The Information Security and Privacy Advisory Board (ISPAB) will meet Wednesday, December 8, 2021 and Thursday, December 9, 2021 from 10:00 a.m. until 4:30 p.m., Eastern Time. All sessions will be open to the public.

The Bureau of Industry and Security (BIS) in this notice is publishing a report that summarizes the findings of an investigation conducted by the U.S. Department of Commerce (the ``Department'') pursuant to Section 232 of the Trade Expansion Act of 1962, as amended (``Section 232''), into the effect of imports of titanium sponge on the national security of the United States. This report was completed on November 29, 2019 and posted on the BIS website in July 2021. BIS has not published the appendices to the report in this notification of report findings, but they are available online at the BIS website, along with the rest of the report (see the ADDRESSES section).

NMFS reviewed the Alaska, Atlantic, and Pacific regional marine mammal stock assessment reports (SARs) in accordance with the Marine Mammal Protection Act (MMPA). SARs for marine mammals in the Alaska, Atlantic, and Pacific regions were revised according to new information. NMFS solicits public comments on the draft 2021 SARs. NMFS is also requesting new information for strategic stocks that were not updated in 2021.

The National Construction Safety Team (NCST) Advisory Committee (Committee) will hold a virtual meeting via web conference on Monday, November 8, 2021, from 11:00 a.m. to 5:00 p.m. Eastern Time. The primary purposes of this meeting are to: Update the Committee on the progress of the NCST investigation focused on the impacts of Hurricane Maria in Puerto Rico and the NCST investigation focused on the Champlain Towers South partial building collapse that occurred in Surfside, Florida; finalize the Committee's annual report to Congress; and provide an overview of event scoring and readiness of teams. The agenda may change to accommodate Committee business. Notice is hereby given of a virtual meeting of the U. S. Integrated Ocean Observing System (IOOS[supreg]) Advisory Committee (Committee). The meeting is open to the public and an opportunity for oral and written comments will be provided.

The Department of Commerce (Commerce) determines that polyester textured yarn from the Socialist Republic of Vietnam (Vietnam) is being, or is likely to be, sold in the United States at less than fair value. The period of investigation is April 1, 2020, through September 30, 2020.

The Department of Commerce (Commerce) determines that polyester textured yarn (yarn) from Malaysia is being, or is likely to be, sold in the United States at less than fair value (LTFV). The period of investigation is October 1, 2019, through September 30, 2020.

Based upon the timely withdrawal of all review requests, the Department of Commerce (Commerce) is rescinding the administrative reviews covering the periods of review for the antidumping duty (AD) and countervailing duty (CVD) orders identified in the table below.

NMFS is prohibiting directed fishing for Pacific ocean perch in the Western Regulatory Area of the Gulf of Alaska (GOA). This action is necessary to prevent exceeding the 2021 total allowable catch of Pacific ocean perch in the Western Regulatory Area of the GOA.

The Bureau of Economic Analysis (BEA) is giving notice of a meeting of the Federal Economic Statistics Advisory Committee (FESAC). The Committee advises the Under Secretary for Economic Affairs, the Directors of the Bureau of Economic Analysis and the Census Bureau, and the Commissioner of the U.S. Department of Labor's Bureau of Labor Statistics (BLS) on statistical methodology and other technical matters related to the collection, tabulation, and analysis of federal economic statistics. The Economic Development Administration (EDA) has received petitions for certification of eligibility to apply for Trade Adjustment Assistance from the firms listed below. Accordingly, EDA has initiated investigations to determine whether increased imports into the United States of articles like or directly competitive with those produced by each of the firms contributed importantly to the total or partial separation of the firms' workers, or threat thereof, and to a decrease in sales or production of each petitioning firm.

The Department of Commerce (Commerce) determines that The Navigator Company, S.A. (Navigator) made sales of certain uncoated paper (uncoated paper) from Portugal in the United States at less than normal value during the period of review (POR) March 1, 2019, through February 29, 2020.

The Advisory Committee on Commercial Remote Sensing (``ACCRES'') will meet for 2 half-day meetings on November 3-November 4, 2021.

This interim final rule outlines the progress the United States has made in export controls pertaining to cybersecurity items, revised Commerce Control List (CCL) implementation, and requests from the public information about the impact of these revised controls on U.S. industry and the cybersecurity community. Specifically, this rule establishes a new control on these items for National Security (NS) and Anti-terrorism (AT) reasons, along with a new License Exception Authorized Cybersecurity Exports (ACE) that authorizes exports of these items to most destinations except in the circumstances described. These items warrant controls because these tools could be used for surveillance, espionage, or other actions that disrupt, deny or degrade the network or devices on it.

The National Institute of Standards and Technology (NIST) requests public comments on the Draft Promoting Access to Voting: Recommendations for Addressing Barriers to Private and Independent Voting for People with Disabilities Document (Draft). The Draft was developed by NIST using information collected through the Request for Information (RFI) that was published in the Federal Register on June 16, 2021; review of reports, papers and other literature; and engagement with stakeholder organizations and election officials. The Draft was developed in response to NIST responsibilities set forth in Executive Order (E.O.) 14019, Promoting Access to Voting. Under section 7 of the E.O., Ensuring Equal Access for Voters with Disabilities, NIST is directed to evaluate the steps needed to ensure that the online Federal Voter Registration Form is accessible to people with disabilities and to analyze barriers to private and independent voting for people with disabilities and make recommendations to remove these barriers. The Draft is posted on the Federal eRulemaking Portal at https://www.regulations.gov as well as the NIST website at: https:// www.nist.gov/itl/voting. The use of the eRulemakng Portal does not imply that the Draft is a regulation, nor mandatory guidance for federal agencies.
