The Department of Commerce (Commerce) seeks public comment on any subsidies, including stumpage subsidies, provided by certain countries exporting softwood lumber or softwood lumber products to the United States during the period July 1, 2020, through December 31, 2020.

On December 22, 2020, the Department of Commerce (Commerce) published the preliminary results of the administrative review of the antidumping duty (AD) order on polyethylene retail carrier bags (PRCBs) from Malaysia. The period of review (POR) is August 1, 2018, through July 31, 2019. We continue to find that PRCBs from Malaysia were not sold at less than normal value during the POR.

The South Atlantic Fishery Management Council (Council) will hold a series of public hearings via webinar pertaining to Amendment 10 to the Coral, Coral Reef and Live Hard Bottom Habitat Fishery Management Plan (FMP). The amendment addresses establishing a Shrimp Fishery Access Area along the eastern border of the northern extension of the Oculina Bank Coral Habitat Area of Particular Concern (HAPC).

The Bureau of Economic Analysis (BEA) is giving notice of a meeting of the Federal Economic Statistics Advisory Committee (FESAC). The Committee advises the Under Secretary for Economic Affairs, the Directors of the Bureau of Economic Analysis and the Census Bureau, and the Commissioner of the U.S. Department of Labor's Bureau of Labor Statistics (BLS) on statistical methodology and other technical matters related to the collection, tabulation, and analysis of federal economic statistics. This final rule revises the Department of Commerce (Department) regulations under the Freedom of Information Act (FOIA) and the Privacy Act. The revisions clarify and update the language of procedural requirements pertaining to the inclusion of Social Security account numbers on documents that the Department sends by mail. These revisions are necessary to implement the Social Security Number Fraud Prevention Act of 2017 (the Act), which restricts the inclusion of Social Security numbers (SSNs) on documents sent by mail by the Federal government.

The New England Fishery Management Council is convening its Scientific and Statistical Committee (SSC) via webinar to consider actions affecting New England fisheries in the exclusive economic zone (EEZ). Recommendations from this group will be brought to the full Council for formal consideration and action, if appropriate.

The Department of Commerce (Commerce) is rescinding the administrative review of the countervailing duty (CVD) order on certain coated paper suitable for high-quality print graphics using sheet-fed presses from the People's Republic of China (China) for the period of review (POR) January 1, 2019, through December 31, 2019, based on the timely withdrawal of the request for review.

The Department of Commerce (Commerce) preliminarily determines that sales of circular welded carbon-quality steel pipe (CWP) from the United Arab Emirates (UAE) have been made below normal value during the period of review (POR), December 1, 2018, through November 30, 2019. Further, Commerce is rescinding the administrative review, in part, with respect to K.D. Industries Inc. (K.D. Industries) and Tiger Steel Industries LLC (Tiger Steel). The Department of Commerce (Commerce) is amending the final results of the administrative review of the antidumping duty (AD) order on certain carbon and alloy steel cut-to-length plate (CTL plate) from Belgium to correct a ministerial error.

The Department of Commerce (Commerce) determines that certain producers/exporters of passenger vehicle and light truck tires (passenger tires) from the People's Republic of China (China) received countervailable subsidies during the period of review, January 1, 2018, through December 31, 2018.

We, NMFS, announce our intent to conduct a 5-year review of Southern Resident killer whales (Orcinus orca) under the Endangered Species Act of 1973, as amended (ESA). The purpose of 5-year reviews is to ensure that the listing classification of a species remains accurate. This 5-year review will be based on the best scientific and commercial data available at the time of the review; therefore, we request submission of any such information on Southern Resident killer whales that has become available since our previous 5-year review was completed in 2016. Based on the results of this 5-year review, we will make the requisite determination under the ESA.

NMFS has received a request from the U.S. Marine Corps (USMC) for the Renewal of their currently active incidental harassment authorization (IHA) to take marine mammals incidental to training exercises at Marine Corps Air Station (MCAS) Cherry Point Range Complex, North Carolina. These activities are identical to those covered in the currently active authorization, which is effective through May 17, 2021. Pursuant to the Marine Mammal Protection Act, prior to issuing the currently active IHA, NMFS requested comments on both the proposed IHA and the potential for renewing the initial authorization if certain requirements were satisfied. The Renewal requirements have been satisfied, and NMFS is now providing an additional 15-day comment period to allow for any additional comments on the proposed Renewal not previously provided during the initial 30- day comment period. If issued, the Renewal IHA would be effective for a period of one year, from May 18, 2021, through May 17, 2022.

In accordance with the regulations implementing the Marine Mammal Protection Act (MMPA), as amended, notification is hereby given that NMFS has issued a modified incidental harassment authorization (IHA) to Dominion Energy Virginia (Dominion) to incidentally harass marine mammals incidental to marine site characterization surveys conducted in the areas of the Commercial Lease of Submerged Lands for Renewable Energy Development on the Outer Continental Shelf (OCS) Offshore Virginia (Lease No. OCS-A-0483) as well as in coastal waters where an export cable corridor will be established in support of the Coastal Virginia Offshore Wind Commercial (CVOW Commercial) Project.

NMFS will hold a 3-day Atlantic Highly Migratory Species (HMS) Advisory Panel (AP) meeting and a 1-day Recreational Roundtable/Large Pelagics Survey (LPS) Workshop via webinar in May 2021. The intent of the HMS AP meeting is to consider options for the conservation and management of Atlantic HMS. The intent of the Recreational Roundtable/ LPS Workshop is to discuss HMS recreational fishing issues and to inform the public about, and field questions regarding, the LPS relative to HMS. The meetings are open to the public.

On January 29, 2021, the U.S. Court of International Trade (CIT) issued its final judgment in Shandong Yongtai Group Co., Ltd. v. United States, Consol. Court No. 18-00077, sustaining the Department of Commerce (Commerce)'s first remand results pertaining to the administrative review of the antidumping duty (AD) order on certain passenger vehicle and light truck tires (passenger tires) from the People's Republic of China (China) covering the period of review (POR) January 27, 2015, through July 31, 2016. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's final results of the administrative review, and that Commerce is amending the final results with respect to the dumping margin assigned to Shandong Yongtai Chemical Co., Ltd. and its successor-in-interest Shandong Yongtai Group Co., Ltd.
