Notice of the Department of Commerce's final determination regarding steel concrete reinforcing bar from Mexico was published in the Federal Register on September 15, 2014 (79 FR 54967) (final determination). On October 16, 2014, Grupo Simec, Orge S.A. DE C.V., and Orge S.A. DE C.V. (Simec) made a request for panel review of the final determination with the United States Section of the North American Free Trade Agreement (NAFTA) Secretariat. A Notice of First Request for Panel Review was published in the Federal Register on October 24, 2014 (79 FR 63600). Pursuant to Article 1904 of the NAFTA, a panel was not established and Simec subsequently withdrew its request for panel review with the United States Section of the NAFTA Secretariat on May 19, 2015. Based on the facts stated above, the Notice of First Request for Panel Review (79 FR 63600) is rendered moot.

On September 30, 2014, the Department of Commerce (the Department) initiated the antidumping duty new shipper review of small diameter graphite electrodes from the People's Republic of China (PRC) for the period of review (POR) of February 1, 2014, through August 31, 2014, for Xuzhou Jianglong Carbon Products Co., Ltd. (Jianglong).\1\ We preliminarily determine that Jianglong does not qualify as a new shipper and we are preliminarily rescinding this new shipper review.

NMFS issues this final rule to amend the regulations implementing the Atlantic Large Whale Take Reduction Plan. This action will change the minimum number of traps per trawl to allow fishing with a single trap in certain Massachusetts and Rhode Island state waters; and modifies the requirement to use one endline on trawls within certain areas in Massachusetts state waters. Also, this rule creates a \1/4\ mile buffer in waters surrounding certain islands in Maine to allow fishing with a single trap. In addition, this rule includes additional gear marking requirements for those waters allowing single traps as well as two new high use areas for humpback whales (Megaptera novaeangliae) and North Atlantic right whales (Eubalaena glacialis).

The National Institute of Standards and Technology (NIST) and other member laboratories of the Federal Laboratory Consortium for Technology Transfer (FLC) offer a variety of specialized scientific and technical facilities, products, and services to the public, including access to instrumentation, reference materials, software, and calibrations. Access to such services is provided in a variety of ways, and may require the payment of fees or other costs and/or an application or agreement. NIST and other members of the FLC request information from the public regarding recommendations for online platforms that can broaden awareness and make it easier for the public to search for, locate, learn about, and obtain access to these facilities, products, and services. The information received in response to this RFI will be provided by NIST to various interagency groups for consideration and used to publicize various federal facilities and resources.

As a result of the determinations by the Department of Commerce (the Department) and the International Trade Commission (ITC) in their five year (sunset) reviews that revocation of the antidumping duty (AD) orders on polyvinyl alcohol (PVA) from Japan and the People's Republic of China (PRC) would likely lead to a continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing a notice of continuation of the AD orders on PVA from Japan and the PRC. In addition, as a result of the ITC's determination that revocation of the AD order on PVA from the Republic of Korea (Korea) is not likely to lead to continuation or recurrence of material injury to an industry in the United States, the Department is revoking the AD order on PVA from Korea.

On May 7, 2015, the United States Court of International Trade (CIT or Court) issued final judgment in Wheatland Tube Company v. United States, Consol. Court No. 12-00298, affirming the Department of Commerce's (the Department) redetermination pursuant to court remand. Consistent with section 516A of the Tariff Act of 1930, as amended (the Act), the Department is notifying the public that the final judgment in this case is not in harmony with the Department's implemented final determination in a proceeding conducted under section 129 of the Uruguay Round Agreements Act (section 129) related to the Department's final affirmative countervailing duty determination on circular welded carbon quality steel pipe (CWP) from the People's Republic of China (China).

