North American Free Trade Agreement, Article 1904; NAFTA Panel Reviews; Response to Request for Panel Review
Notice of the Department of Commerce's final determination regarding steel concrete reinforcing bar from Mexico was published in the Federal Register on September 15, 2014 (79 FR 54967) (final determination). On October 16, 2014, Grupo Simec, Orge S.A. DE C.V., and Orge S.A. DE C.V. (Simec) made a request for panel review of the final determination with the United States Section of the North American Free Trade Agreement (NAFTA) Secretariat. A Notice of First Request for Panel Review was published in the Federal Register on October 24, 2014 (79 FR 63600). Pursuant to Article 1904 of the NAFTA, a panel was not established and Simec subsequently withdrew its request for panel review with the United States Section of the NAFTA Secretariat on May 19, 2015. Based on the facts stated above, the Notice of First Request for Panel Review (79 FR 63600) is rendered moot.
Western Pacific Fishery Management Council; Public Meetings
The Western Pacific Fishery Management Council (Council) will hold a meeting of its Hawaii Archipelago Fishery Ecosystem Plan (FEP) Advisory Panels (AP) to discuss and make recommendations on fishery management issues in the Western Pacific Region.

Gulf of the Farallones and Monterey Bay National Marine Sanctuaries Regulations on Introduced Species; Notification of Effective Date
NOAA published a final rule to prohibit the introduction of introduced species into the state waters of Gulf of the Farallones and Monterey Bay national marine sanctuaries, and to revise the corresponding sanctuary terms of designation on February 19, 2015 (80 FR 8778). Pursuant to Section 304(b) of the National Marine Sanctuaries Act (16 U.S.C. 1434(b)) the final regulations take effect after 45 days of continuous session of Congress beginning on February 19, 2015. Through this notification, NOAA is announcing the regulations became effective on May 15, 2015.
Small Diameter Graphite Electrodes From the People's Republic of China: Preliminary Rescission of Antidumping Duty New Shipper Review; 2014
On September 30, 2014, the Department of Commerce (the Department) initiated the antidumping duty new shipper review of small diameter graphite electrodes from the People's Republic of China (PRC) for the period of review (POR) of February 1, 2014, through August 31, 2014, for Xuzhou Jianglong Carbon Products Co., Ltd. (Jianglong).\1\ We preliminarily determine that Jianglong does not qualify as a new shipper and we are preliminarily rescinding this new shipper review.
Fisheries of the Northeastern United States; Small-Mesh Multispecies Specifications
This final rule implements the New England Fishery Management Council's recommended fishing year 2015-2017 specifications and management measures for the small-mesh multispecies fishery, clarifies what measures can be modified in a specifications package, and corrects the northern red hake accountability measure. This action is necessary to ensure that catch of these species does not exceed applicable limits.
Taking of Marine Mammals Incidental to Commercial Fishing Operations; Atlantic Large Whale Take Reduction Plan Regulations
NMFS issues this final rule to amend the regulations implementing the Atlantic Large Whale Take Reduction Plan. This action will change the minimum number of traps per trawl to allow fishing with a single trap in certain Massachusetts and Rhode Island state waters; and modifies the requirement to use one endline on trawls within certain areas in Massachusetts state waters. Also, this rule creates a \1/4\ mile buffer in waters surrounding certain islands in Maine to allow fishing with a single trap. In addition, this rule includes additional gear marking requirements for those waters allowing single traps as well as two new high use areas for humpback whales (Megaptera novaeangliae) and North Atlantic right whales (Eubalaena glacialis).
Request for Information Regarding Online Platforms To Promote Federal Science and Technology Facilities, Products, and Services
The National Institute of Standards and Technology (NIST) and other member laboratories of the Federal Laboratory Consortium for Technology Transfer (FLC) offer a variety of specialized scientific and technical facilities, products, and services to the public, including access to instrumentation, reference materials, software, and calibrations. Access to such services is provided in a variety of ways, and may require the payment of fees or other costs and/or an application or agreement. NIST and other members of the FLC request information from the public regarding recommendations for online platforms that can broaden awareness and make it easier for the public to search for, locate, learn about, and obtain access to these facilities, products, and services. The information received in response to this RFI will be provided by NIST to various interagency groups for consideration and used to publicize various federal facilities and resources.

