Narrow Woven Ribbons With Woven Selvedge From Taiwan; Final Results of Antidumping Duty Administrative Review; 2013-2014
On October 7, 2015, the Department of Commerce (the Department) published the Preliminary Results of the fourth administrative review of the antidumping duty (AD) order on narrow woven ribbons with woven selvedge (NWR) from Taiwan.\1\ The review covers two producers/exporters of the subject merchandise, Roung Shu Industry Corporation (Roung Shu) and A-Madeus Textile Ltd. (A-Madeus). The period of review (POR) is September 1, 2013, through August 31, 2014. We gave interested parties an opportunity to comment on the Preliminary Results and, based upon our analysis of the comments, we continue to find that sales of subject merchandise to the United States have been made at prices below normal value (NV). The final dumping margins for the reviewed companies are listed below in the section entitled ``Final Results of the Review.''

Request for Comments on the Application of the Written Description Requirement to Specific Situations in Design Applications
The United States Patent and Trademark Office (``USPTO'' or ``Office'') is evaluating how the written description requirement applies to certain design applications. In particular, the USPTO has developed a proposed approach for design examiners to apply general principles governing compliance with the written description requirement to specific situations in design applications. The USPTO is seeking public comment on the proposed approach as well as examples that the public believes would be helpful to illustrate the proposed approach or any suggested approach for applying the written description requirement in design applications.

Takes of Marine Mammals Incidental to Specified Activities; Taking Marine Mammals Incidental to the Installation of the Block Island Wind Farm Export and Inter-Array Cables
NMFS has received an application from Deepwater Wind Block Island, LLC (DWBI) for an Incidental Harassment Authorization (IHA) to take marine mammals, by harassment, incidental to the installation of the Block Island Wind Farm (BIWF) Export and Inter-Array Cables. Pursuant to the Marine Mammal Protection Act (MMPA), NMFS is requesting comments on its proposal to issue an IHA to DWBI to incidentally take, by Level B harassment only, small numbers of marine mammals during the specified activity.
New England Fishery Management Council; Public Meeting
The New England Fishery Management Council (Council) is scheduling a public meeting of its Scallop Plan Development Team and Advisory Panel on Wednesday, May 4, 2016, to consider actions affecting New England Fisheries in the exclusive economic zone (EEZ). Glycine From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review; 2014-2015
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on glycine from the People's Republic of China (PRC). The period of review (POR) is March 1, 2014, through February 28, 2015. This review covers five companies, Baoding Mantong Fine Chemistry Co., Ltd. (Baoding Mantong), Nutracare International (Nutracare), Ravi Industries (Ravi), Kumar Industries (Kumar), and Rudraa International (Rudraa). The Department preliminarily finds that these five companies did not have reviewable entries during the POR. We invite interested parties to comment on these preliminary results.
Recruitment of First Responder Network Authority Board Members
The National Telecommunications and Information Administration (NTIA) issues this Notice on behalf of the First Responder Network Authority (FirstNet) to initiate the annual process to seek expressions of interest from individuals who would like to serve on the FirstNet Board.\1\ Four of the 12 appointments of non-permanent members to the FirstNet Board expire in August 2016. The Secretary of Commerce may reappoint individuals to serve on the FirstNet Board provided they have not served two consecutive full three-year terms.\2\ NTIA issues this Notice to obtain expressions of interest in the event the Secretary must fill any vacancies arising on the Board. Expressions of interest will be accepted until May 20, 2016.

Pressure Sensitive Plastic Tape From Italy: Continuation of the Antidumping Duty Finding
As a result of the determinations by the Department of Commerce (the Department) and the International Trade Commission (ITC) that revocation of the antidumping duty finding on pressure sensitive plastic tape (PSP tape) from Italy would likely lead to a continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing a notice of continuation of the antidumping duty finding on PSP tape from Italy.
Fisheries of the Northeastern United States; Summer Flounder Fishery; Quota Transfer
NMFS announces that the State of North Carolina is transferring a portion of its 2016 commercial summer flounder quota to the State of New Jersey and the Commonwealth of Massachusetts. These quota adjustments are necessary to comply with the Summer Flounder, Scup and Black Sea Bass Fishery Management Plan quota transfer provision. This announcement informs the public of the revised commercial quota for each state involved.
