This notice cancels the meeting of the United States Investment Advisory Council previously scheduled for Friday, February 17, 2017 from 2:30 p.m.-3:30 p.m. EST. The Federal Register Notice announcing this meeting was published on January 27, 2017 (Document Number 2017-01837).

As a result of this sunset review, the Department of Commerce (``Department'') finds that revocation of the antidumping duty (``AD'') order on pure magnesium from the People's Republic of China would be likely to lead to continuation or recurrence of dumping at the dumping margins identified in the ``Final Results of Review'' section of this notice.

NMFS reduces the commercial trip limit of Atlantic migratory group Spanish mackerel in or from the exclusive economic zone (EEZ) in the Atlantic migratory group southern zone to 1,500 lb (680 kg), round weight, per day. This trip limit reduction is necessary to maximize the socioeconomic benefits of the quota.

The Institute for Telecommunication Sciences (ITS) of the National Telecommunications and Information Administration (NTIA), U.S. Department of Commerce, will host a two-day workshop on Tactical Encryption and Key Management. The goal of the workshop is to identify solutions to the problem of how to dynamically key and re-key different groups with varying levels of access and for varying lengths of time using existing infrastructure or over an ad hoc network that is reliable and user friendly.

The Department of Commerce (``the Department'') is initiating a new shipper review (``NSR'') with respect to Jiangsu Runchen Agricultural/Sideline Foodstuff Co., Ltd. (``Jiangsu Runchen'') in the context of the antidumping duty order on honey from the People's Republic of China (``PRC''). The period of review (``POR'') for this NSR is December 1, 2015, through November 30, 2016.

The Department of Commerce (the ``Department'') preliminarily determines that dioctyl terephthalate (``DOTP'') from the Republic of Korea (``Korea'') is being, or is likely to be, sold in the United States at less than fair value (``LTFV''). The period of investigation (``POI'') is April 1, 2015, through March 31, 2016. The estimated weighted-average dumping margins of sales at LTFV are shown in the ``Preliminary Determination'' section of this notice. Interested parties are invited to comment on this preliminary determination.

The Department of Commerce (Department) is amending its final negative determination of sales at less-than-fair-value (LTFV) with respect to certain new pneumatic off-the-road tires (OTR tires) from India to correct ministerial errors in the calculation of the weighted- average dumping margin of Alliance Tires Private Limited (ATC), one of the mandatory respondents in the investigation. Correction of these errors results in a revised margin for ATC that is above de minimis, and, thus, also results in an affirmative determination of sales at LTFV. The Department is also assigning a new ``All-Others'' rate.

The North Pacific Fishery Management Council (Council) Electronic Monitoring Workgroup (EMWG) will hold a public meeting on March 28, 2017 through March 29, 2017.

Based on affirmative final determinations by the Department of Commerce (Department) and the International Trade Commission (ITC), the Department is issuing antidumping duty orders on certain carbon and alloy steel cut-to-length plate (CTL plate) from Brazil, South Africa, and the Republic of Turkey (Turkey).

This notice sets forth the schedule and proposed agenda of a meeting of the Environmental Technologies Trade Advisory Committee (ETTAC).

NMFS is prohibiting directed fishing for Pacific cod by catcher vessels greater than or equal to 60 feet (18.3 meters (m)) length overall (LOA) using pot gear in the Bering Sea and Aleutian Islands management area (BSAI). This action is necessary to prevent exceeding the A season apportionment of the 2017 Pacific cod total allowable catch allocated to catcher vessels greater than or equal to 60 feet (18.3m) LOA using pot gear in the BSAI.

The New England Fishery Management Council (Council) is scheduling a public meeting of its Scallop Advisory Panel to consider actions affecting New England fisheries in the exclusive economic zone (EEZ). Recommendations from this group will be brought to the full Council for formal consideration and action, if appropriate.

The Department of Commerce (the Department) is rescinding the administrative review of the antidumping duty order on polyethylene retail carrier bags from the People's Republic of China (PRC) for the period August 1, 2015, through July 31, 2016.

The North Pacific Fishery Management Council's Pacific Northwest Crab Industry Advisory Committee (PNCIAC) will meet February 20, 2017.

ONMS is seeking applications for vacant seats for six of its 13 national marine sanctuary advisory councils and Northwestern Hawaiian Islands Coral Reef Ecosystem Reserve Advisory Council (advisory councils). Vacant seats, including positions (i.e., primary and alternate), for each of the advisory councils are listed in this notice under Supplementary Information. Applicants are chosen based upon their particular expertise and experience in relation to the seat for which they are applying; community and professional affiliations; views regarding the protection and management of marine or Great Lakes resources; and possibly the length of residence in the area affected by the sanctuary. Applicants chosen as members or alternates should expect to serve two or three-year terms, pursuant to the charter of the specific national marine sanctuary advisory council or Northwestern Hawaiian Islands Coral Reef Ecosystem Reserve Advisory Council.
