantic bluefin tuna (BFT). This action applies to Highly Migratory Species (HMS) Angling category permitted vessels and Atlantic HMS Charter/Headboat permitted vessels when fishing recreationally.

NMFS has approved four companies to provide industry-funded monitoring services (observing, at-sea monitoring, and/or portside sampling) to Atlantic herring vessels during industry-funded monitoring years 2022-2023 (April 1, 2022, through March 31, 2024). Monitoring coverage regulations require that any entities seeking to provide monitoring services, including services for industry-funded monitoring programs, must apply for and obtain approval from NMFS. This action will allow Atlantic herring vessels to secure industry-funded monitoring services from any of the approved providers during 2022- 2023.

The Department of Commerce (Commerce) is amending the final results of the administrative review of the antidumping duty order on certain aluminum foil from the People's Republic of China (China) to correct ministerial errors. The period of review (POR) is April 1, 2019, through March 31, 2020.

The Acting Chief Financial Officer/Assistant Secretary of Commerce for Administration, with the concurrence of the General Services Administration, renewed the Charter for the National Medal of Technology and Innovation Nomination Evaluation Committee (NMTI Committee) on February 9, 2022.

NMFS is prohibiting directed fishing for Pacific cod by vessels using pot gear in the Western Regulatory Area of the Gulf of Alaska (GOA). This action is necessary to prevent exceeding the A season allowance of the 2022 total allowable catch (TAC) of Pacific cod by vessels using pot gear in the Western Regulatory Area of the GOA.

The Department of Commerce (Department) published a notice in the Federal Register of its intent to request that the Office of Management and Budget (OMB) extend approval, without change, under the Paperwork Reduction Act (PRA), to a collection of information for its employees to request a medical exception to the COVID-19 vaccination requirement on January 25, 2022. That notice is withdrawn in light of the January 21, 2022 nationwide preliminary injunction enjoining implementation and enforcement of the federal employee vaccination requirement pursuant to the President's Executive Order 14043 of September 9, 2021, ``Requiring Coronavirus Disease 2019 Vaccination for Federal Employees.'' The Department seeks comment on its new notice of intent to request that OMB approve, without change, under the PRA, a collection of information for its employees to request a medical exception to the COVID-19 vaccination requirement.

NMFS proposes revisions to regulations that implement the Pacific Fishery Management Council's (Council) Pacific Coast Salmon Fishery Management Plan (FMP). This proposed action would remove a rebuilding plan for Sacramento River fall-run Chinook salmon (SRFC) from regulation, as this stock has been rebuilt and is no longer required to be managed under a rebuilding plan, and would update language to reflect the 2013 merger of NMFS' Northwest Region (NWR) and Southwest Region (SWR), which created NMFS' West Coast Region (WCR).

The National Oceanic and Atmospheric Administration (NOAA) and the U.S. Environmental Protection Agency (EPA) (hereafter, ``the agencies'') invite public comment on the agencies' proposed finding that Texas has satisfied all conditions the agencies established as part of their 2003 approval of the State's coastal nonpoint pollution control program (coastal nonpoint program). The Coastal Zone Act Reauthorization Amendments (CZARA) directs states and territories with coastal zone management programs previously approved under Section 306 of the Coastal Zone Management Act to develop and implement coastal nonpoint programs, which must be submitted to the Federal Register for approval. Prior to making such a finding, NOAA and the EPA invite public input on the agencies' rationale for this proposed finding.

The Gulf of Mexico Fishery Management Council (Council) will hold a three-day hybrid meeting for both in-person and virtual participation of its Standing, Reef Fish, Socioeconomic, and Ecosystem Scientific and Statistical Committees (SSC).

The North Pacific Fishery Management Council (Council) Partial Coverage Fishery Monitoring Advisory Committee (PCFMAC) will meet March 3, 2022.