Polyvinyl Alcohol From Japan, the Republic of Korea and the People's Republic of China: Continuation of Antidumping Duty Orders on Japan and the People's Republic of China, Revocation of the Antidumping Order on the Republic of Korea
As a result of the determinations by the Department of Commerce (the Department) and the International Trade Commission (ITC) in their five year (sunset) reviews that revocation of the antidumping duty (AD) orders on polyvinyl alcohol (PVA) from Japan and the People's Republic of China (PRC) would likely lead to a continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing a notice of continuation of the AD orders on PVA from Japan and the PRC. In addition, as a result of the ITC's determination that revocation of the AD order on PVA from the Republic of Korea (Korea) is not likely to lead to continuation or recurrence of material injury to an industry in the United States, the Department is revoking the AD order on PVA from Korea.
Utility Scale Wind Towers From the Socialist Republic of Vietnam: Notice of Court Decision Not in Harmony With the Final Determination of Less Than Fair Value Investigation and Notice of Amended Final Determination of Investigation
On May 11, 2015, the United States Court of International Trade (CIT or Court) issued final judgment in CS Wind Vietnam Co., Ltd. and CS Wind Corporation v. United States, Consol. Court No. 13-00102, affirming the Department of Commerce's (the Department) final results of redetermination pursuant to remand. Consistent with the decision of the United States Court of Appeals for the Federal Circuit (CAFC) in Timken Co. v. United States, 893 F.2d 337 (Fed. Cir. 1990) (Timken), as clarified by Diamond Sawblades Mfrs. Coalition v. United States, 626 F.3d 1374 (Fed. Cir. 2010) (Diamond Sawblades), the Department is notifying the public that the final judgment in this case is not in harmony with the Department's final determination in the less than fair value investigation on utility scale wind towers from the Socialist Republic of Vietnam, and is amending the final determination with respect to the CS Wind Group.\1\
Circular Welded Carbon Quality Steel Pipe From the People's Republic of China: Notice of Court Decision Not in Harmony With the Implemented Final Determination Under Section 129 of the Uruguay Round Agreements Act
On May 7, 2015, the United States Court of International Trade (CIT or Court) issued final judgment in Wheatland Tube Company v. United States, Consol. Court No. 12-00298, affirming the Department of Commerce's (the Department) redetermination pursuant to court remand. Consistent with section 516A of the Tariff Act of 1930, as amended (the Act), the Department is notifying the public that the final judgment in this case is not in harmony with the Department's implemented final determination in a proceeding conducted under section 129 of the Uruguay Round Agreements Act (section 129) related to the Department's final affirmative countervailing duty determination on circular welded carbon quality steel pipe (CWP) from the People's Republic of China (China).
Evaluation of State Coastal Management Programs
The NOAA Office for Coastal Management announces its intent to evaluate the performance of the New York and Florida Coastal Management Programs. The Coastal Zone Management Program (CMP) evaluations will be conducted pursuant to section 312 of the Coastal Zone Management Act of 1972, as amended (CZMA) and regulations at 15 CFR part 923, subpart L. The CZMA requires continuing review of the performance of states with respect to CMP implementation. Evaluation of a CMP requires findings concerning the extent to which a state has met the national objectives, adhered to its CMP document approved by the Secretary of Commerce, and adhered to the terms of financial assistance awards funded under the CZMA. The evaluations will include a public meeting, consideration of written public comments and consultations with interested Federal, state, and local agencies and members of the public. When the evaluation is completed, the Office for Coastal Management will place a notice in the Federal Register announcing the availability of the Final Evaluation Findings. Notice is hereby given of the date, local time, and location of the public meeting. The Council will also convene meetings of the Pelagic and International Standing Committee, Fishery Data Collection and Research Committee (FDCRC), Hawaii Standing Committee, and Executive and Budget Standing Committee. The omnibus amendment to establish the pacific islands annual catch limit specification process (action item) has been added to the 163rd meeting under 6.C.3.

The Department of Commerce (``the Department'') has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with April anniversary dates. In accordance with the Department's regulations, we are initiating those administrative reviews.

The Judges Panel of the Malcolm Baldrige National Quality Award (Judges Panel) will meet in on Wednesday, June 10, 2015, from 9:00 a.m. to 3:30 p.m. Eastern time. The purpose of this meeting is to discuss and review the role and responsibilities of the Judges Panel and information received from the National Institute of Standards and Technology (NIST) in order to ensure the integrity of the Malcolm Baldrige National Quality Award (Award) selection process. The agenda will include: Judges Panel roles and processes; Baldrige Program updates; new business/public comment; lessons learned from the 2014 judging process; and the 2015 Award process. Low Enriched Uranium From France: Final Results of Changed Circumstances Review
The Department of Commerce (the Department) has granted an extension of time for the re-exportation of one specified entry of low enriched uranium (LEU) that entered under a narrow provision that conditionally excludes it from the scope of the antidumping (AD) order. The Department extends the exportation deadline until January 31, 2018.

In accordance with the Marine Mammal Protection Act (MMPA), notification is hereby given that NMFS has issued an IHA to the Scripps Institution of Oceanography (SIO), on behalf of SIO and the U.S. National Science Foundation (NSF), to take marine mammals, by Level B harassment, incidental to conducting a low-energy marine geophysical (seismic) survey in the Southwest Pacific Ocean, East of New Zealand, May to June 2015.

The Department of Commerce (Department) preliminarily determines that welded line pipe from the Republic of Korea (Korea) is being, or is likely to be, sold in the United States at less than fair value (LTFV), as provided in section 733(b) of the Tariff Act of 1930, as amended (the Act). The period of investigation (POI) is October 1, 2013, through September 30, 2014. The estimated weighted-average dumping margins of sales at LTFV are shown in the ``Preliminary Determination'' section of this notice. Interested parties are invited to comment on this preliminary determination.
Xanthan Gum From the People's Republic of China: Final Results of 2013 Antidumping Duty New Shipper Review
On December 31, 2014, the Department of Commerce (``Department'') published the preliminary results of the antidumping duty new shipper review of xanthan gum from the People's Republic of China (``PRC'').\1\ We invited interested parties to comment on our preliminary results. Following our analysis of the comments received, we made changes to our preliminary margin calculation for the new shipper Meihua Group International Trading (Hong Kong) Limited, Langfang Meihua Bio-Technology Co., Ltd., and Xinjiang Meihua Amino Acid Co., Ltd. (collectively, ``Meihua''). We continue to find that Meihua did not make sales of subject merchandise at less than normal value.

Updated Statements of Legal Authority for the Export Administration Regulations
This rule updates the Code of Federal Regulations (CFR) legal authority paragraphs in the Export Administration Regulations (EAR) to cite a Presidential notice extending an emergency declared pursuant to the International Emergency Economic Powers Act. This is a procedural rule that only updates authority paragraphs of the EAR. It does not alter any right, obligation or prohibition that applies to any person under the EAR.
National Construction Safety Team Advisory Committee Meeting
