The period of review (POR) is May 1, 2013, through April 30, 2014. The review covers two producers/exporters of the subject merchandise, Dubai Wire FZE (Dubai Wire) and Precision Fasteners, L.L.C. (Precision). For these final results, we continue to find that subject merchandise has been sold in the United States at less than normal value.

It is necessary because we deferred the start of the Program in the final rule approving the Program until a centralized trap transfer database was ready. Significant progress has been made on the centralized database. We are ready to announce that we will begin the Trap Transfer Program. This document alerts all Federal American lobster permit holders that trap transfer applications will soon be accepted.

NMFS implements accountability measures (AMs) for recreational blueline tilefish in the exclusive economic zone (EEZ) of the South Atlantic. The NMFS Science and Research Director estimates that recreational landings for blueline tilefish have reached the recreational annual catch limit (ACL). Therefore, NMFS is closing the recreational sector for blueline tilefish in the South Atlantic EEZ at 12:01 a.m., local time, June 10, 2015, and it will remain closed until the 2016 recreational fishing season begins on May 1, 2016. This closure is necessary to protect the blueline tilefish resource.

These measures are necessary to promote orderly use of fisheries resources on artificial reefs by reducing user group conflicts, and are intended to maintain the intended socioeconomic benefits of the artificial reefs to the maximum extent practicable.

These preliminary results cover 39 companies for which an administrative review was initiated and not rescinded.\2\ The Department selected the following companies as mandatory respondents: Guangzhou Jangho Curtain Wall System Engineering Co., Ltd. and Jangho Curtain Wall Hong Kong Ltd. (collectively, Jangho), Union Industry (Asia) Co., Ltd. (Union), and Guang Ya Aluminium Industries Co., Ltd., Foshan Guangcheng Aluminium Co., Ltd., Kong Ah International Company Limited, and Guang Ya Aluminium Industries (Hong Kong) Ltd. (collectively, Guang Ya Group); Guangdong Zhongya Aluminium Company Limited, Zhongya Shaped Aluminium (HK) Holding Limited, and Karlton Aluminum Company Ltd. (collectively, Zhongya); and Xinya Aluminum & Stainless Steel Product Co., Ltd. (Xinya) (collectively, Guang Ya Group/Zhongya/Xinya).\3\ The Department preliminarily finds that Union did not make sales of subject merchandise at less than normal value. In addition, the Department preliminarily determines that Jangho and Guang Ya Group/Zhongya/Xinya failed to cooperate by not acting to the best of their abilities to fully comply with the Department's requests for information, warranting the application of facts otherwise available with adverse inferences, pursuant to sections 776(a) and 776(b) of the Tariff Act of 1930, as amended (the Act). We also preliminarily determine that one company, Xin Wei Aluminum Company Limited (Xin Wei), had no shipments. If these preliminary results are adopted in the final results of this review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries. Interested parties are invited to comment on these preliminary results.

We, NMFS, announce the adoption of an Endangered Species Act (ESA) recovery plan (Plan) for the Snake River Sockeye Salmon (Onchorhynchus nerka) evolutionarily significant unit (ESU) which is listed as endangered under the ESA. The geographic area covered by the plan is the Sawtooth Valley in Idaho including the Upper Salmon River and its tributaries, Stanley Lake, Redfish Lake, Yellowbelly Lake, Pettit Lake, and Alturas Lake, and the migration corridor from the Sawtooth Valley to the ocean. As required under the ESA, the Plan contains objective, measurable delisting criteria, site-specific management actions necessary to achieve the plan's goals, and estimates of the time and costs required to implement recovery actions. The Endangered Species Act (ESA) Recovery Plan for Snake River Sockeye Salmon and our summary of and responses to public comments on the Plan are now available.

(collectively, ``Golden Dragon''). The final weighted-average dumping margins for this review are listed in the ``Final Results'' section below.