Fisheries of the Caribbean, Gulf of Mexico, and South Atlantic; Shrimp Fishery of the Gulf of Mexico; Amendment 17A
NMFS proposes regulations to implement Amendment 17A to the Fishery Management Plan for the Shrimp Fishery of the Gulf of Mexico (FMP), as prepared and submitted by the Gulf of Mexico (Gulf) Fishery Management Council (Council). This proposed rule would extend the current Gulf commercial shrimp permit moratorium. The intent of this proposed rule and Amendment 17A is to protect federally managed Gulf shrimp stocks while promoting catch efficiency, economic efficiency, and stability in the fishery.
Takes of Marine Mammals Incidental to Specified Activities; Taking Marine Mammals Incidental to Russian River Estuary Management Activities
In accordance with the regulations implementing the Marine Mammal Protection Act (MMPA) as amended, notification is hereby given that NMFS has issued an incidental harassment authorization (IHA) to the Sonoma County Water Agency (SCWA) to incidentally harass, by Level B harassment only, three species of marine mammals during estuary management activities conducted at the mouth of the Russian River, Sonoma County, California.
Endangered Species Act; Public Meeting Addendum
The purpose of the program review is to ensure that recovery program priorities and implementation are aligned with resources and mission mandates; enhance and align strategic management of NMFS regulatory programs; and provide transparency in the operation of NMFS recovery program. The purpose of this notice is to provide the final agenda and remote access information for the public meeting.
Atlantic Highly Migratory Species; Archival Tag Management Measures
NMFS is proposing to revise the regulations that currently require persons surgically implanting archival tags in Atlantic highly migratory species (HMS) or externally affixing archival tags to such species to obtain written authorization from NMFS and that require fishermen to report their catches of Atlantic HMS with such tags to NMFS. Archival tags are tags that record scientific information about the migratory behavior of a fish and include tags that are surgically implanted in a fish and tags that are externally affixed, such as pop-up satellite (PSAT) and smart position and temperature tags (SPOT). Specifically, this rule would remove the requirement for researchers to obtain written authorization from NMFS to implant or affix an archival tag but would continue to allow persons who catch a fish with a surgically implanted archival tag to retain the fish while requiring them to return the tag to the person indicated on the tag or to NMFS. The regulation would no longer require the person retaining the fish to submit to NMFS a landing report or make the fish available for inspection and tag recovery by a NMFS scientist, enforcement agent, or other person designated in writing by NMFS. Any persons who land an Atlantic HMS with an externally affixed archival tag would be encouraged to follow the instructions on the tag to return the tag to the appropriate research entity or to NMFS. This action could affect any researchers wishing to place archival tags on Atlantic HMS and any fishermen who might catch such a tagged fish.
Privacy Act of 1974; Amended System of Records
This notice announces the Department of Commerce's (Department's) proposal to amend and combine the systems of records entitled ``COMMERCE NBS-1'' and ``COMMERCE NBS-3'' into the system of records entitled ``NIST-1, NIST Associates.'' The National Institute of Standards and Technology (NIST) is amending these systems of records to combine and update these two prior SORNs, and to facilitate the processing, tracking, management, planning, control, support of, and reporting about NIST Associates (NA) during their tenure at NIST. The system of records entitled ``COMMERCE/NBS-3, Research Associates,'' will be abolished upon final publication of the Federal Register notice for the newly amended and renamed system of records entitled ``COMMERCE/NIST-1, NIST Associates.'' The system of records entitled ``COMMERCE/NBS-1, Guest Workers'' is being amended to create the system of records entitled ``NIST-1, Research Associates.'' We invite public comment on the system amendment announced in this publication.
Freshwater Crawfish Tail Meat from the People's Republic of China: Final Results of Antidumping Duty Administrative Review and New Shipper Reviews; 2013-2014
On October 7, 2015, the Department of Commerce (the Department) published in the Federal Register the preliminary results of the administrative review and new shipper reviews of the antidumping duty order on freshwater crawfish tail meat from the People's Republic of China (the PRC).\1\ The period of review (POR) for the administrative review and the new shipper reviews is September 1, 2013, through August 31, 2014. These reviews cover five producers/exporters of subject merchandise: China Kingdom (Beijing) Import & Export Co., Ltd. (China Kingdom), Deyan Aquatic Products and Food Co., Ltd. (Deyan Aquatic), Shanghai Ocean Flavor International Trading Co., Ltd. (Shanghai Ocean), Hubei Yuesheng Aquatic Products Co., Ltd. (Hubei Yuesheng), and Weishan Hongda Aquatic Food Co., Ltd., (Hongda). We invited parties to comment on the Preliminary Results. Based on our analysis of the comments received, we have made changes to our margin calculations. Therefore, these final results differ from the Preliminary Results. The final weighted-average dumping margins for the reviewed firms are listed below in the section entitled ``Final Results of the Administrative Review and New Shipper Reviews.''