The NOAA Office for Coastal Management announces its intent to evaluate the performance of the New York and Florida Coastal Management Programs. The Coastal Zone Management Program (CMP) evaluations will be conducted pursuant to section 312 of the Coastal Zone Management Act of 1972, as amended (CZMA) and regulations at 15 CFR part 923, subpart L. The CZMA requires continuing review of the performance of states with respect to CMP implementation. Evaluation of a CMP requires findings concerning the extent to which a state has met the national objectives, adhered to its CMP document approved by the Secretary of Commerce, and adhered to the terms of financial assistance awards funded under the CZMA. The evaluations will include a public meeting, consideration of written public comments and consultations with interested Federal, state, and local agencies and members of the public. When the evaluation is completed, the Office for Coastal Management will place a notice in the Federal Register announcing the availability of the Final Evaluation Findings. Notice is hereby given of the date, local time, and location of the public meeting. The Western Pacific Fishery Management Council (Council) will hold meetings of its 119th Scientific and Statistical Committee (SSC) and its 163rd Council meeting to take actions on fishery management issues in the Western Pacific Region. The Council will also convene meetings of the Pelagic and International Standing Committee, Fishery Data Collection and Research Committee (FDCRC), Hawaii Standing Committee, and Executive and Budget Standing Committee.

The Board of Overseers of the Malcolm Baldrige National Quality Award (Board of Overseers) and the Judges Panel of the Malcolm Baldrige National Quality Award (Judges Panel) will meet together in open session on Thursday, June 11, 2015, from 8:30 a.m. to 3:00 p.m. Eastern time. The Board of Overseers, appointed by the Secretary of Commerce, reports the results of the Malcolm Baldrige National Quality Award (Award) activities to the Director of The National Institute of Standards and Technology (NIST) each year, along with its recommendations for the improvement of the Award process. The Judges Panel, also appointed by the Secretary of Commerce, ensures the integrity of the Award selection process and recommends Award recipients to the Secretary of Commerce. The purpose of this meeting is to discuss and review information received from the National Institute of Standards and Technology and from the Chair of the Judges Panel. In accordance with the Marine Mammal Protection Act (MMPA), notification is hereby given that NMFS has issued an IHA to the Scripps Institution of Oceanography (SIO), on behalf of SIO and the U.S. National Science Foundation (NSF), to take marine mammals, by Level B harassment, incidental to conducting a low-energy marine geophysical (seismic) survey in the Southwest Pacific Ocean, East of New Zealand, May to June 2015.

On December 31, 2014, the Department of Commerce (``Department'') published the preliminary results of the antidumping duty new shipper review of xanthan gum from the People's Republic of China (``PRC'').\1\ We invited interested parties to comment on our preliminary results. Following our analysis of the comments received, we made changes to our preliminary margin calculation for the new shipper Meihua Group International Trading (Hong Kong) Limited, Langfang Meihua Bio-Technology Co., Ltd., and Xinjiang Meihua Amino Acid Co., Ltd. (collectively, ``Meihua''). We continue to find that Meihua did not make sales of subject merchandise at less than normal value.

The Pacific Fishery Management Council (Pacific Council) and its advisory entities will hold public meetings.

The Mid-Atlantic Fishery Management Council (Council) will hold public meetings of the Council and its Committees.

The South Atlantic Fishery Management Council (Council) will hold meetings of the: Habitat Protection and Ecosystem-Based Management Committee; Protected Resources Committee; Shrimp Committee; Southeast Data, Assessment and Review (SEDAR) Committee; Golden Crab Committee; Personnel Committee (Closed Session); Scientific and Statistical Committee (SSC) Selection Committee; Law Enforcement Committee (partially closed); Data Collection Committee; King and Spanish Mackerel Committee; Executive Finance Committee; Snapper Grouper Committee; and a meeting of the Full Council. The Council will also hold a Council Member Visioning Workshop for the Snapper Grouper Fishery and conduct a joint Council Session with the Gulf of Mexico Fishery Management Council. The Council will take action as necessary. The Council will also hold a formal public comment session.

The National Construction Safety Team (NCST) Advisory Committee (Committee), will hold a meeting via teleconference on Thursday, July 2, 2015 from 3:30 p.m. to 5:30 p.m. Eastern Time. The purpose of this meeting is to discuss the NCST Advisory Committee's draft annual report to Congress. A copy of the draft report will be posted prior to the meeting on the NCST Advisory Committee's Web site at https://www.nist.gov/el/disasterstudies/ncst/index.cfm.
