As required by the Marine Mammal Protection Act (MMPA), NMFS has incorporated public comments into revisions of the 2013 marine mammal stock assessment reports (SARs).

In accordance with the Hydrographic Service Improvements Act of 1998, as amended (33 U.S.C. 892 et seq.), the National Oceanic and Atmospheric Administration (NOAA) is soliciting nominations for membership on its Hydrographic Services Review Panel (HSRP). The HSRP, a Federal advisory committee, advises the Administrator on matters related to the responsibilities and authorities set forth in section 303 of the Hydrographic Services Improvement Act and such other appropriate matters as the Administrator refers to the Panel for review and advice. Those responsibilities and authorities include, but are not limited to: Acquiring and disseminating hydrographic data and providing hydrographic services, as those terms are defined in the Act; promulgating standards for hydrographic data and services; ensuring comprehensive geographic coverage of hydrographic services; and testing, developing, and operating vessels, equipment, and technologies necessary to ensure safe navigation and maintain operational expertise in hydrographic data acquisition and hydrographic services. The Act states that ``voting members of the Panel shall be individuals who, by reason of knowledge, experience, or training, are especially qualified in one or more of the disciplines and fields relating to hydrographic data and hydrographic services, marine transportation, port administration, vessel pilotage, coastal and fishery management, and other disciplines as determined appropriate by the Administrator.'' As such, the NOAA Administrator welcomes applications from individuals with expertise in marine navigation; port administration; marine shipping or other intermodal transportation industries; cartography and geographic information systems; geodesy; physical oceanography; coastal resource management, including coastal resilience and emergency response; and other related fields. To apply for membership on the Panel, applicants are asked to provide: (1) A cover letter that includes responses to the ``Short Response Questions'' listed below, and (2) a current resume to the address specified below. This notice sets forth the schedule and proposed topics of discussion for public meetings of the Advisory Committee on Supply Chain Competitiveness (Committee).

NMFS is prohibiting directed fishing for Atka mackerel in the Central Aleutian district (CAI) of the Bering Sea and Aleutian Islands management area (BSAI) by vessels participating in the BSAI trawl limited access fishery. This action is necessary to prevent exceeding the 2014 total allowable catch (TAC) of Atka mackerel in this area allocated to vessels participating in the BSAI trawl limited access fishery.

In response to a request from Ashland Specialty Ingredients, a division of Hercules Inc., (Petitioner), the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on purified carboxymethylcellulose (CMC) from Finland. The period of review (POR) is July 1, 2012, through June 30, 2013. The review covers one respondent, CP Kelco Oy (CP Kelco). We preliminarily find that sales of the subject merchandise by CP Kelco have not been made at prices below normal value (NV) during the POR. We invite interested parties to comment on these preliminary results.

NMFS will hold a 2-day Atlantic Highly Migratory Species (HMS) Advisory Panel (AP) meeting in September 2014. The intent of the meeting is to consider options for the conservation and management of Atlantic HMS. The meeting is open to the public.

The Department of Commerce, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to take this opportunity to comment on proposed and/or continuing information collections, as required by the Paperwork Reduction Act of 1995.

ONMS is seeking applications for vacant seats for 7 of its 13 national marine sanctuary advisory councils and for the Northwestern Hawaiian Islands Coral Reef Ecosystem Reserve Advisory Council (advisory councils). Vacant seats, including positions (i.e., primary member and alternate), for each of the advisory councils are listed in this notice under Supplementary Information. Applicants are chosen based upon their particular expertise and experience in relation to the seat for which they are applying; community and professional affiliations; views regarding the protection and management of marine or Great Lake resources; and possibly the length of residence in the area affected by the sanctuary. Applicants who are chosen as members or alternates should expect to serve two- or three year terms, pursuant to the charter of the specific national marine sanctuary advisory council or the Northwestern Hawaiian Islands Coral Reef Ecosystem Reserve Advisory Council.