Certain Steel Grating From the People's Republic of China: Preliminary Results of Antidumping Administrative Review and Preliminary Determination of No Shipments; 2014-2015
The Department of Commerce (``Department'') is conducting an administrative review of the antidumping duty order on certain steel grating (``steel grating'') from the People's Republic of China (``PRC'') for the period of review (``POR'') July 1, 2014, through June 30, 2015. This review covers two PRC companies.\1\ The Department preliminarily finds that Ningbo Haitian has not demonstrated its eligibility for separate rate status and is, thus, part of the PRC-wide entity. The Department preliminarily finds that Yantai Xinke made no shipments of subject merchandise during the POR. Interested parties are invited to comment on these preliminary results of review.
United States Investment Advisory Council
The Secretary of Commerce has established the first-ever federal advisory committee to solicit input on strategies to attract and retain foreign direct investment to the United States, the United States Investment Advisory Council (IAC). The establishment of this federal advisory committee is necessary to provide input to the Secretary of Commerce on the development and implementation of strategies and programs to attract and retain foreign investment in the United States and to support the position of the United States as the world's preeminent destination for foreign direct investment. The Department of Commerce is seeking applications for membership on the IAC.
Manufacturing Council: Renewal of the Manufacturing Council Charter
On March 25, 2016, the Department of Commerce Chief Financial Officer and Assistant Secretary for Administration renewed the charter for the Manufacturing Council (Council) for a two-year period, ending March 24, 2018. The Council is a federal advisory committee under the Federal Advisory Committee Act (5 U.S.C. App. 2).
Fisheries of the Exclusive Economic Zone Off Alaska; Pacific Cod in the Bering Sea Subarea of the Bering Sea and Aleutian Islands Management Area
NMFS is opening directed fishing for Pacific cod by catcher vessels using trawl gear in the Bering Sea subarea of the Bering Sea and Aleutian Islands Management Area (BSAI). This action is necessary to fully use the B season apportionment of the 2016 total allowable catch (TAC) of Pacific cod allocated to trawl catcher vessels in the BSAI.

Nondestructive Evaluation Techniques for Assessing Alkali-Silica Reaction Degradation of Concrete Consortium
The National Institute of Standards and Technology (NIST) is establishing the Non-destructive Evaluation Techniques for Assessing alkali-silica reaction (ASR) Degradation of Concrete Consortium (``Consortium'') and invites organizations to participate in this Consortium. The Consortium will examine non-destructive evaluation (NDE) technologies that can be used to determine the presence and the evolution of ASR in concrete members. This notice is the initial step for the Consortium to provide participants' access to NIST concrete specimens constructed as large reinforced concrete blocks with ASR reactive aggregates (``NIST ASR Specimens''). Participants will use NIST ASR Specimens to determine whether NDE technologies are effective in identifying and quantifying degree of expansion and degradation of concrete members due to ASR. Participation in this Consortium is open to all eligible organizations, as described below.

NMFS is exchanging unused rock sole Community Development Quota (CDQ) for yellowfin sole CDQ acceptable biological catch (ABC) reserves in the Bering Sea and Aleutian Islands management area. This action is necessary to allow the 2016 total allowable catch of rock sole, and yellowfin sole in the Bering Sea and Aleutian Islands management area to be harvested.

Citric Acid and Certain Citrate Salts From the People's Republic of China: Notice of Court Decision Not in Harmony With Final Results of Countervailing Duty Administrative Review and Notice of Amended Final Results Pursuant to Court Decision; 2011
On March 30, 2016, the United States Court of International Trade (CIT) sustained the Department of Commerce's (Department's) final results of redetermination,\1\ which recalculated the subsidy rate for RZBC Group Shareholding Co., Ltd., RZBC Co., Ltd., RZBC Imp. & Exp. Co., Ltd., and RZBC (Juxian) Co., Ltd. (collectively, RZBC Companies) in the administrative review of the countervailing duty (CVD) order on citric acid and certain citrate salts (citric acid) from the People's Republic of China for the period January 1, 2011, through December 31, 2011,\2\ pursuant to the CIT's remand order in RZBC Companies v. United States.\3\ Consistent with the decision of the United States Court of Appeals for the Federal Circuit (CAFC) in Timken,\4\ as clarified by Diamond Sawblades,\5\ the Department is notifying the public that the Court's final judgment in this case is not in harmony with the Final Results and that the Department is amending the Final Results with respect to the RZBC Companies.