In response to a request by interested parties,\1\ the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on welded carbon steel standard pipe and tube products (welded pipe and tube) from Turkey.\2\ The period of review (POR) is May 1, 2013, to April 30, 2014. This review covers the following companies: Borusan Istikbal Ticaret T.A.S., and Borusan Mannesmann Boru Sanayi ve Ticaret A.S. (collectively ``Borusan''); ERBOSAN Erciyas Boru Sanayi ve Ticaret A.S. (Erbosan); Toscelik Profil ve Sac Endustrisi A.S. (Toscelik) and Tosyali Dis Ticaret A.S. (Tosyali) (collectively ``Toscelik'').\3\ The Department preliminarily determines that Borusan and Toscelik both made U.S. sales of subject merchandise below normal value. In addition, the Department preliminarily finds that Erbosan had no shipments. The preliminary results are listed below in the section titled ``Preliminary Results of Review.''

This action is necessary because the commercial landings of Atlantic blacknose sharks for the 2015 fishing season have exceeded 80 percent of the available commercial quota as of May 29, 2015, and the blacknose shark and non-blacknose SCS fisheries are quota-linked under current regulations.
Streamlining Summary Level 070 Tables in the 5-Year American Community Survey

The Census Bureau's American Community Survey (ACS) collects detailed demographic, social, economic, and housing data from about 3.5 million addresses in the United States and 36,000 in Puerto Rico each year. Annual data products are released in the form of 1-Year and 5- Year estimates with 5-Year estimates being produced for over 578,000 geographies by 87 different summary levels. Most summary levels and their corresponding geographies are then produced for approximately 1,000 detailed tables. As a cost-saving measure and to improve usability of the estimates, the Census Bureau is reviewing the data products released by the ACS for usefulness and necessity. Beginning with the 2010-2014 ACS 5-Year estimates, the Census Bureau plans to streamline the production and release of Summary Level 070 tables (state/county/county subdivision/place remainder (or part)) to 15 tables. This very small summary level was created to allow for the delineation of metropolitan, micropolitan, and related statistical areas by the Office of Budget and Management (OMB). The Census Bureau recommends only tabulating and releasing those 15 tables for Summary Level 070 that are necessary for the delineation of metropolitan, micropolitan, and related statistical areas (particularly for identification of New England City and Town Area principal cities), commuting analysis, and basic demographic and housing analysis.
International Trade Data System Test Concerning the Electronic Submission of Certain Data Required for Imports

NMFS announces a pilot test of the International Trade Data System (ITDS) involving the electronic submission of forms and/or data, related to importations of fish products regulated by NMFS, using the Partner Government Agency (PGA) Message Set and Document Imaging System (DIS) components of the Automated Commercial Environment (ACE). The U.S. Customs and Border Protection (CBP) and NMFS have developed a pilot plan to test and assess the electronic transmission of import data for tuna, swordfish and toothfish. The pilot test will involve using the ACE, the NMFS PGA Message Set, the DIS and the Automated Broker Interface (ABI) to transmit the data required for admissibility determinations for entries of tuna, swordfish and toothfish. ABI is the electronic data interchange that enables participants to file electronically required import data with CBP and transfers that data into ACE. Initially, under this test, NMFS PGA Message Set data may be submitted only for formal and informal consumption entries (entry types 01 and 11), filed at certain ports.

On May 18, 2015, the United States Court of International Trade (CIT) granted plaintiff's motion for enforcement of judgment in GPX International Tire Corp. v. United States, Consol. Court No. 08- 00285,\1\ enforcing the Court's October 30, 2013, order that sustained a remand redetermination of the Department of Commerce (Department) relating to the countervailing duty (CVD) investigation on certain new pneumatic off-the-road tires (OTR Tires) from the People's Republic of China (PRC).\2\ Consistent with the GPX Enforcement Order and the decision of the United States Court of Appeals for the Federal Circuit (CAFC) in Timken Co. v. United States, 893 F.2d 337 (Fed. Cir. 1990) (Timken), as clarified by Diamond Sawblades Mfrs. Coalition v. United States, 626 F.3d 1374 (Fed. Cir. 2010) (Diamond Sawblades), the Department is issuing this revised notice to the public that the final decision in this case is not in harmony with the Department's final affirmative determination in the CVD investigation of OTR Tires from the PRC and is correcting its earlier amended final determination with respect to the cash deposit rate for Tianjin United Tire & Rubber International Co., Ltd. (TUTRIC).\3\
