On behalf of the Ocean Policy Committee, Ocean Science and Technology Subcommittee, and the Office of Science and Technology Policy (OSTP) and the Council on Environmental Quality (CEQ) as Co- Chairs of the Ocean Policy Committee, the National Ocean Mapping, Exploration, and Characterization Council (NOMEC Council) requests input from all interested parties on the development of an Implementation Plan for the National Strategy for Ocean Mapping, Exploring, and Characterizing the United States Exclusive Economic Zone (U.S. EEZ) (``National Strategy''). Through this Request for Information (RFI), the NOMEC Council seeks input from the public on engaging stakeholders in developing the Implementation Plan for the National Strategy, and the processes that will ensure implementation is informed by and responsive to all sectors through sustained engagement and effective partnerships.

Notice is hereby given of the availability of final evaluation findings of state coastal programs and national estuarine research reserves. The NOAA Office for Coastal Management has completed review of the Coastal Zone Management Program evaluations for the states and territories of California, Commonwealth of the Northern Mariana Islands, Delaware, Georgia, Hawaii, Minnesota, Mississippi, Pennsylvania, Rhode Island, South Carolina, and Wisconsin. In addition, the NOAA Office for Coastal Management has completed review of the National Estuarine Research Reserve evaluations for Great Bay, Hudson River, Kachemak Bay, North Inlet-Winyah Bay, Old Woman Creek, and Rookery Bay, and Sapelo Island. The Department of Commerce (Commerce) is rescinding the administrative review of the antidumping duty order on oil country tubular goods from the People's Republic of China (China) for the period May 1, 2019, through April 30, 2020, based on the timely withdrawal of the request for review.

The U.S. Department of Commerce (Commerce) is rescinding an administrative review of the Agreement Suspending the Antidumping Investigation on Uranium from the Russian Federation (Agreement) for the period of review (POR) from October 1, 2017 through September 30, 2018. Commerce finalized an amendment to the Agreement, rendering the administrative review of the pre-existing Agreement moot.

The Department of Commerce (Commerce) is rescinding the administrative review of the antidumping duty (AD) order on biodiesel from Argentina for the period of review (POR) April 1, 2019, through March 31, 2020, based on the timely withdrawal of the request for review.

This notice sets forth the schedule and proposed agenda of a forthcoming meeting of the National Sea Grant Advisory Board (Board). Board members will discuss and provide advice on the National Sea Grant College Program (NSGCP) in the areas of program evaluation, strategic planning, education and extension, science and technology programs, and other matters as described in the agenda found on the NSGCP website at https://seagrant.noaa.gov/WhoWeAre/Leadership/ NationalSeaGrantAdvisoryBoard/UpcomingAdvisoryBoardMeetings.a spx. A cover letter highlighting specific areas of expertise relevant to the purpose of the Board is helpful, but not required. NMFS has received a request from the Gastineau Channel Historical Society (GCHS) for the re-issuance of a previously issued incidental harassment authorization (IHA) with the only change being effective dates. The initial IHA authorized take of seven species of marine mammals, by Level A and Level B harassment, incidental to construction associated with the Sentinel Island moorage float near Juneau, Alaska. The project has been delayed and none of the work covered in the initial IHA has been conducted. GCHS has requested re- issuance with new effective dates over the same period in 2021 (i.e., July 15, 2021 through September 20, 2021). The scope of the activities and anticipated effects remain the same, authorized take numbers are not changed, and the required mitigation, monitoring, and reporting remains the same as included in the initial IHA. NMFS is, therefore, issuing a second identical IHA to cover the incidental take analyzed and authorized in the initial IHA.

The Bureau of Industry and Security (BIS) is amending the Export Administration Regulations (EAR) by removing forty (40) persons from the Unverified List (``UVL'') and adding twenty-six (26) persons to the UVL. The 40 persons are removed from the UVL on the basis that BIS was able to verify their bona fides (i.e., legitimacy and reliability relating to the end use and end user of items subject to the EAR) on the basis of a successful end-use check or because the companies are no longer registered to do business in the country of listing and are no longer involved in U.S. exports. The 26 persons are being added to the UVL on the basis that BIS could not verify their bona fides because an end-use check could not be completed satisfactorily for reasons outside the U.S. Government's control.

In accordance with the regulations implementing the Marine Mammal Protection Act (MMPA) as amended, notification is hereby given that NMFS has issued an incidental harassment authorization (IHA) to [Oslash]rsted Wind Power North America, LLC, ([Oslash]rsted) to incidentally harass, by Level B harassment only, marine mammals during marine site characterization surveys in coastal waters from New York to Massachusetts in the areas of the Commercial Lease of Submerged Lands for Renewable Energy Development on the Outer Continental Shelf (OCS-A 0486/0517, OCS-A 0487, and OCS-A 0500) and along potential export cable routes to shoreline locations from New York to Massachusetts.

NMFS announces that the State of New Hampshire is transferring a portion of its 2020 commercial bluefish quota to the State of North Carolina. This quota adjustment is necessary to comply with the Atlantic Bluefish Fishery Management Plan quota transfer provisions. This announcement informs the public of the revised commercial bluefish quotas for New Hampshire and North Carolina.

The Department of Commerce (Commerce) determines that the producer/exporter subject to this administrative review made sales in the United States of certain hot-rolled steel flat products from Australia at less than normal value during the period of review (POR) October 1, 2017 through September 30, 2018.

The Department of Commerce (Commerce) is amending the preliminary determination of the less-than-fair-value (LTFV) investigation of certain vertical shaft engines between 225cc and 999cc, and parts thereof (vertical shaft engines) from the People's Republic of China (China) to correct a significant ministerial error with respect to our preliminary critical circumstances determination. The period of investigation is July 1, 2019 through December 31, 2019.

The Department of Commerce (Commerce) is rescinding the administrative review of the countervailing duty (CVD) order on certain steel nails (steel nails) from the Socialist Republic of Vietnam (Vietnam) for the period January 1, 2019, through December 31, 2019 (POR), based on timely withdrawal of the request for review.

The Groundfish Subcommittee of the Pacific Fishery Management Council's (Pacific Council's) Scientific and Statistical Committee (SSC) will hold an online meeting to review proposed length-based assessment methods. The meeting is open to the public.

The South Atlantic Fishery Management Council (Council) will hold a meeting of Wreckfish Individual Transferable Quota (ITQ) Shareholders and Wholesale Dealers.

This notice announces the expansion of employee coverage under the Commerce Alternative Personnel System (CAPS), formerly the Department of Commerce Personnel Management Demonstration Project, published in the Federal Register on December 24, 1997. This coverage is extended to include employees of the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) located in the Southeast Regional Office.

The Economic Development Administration (EDA) has received petitions for certification of eligibility to apply for Trade Adjustment Assistance from the firms listed below. Accordingly, EDA has initiated investigations to determine whether increased imports into the United States of articles like or directly competitive with those produced by each of the firms contributed importantly to the total or partial separation of the firms' workers, or threat thereof, and to a decrease in sales or production of each petitioning firm.

The Department of Commerce (Commerce) has received requests to conduct administrative reviews of various antidumping duty (AD) and countervailing duty (CVD) orders and findings with August anniversary dates. In accordance with Commerce's regulations, we are initiating those administrative reviews.
