In accordance with the Privacy Act of 1974, as amended, 5 U.S.C. 552a(e)(4) and (11), the Department of Commerce proposes to amend the system of records entitled ``COMMERCE/NOAA-14, Dr. Nancy Foster Scholarship Program'' to update the routine uses to include (1) disclosure for breach notifications, (2) disclosure to the appropriate agency (whether Federal, state, local, or foreign) for law enforcement purposes, (3) disclosure to the medical advisor if disclosure to the individual could have an adverse effect upon the individual, (4) disclosure pursuant to an Office of Management and Budget (OMB) request in connection to private relief legislation as set forth in OMB Circular No. A-19, and (5) disclosure to a contractor of the Department having need for the information in performance of the contract; and to change the system name to ``Dr. Nancy Foster Scholarship Program; Office of Education, Educational Partnership Program (EPP); Ernest F. Hollings Undergraduate Scholarship Program and National Marine Fisheries Service Recruitment, Training, and Research Program.'' Fisheries of the Northeastern United States; Northeast Multispecies Fishery; Trip Limit Adjustment for the Common Pool Fishery

This action increases the trip limit for Gulf of Maine cod for Northeast multispecies common pool vessels for the remainder of the 2015 fishing year. The regulations authorize the Regional Administrator to adjust the trip limits for common pool vessels in order to facilitate harvest of, or prevent exceeding, the pertinent common pool quotas during the fishing year. Increasing the trip limit is intended to provide additional fishing opportunities and help allow the common pool fishery to catch its allowable quota for this stock.

On March 9, 2015, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty (AD) order on large residential washers (LRWs) from the Republic of Korea (Korea).\1\ The review covers three producers/ exporters of the subject merchandise: Daewoo Electronics Corporation (Daewoo), LG Electronics, Inc. (LGE), and Samsung Electronics Co., Ltd. (Samsung). The period of review (POR) is August 3, 2012, through January 31, 2014. We gave interested parties an opportunity to comment on the Preliminary Results. After reviewing the comments received and making corrections to the margin calculations, where appropriate, we continue to find that sales of subject merchandise to the United States have been made at prices below normal value. The final dumping margins for the reviewed companies are listed below in the section entitled ``Final Results of the Review.''

(Samsung) and Daewoo Electronics Corporation (Daewoo). The period of review (POR) is June 5, 2012, through December 31, 2013. Based on an analysis of the comments received, the Department has not made changes to the subsidy rates calculated for Daewoo and Samsung in the Preliminary Results. The Department determines that sales of subject merchandise by Fimex VN \5\ were not made below NV.

The United States Patent and Trademark Office (USPTO) has a procedure under which an application will be advanced out of turn (accorded special status) for examination if the applicant files a petition to make special with the appropriate showing. The USPTO is providing a temporary basis (the Streamlined, Expedited Patent Appeal Pilot for Small Entities) under which a small or micro entity appellant may have an ex parte appeal to the Patent Trial and Appeal Board (Board) accorded special status if the appellant has only a single appeal pending before the Board and the appellant agrees to streamline the appeal. Specifically, the appeal must not involve any claim subject to a rejection for lack of written description, enablement, or best mode, or for indefiniteness, and the appellant must agree to the disposition of all claims subject to each ground of rejection as a single group and waive any request for an oral hearing. The Streamlined, Expedited Patent Appeal Pilot for Small Entities will allow small or micro entity appellants who streamline their appeals to have greater control over the priority with which their appeals are decided.

As discussed below, we preliminarily found that the sale made by Hengdian Group DMEGC Magnetics Co., Ltd. (``DMEGC'') was non-bona fide, and announced our preliminary intent to rescind its NSR. For the final results of this review, we continue to find DMEGC's sale to be non-bona fide. Therefore, we are rescinding this NSR.