Atlantic Highly Migratory Species; Atlantic Bluefin Tuna Fisheries
NMFS closes the southern area Angling category fishery for large medium and giant (``trophy'' (i.e., measuring 73 inches curved fork length or greater)) Atlantic bluefin tuna (BFT). This action is being taken to prevent any further overharvest of the Angling category southern area trophy BFT subquota.
Polyethylene Retail Carrier Bags From Thailand: Preliminary Results of Antidumping Duty Administrative Review; 2014-2015
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on polyethylene retail carrier bags (PRCBs) from Thailand. The period of review (POR) is August 1, 2014, through July 31, 2015. We preliminarily find that subject merchandise has been sold at less than normal value by K. International Packaging Co., Ltd. (K. International Packaging).\1\
Magnuson-Stevens Act Provisions; General Provisions for Domestic Fisheries; Application for Exempted Fishing Permits
The Assistant Regional Administrator for Sustainable Fisheries, Greater Atlantic Region, NMFS, has made a preliminary determination that an Exempted Fishing Permit application contains all of the required information and warrants further consideration. The Exempted Fishing Permit would allow commercial fishing vessels to fish outside of the limited access scallop regulations in support of research conducted by the Coonamessett Farm Foundation. These exemptions are in support of research conducted on trips to test gear modifications for bycatch reduction in the scallop dredge fishery. Regulations under the Magnuson-Stevens Fishery Conservation and Management Act require publication of this notification to provide interested parties the opportunity to comment on applications for proposed Exempted Fishing Permits.
Magnuson-Stevens Act Provisions; General Provisions for Domestic Fisheries; Application for Exempted Fishing Permits
The Assistant Regional Administrator for Sustainable Fisheries, Greater Atlantic Region, NMFS, has made a preliminary determination that an Exempted Fishing Permit application submitted by The Nature Conservancy contains all of the required information and warrants further consideration. This Exempted Fishing Permit would allow participants to use electronic monitoring systems in lieu of at- sea monitors in support of a study to develop electronic monitoring for the purposes of catch monitoring in the groundfish fishery. Regulations under the Magnuson-Stevens Fishery Conservation and Management Act require publication of this notification to provide interested parties the opportunity to comment on applications for proposed Exempted Fishing Permits.
Countervailing Duty Investigation of Certain Iron Mechanical Transfer Drive Components From the People's Republic of China: Preliminary Affirmative Determination and Alignment of Final Determination With Final Antidumping Duty Determination
The Department of Commerce (the Department) preliminarily determines that countervailable subsidies are being provided to producers and exporters of certain iron mechanical transfer drive components (``ITDCs'') from the People's Republic of China (``PRC''). On December 1, 2015, the Department of Commerce (the Department) published the preliminary results of administrative review of the antidumping duty order on polyethylene terephthalate film (PET Film) from the United Arab Emirates (UAE).\1\ This review covers one producer/exporter of subject merchandise, JBF RAK LLC (JBF). Based on our analysis of the comments and information received, we made changes to the Preliminary Results, which are discussed below. The final weighted-average dumping margin is listed below in the section titled ``Final Results of Review.''
Wooden Bedroom Furniture From the People's Republic of China: Final Results and Final Determination of No Shipments, In Part: 2014 Administrative Review
On December 14, 2015, the Department of Commerce (the ``Department'') published the preliminary results of the tenth administrative review (``AR'') of the antidumping duty order on wooden bedroom furniture (``WBF'') from the People's Republic of China (``PRC''), in accordance with sections 751(a)(1)(B) of the Tariff Act of 1930, as amended (``the Act'').\1\ The period of review (``POR'') is January 1, 2014, through December 31, 2014. The AR covers 18 PRC exporters of subject merchandise, of which the Department selected one company for individual examination, Shanghai Jian Pu Import & Export Co., Ltd. (``Shanghai Jian Pu''). The Department invited interested parties to comment on the Preliminary Results. We received comments from the American Furniture Manufactures Committee for Legal Trade and Vaughan-Bassett Furniture Company, Inc. (``Petitioners''). No other party commented. After consideration of Petitioners' comments, our final results remain unchanged from the Preliminary Results.