On June 18, 2014, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on certain circular welded carbon steel pipes and tubes from Taiwan.\1\ The review covers Shin Yang Steel Co., Ltd. (Shin Yang). The period of review (POR) is May 1, 2012, through April 30, 2013. We invited interested parties to comment on our Preliminary Results. No parties commented, and our final results remain unchanged from our Preliminary Results. The final results are listed in the section entitled ``Final Results of Review'' below.

The Pacific Fishery Management Council's (Pacific Council) Salmon Advisory Subpanel (SAS) and ad hoc Lower Columbia River Natural Coho Workgroup (LRC Workgroup) will hold a public work session. The meeting is open to the public, but is not intended as a public hearing. Public comments will be taken as time allows.

The National Ocean Service (NOS) of the National Oceanic and Atmospheric Administration (NOAA) notifies the public and potential applicants of an anticipated upcoming Federal Funding Opportunity (FFO) under the RESTORE Act Science Program, and of the short-term priorities for the program that NOS expects will be addressed in the FFO.

This rule clarifies existing standards and procedures by which the Bureau of Industry and Security (BIS) may require that certain contracts or orders that promote the national defense be given priority over other contracts or orders. It also sets new standards and procedures for such prioritization with respect to contracts or orders for emergency preparedness activities. Finally, this rule sets new standards and procedures by which BIS may allocate materials, services and facilities to promote the national defense. This rule implements provisions in the Defense Production Act Reauthorization of 2009 (September 30, 2009) (herein the Reauthorization Act) regarding publication of regulations providing standards and procedures for prioritization of contracts and orders and for allocation of materials, services, and facilities to promote the national defense under emergency and non-emergency conditions.

The Department of Commerce (Commerce) publishes this notice to announce the effective date of a Privacy Act System of Records entitled Commerce/Department-1, Attendance, Leave, and Payroll Records of Employees and Certain Other Persons. The notice of proposed amendment to this system of records was published in the Federal Register on June 27, 2014.

NMFS is transferring 15 metric tons (mt) of Atlantic bluefin tuna (BFT) quota from the Reserve category to the Harpoon category for the remainder of the 2014 fishing year. This action is based on consideration of the regulatory determination criteria regarding inseason adjustments, and applies to Atlantic tunas Harpoon category (commercial) permitted vessels.

The Department of Commerce (``Department'') received information sufficient to warrant initiation of a changed circumstances review of the antidumping duty order on certain pasta (``pasta'') from Italy. Specifically, based upon a request filed by La Molisana S.p.A. (``La Molisana''), a producer/exporter to the United States of subject merchandise, the Department is initiating a changed circumstances review to determine whether La Molisana is the successor-in-interest of La Molisana Industrie Alimentari, S.p.A. (``La Molisana Industrie''), a respondent in several prior reviews and proceedings of the pasta Order.\1\

The Department of Commerce (``the Department'') is amending the final results of the 2011-2012 administrative review of the antidumping duty order on seamless refined copper pipe and tube (``copper pipe'') from the People's Republic of China (``PRC'') to correct a ministerial error.\1\ The period of review (``POR'') is November 1, 2011 through October 31, 2012.

As a result of the determinations by the Department of Commerce (the ``Department'') and the International Trade Commission (the ``ITC'') that revocation of the antidumping duty (``AD'') order on malleable cast iron pipe fittings from the People's Republic of China (``PRC'') would be likely to lead to continuation or recurrence of dumping and of material injury to an industry in the United States, the Department is publishing this notice of continuation of the AD order.

NMFS announces approval of a Marine Conservation Plan (MCP) for Guam.

The Assistant Regional Administrator for Sustainable Fisheries, Greater Atlantic Region, NMFS (Assistant Regional Administrator), has made a preliminary determination that two separate exempted fishing permit applications contain all of the required information and warrant further consideration. The exempted fishing permits would facilitate compensation fishing under the Monkfish Research Set-Aside Program by exempting vessels from monkfish days-at- sea possession limits. The compensation fishing is in support of two 2014/2015 Monkfish Research Set-Aside projects. Regulations under the Magnuson-Stevens Fishery Conservation and Management Act require publication of this notification to provide interested parties the opportunity to comment on applications for proposed exempted fishing permits.