The primary purpose of the plan is to propose new chart coverage in the U.S. Arctic and to encourage feedback from stakeholders on the extent, scale, and other aspects of the proposed new coverage. On January 8, 2015, the Department of Commerce (the ``Department'') published its Preliminary Results in the 2012-2013 administrative review of the antidumping duty order on crystalline silicon photovoltaic cells, whether or not assembled into modules (``solar cells'') from the People's Republic of China (``PRC'').\1\ The period of review (``POR'') is May 25, 2012, through November 30, 2013. This administrative review covers two mandatory respondents, Yingli Energy (China) Company Limited and Wuxi Suntech Power Co., Ltd. (``Wuxi Suntech''), which was found to be ineligible for a separate rate in the Preliminary Results. Based on our analysis of the comments received, we made certain changes to our margin calculations for Yingli Energy (China) Company Limited. Additionally, we now find that Wuxi Suntech is eligible for a separate rate, and have calculated a dumping margin for Wuxi Suntech. The final dumping margins for this review are listed in the ``Final Results'' section below.

Pursuant to the National Environmental Policy Act (NEPA), this notice announces that NMFS intends to obtain information necessary to prepare an Environmental Impact Statement (EIS) for five Hatchery and Genetic Management Plans (HGMPs) for early winter steelhead hatchery programs jointly submitted by the Washington Department of Fish and Wildlife (WDFW), with the Jamestown S'Klallam Tribe, the Lummi Nation, the Nooksack Tribe, the Stillaguamish Tribes, and the Tulalip Tribes (referred to as the co-managers) for NMFS's evaluation and determination under Limit 6 of the Endangered Species Act (ESA) 4(d) Rule for threatened salmon and steelhead. The HGMPs specify the propagation of early-returning (``early'') winter steelhead in the Dungeness, Nooksack, Stillaguamish, Skykomish, and Snoqualmie River watersheds in Washington State. NMFS provides this notice to advise other agencies and the public of its plans to analyze effects related to the action, and obtain suggestions and information that may be useful to the scope of issues and alternatives to include in the EIS. Two public workshops will be held in July 2015 for this action.
Multilayered Wood Flooring From the People's Republic of China: Final Results and Partial Rescission of Countervailing Duty Administrative Review; 2012

The Department of Commerce (Department) has conducted an administrative review of the countervailing duty (CVD) order on multilayered wood flooring (wood flooring) from the People's Republic of China (PRC).\1\ On January 7, 2015, we published the Preliminary Results for this administrative review.\2\ The period of review (POR) is January 1, 2012, through December 31, 2012. We find that Fine Furniture (Shanghai) Limited (Fine Furniture) and The Lizhong Wood Industry Limited Company of Shanghai (Lizhong) (also known as Shanghai Lizhong Wood Products Co., Ltd.), the individually examined companies in this administrative review, received countervailable subsidies during the POR. The Department is also rescinding the review of Changzhou Hawd Flooring Co., Ltd. (Changzhou) because it had no shipments of subject merchandise to the United States during the POR.

Multilayered Wood Flooring From the People's Republic of China: Final Results of Changed Circumstances Review

On February 12, 2015, the Department of Commerce (the ``Department'') published its initiation and preliminary results of a changed circumstances review \1\ of the antidumping duty (``AD'') order on multilayered wood flooring (``MLWF'') from the People's Republic of China (``PRC'').\2\ The Department preliminarily determined that Zhejiang Fuma Warm Technology Co., Ltd. (``Zhejiang Fuma'') is the successor-in-interest to Huzhou Fuma Wood Bus. Co., Ltd. (``Huzhou Fuma'') for purposes of the AD order on MLWF from the PRC and, as such, is entitled to Huzhou Fuma's cash deposit rate with respect to entries of subject merchandise. We invited interested parties to comment on the Preliminary Results. As no parties submitted comments, and there is no other information or evidence on the record calling into question our Preliminary Results, the Department is making no changes to the Preliminary Results.
