Manufacturing Extension Partnership (MEP) Center for Florida; Availability of Funds
NIST invites applications from eligible applicants for funding one (1) MEP center in the State of Florida. The objective of the MEP center is to provide manufacturing extension services to primarily small- and medium-sized manufacturers in the state of Florida. The MEP center will become part of the MEP national system of extension service providers, currently comprised of more than 400 centers and field offices located throughout the United States and Puerto Rico.
Smart Grid Advisory Committee Meeting
The Smart Grid Advisory Committee (SGAC or Committee), will meet in open session on Tuesday, March 18, 2014 from 8:30 a.m. to 5:00 p.m. Eastern time and Wednesday, March 19, 2014 from 8:30 a.m. to 12:00 p.m. Eastern time. The South Atlantic Fishery Management Council (Council) has submitted Amendment 5 to the Fishery Management Plan for the Dolphin and Wahoo Fishery off the Atlantic States (FMP) for review, approval, and implementation by NMFS. Amendment 5 proposes actions to revise the acceptable biological catch (ABC), annual catch limits (ACLs) and accountability measures (AMs) for the commercial and recreational sectors for dolphin and wahoo, and update the framework procedures for the FMP. The purpose of Amendment 5 is to help achieve optimum yield (OY) within the dolphin and wahoo fishery and to minimize socio- economic impacts in accordance with the requirements of the Magnuson- Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act).

Polyethylene Terephthalate Film, Sheet, and Strip From India: Final Results of Countervailing Duty Administrative Review; 2011
On August 7, 2013, the Department published the preliminary results of the administrative review of the countervailing duty order on polyethylene terephthalate film, sheet, and strip (PET film) from India.\1\ The period of review (POR) is January 1, 2011, through December 31, 2011. Based on the analysis of the comment received, the Department has made a change to the subsidy rate determined for SRF Limited (SRF). The final subsidy rate is listed in the ``Final Results of Review'' section below.
Polyethylene Terephthalate Film, Sheet, and Strip From India: Final Results of Antidumping Duty Administrative Review; 2011-2012
The Department of Commerce (the Department) published its preliminary results on August 7, 2013.\1\ The period of review is July 1, 2011, through June 30, 2012. This review covers two mandatory respondents, Jindal Poly Films Limited (Jindal) and SRF Limited (SRF), and one non-selected respondent, Polyplex Corporation Ltd. (Polyplex). For the final results we continue to find that Polyplex and SRF sold subject merchandise at less than normal value.
Certain Frozen Warmwater Shrimp From the Socialist Republic of Vietnam: Final Results of Changed Circumstances Review
On January 10, 2014, the Department of Commerce (``Department'') published its notice of initiation and preliminary results of a changed circumstances review (``CCR'') of the antidumping duty order on Certain Frozen Warmwater Shrimp (``shrimp'') from the Socialist Republic of Vietnam (``Vietnam'').\1\ The Department preliminarily determined that Gallant Dachan Seafood Co., Ltd. (``Dachan'') is the successor-in-interest to Gallant Ocean (Quang Ngai), Co. Ltd. (``Quang Ngai''). We invited parties to comment. No parties submitted comments, and for these final results we continue to find that Dachan is the successor-in-interest to Quang Ngai.
Certain Pasta From Italy: Notice of Final Results of 16th Antidumping Duty Administrative Review; 2011-2012
On August 7, 2013, the Department of Commerce (the Department) published the preliminary results of the antidumping duty administrative review of certain pasta (pasta) from Italy and gave interested parties an opportunity to comment on the Preliminary Results.\1\ The review covers two mandatory respondents, Pastificio Gallo Natale & F.lli S.r.L. (Gallo), and Rummo,\2\ and six non-selected companies.\3\ The period of review (POR) is July 1, 2011, through June 30, 2012. As a result of our analysis of the comments and information received, these final results differ from the Preliminary Results. For the final weighted-average dumping margin, see the ``Final Results of Review'' section below.
Polyethylene Terephthalate Film, Sheet, and Strip From Taiwan: Final Results of Antidumping Duty Administrative Review; 2011-2012
The Department of Commerce (``the Department'') published its preliminary results of the administrative review of the antidumping duty order on polyethylene terephthalate (PET) film, sheet, and strip from Taiwan.\1\ The period of review (``POR'') is July 1, 2011, through June 30, 2012. Based upon our analysis of the comments received, we have made changes to the margin calculations for these final results and continue to determine that Shinkong Synthetic Fibers Corporation and its subsidiary Shinkong Material Technology Corporation (collectively ``Shinkong'') made sales below normal value. The final dumping margin is listed below in the ``Final Results of Review'' section of this notice.

Fisheries Off West Coast States; Coastal Pelagic Species Fisheries; Change to Start of Pacific Sardine Fishing Year
NMFS issues this final rule to change the starting date of the annual Pacific sardine fishery from January 1 to July 1. This changes the annual fishing season from one based on the calendar year to one based on a July 1 through the following June 30th schedule. No other changes to the annual allocation structure are being made and the existing seasonal allocation percentages will remain as specified in the FMP, as would the current quota roll-over provisions. This rule also establishes a one-time interim harvest allocation period from January 1, 2014 through June 30, 2014 to allow for continued fishing during the transition from a January to July start of the fishing season. The purpose of this final rule is to better align the timing of the research and science that is used in the annual stock assessments with the annual management schedule. To enable this transition in fishing years, this action also establishes a one-time interim harvest period for the 6 months from January 1, 2014, through June 30, 2014.
Magnuson-Stevens Act Provisions; Fisheries Off West Coast States; Pacific Coast Groundfish Fishery; 2014 Tribal Fishery for Pacific Whiting
NMFS issues this proposed rule for the 2014 Pacific whiting fishery under the authority of the Pacific Coast Groundfish Fishery Management Plan (FMP), the Magnuson Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act), and the Pacific Whiting Act of 2006. This proposed rule would allocate 17.5 percent of the U.S. Total Allowable Catch of Pacific whiting for 2014 to Pacific Coast Indian tribes that have a Treaty right to harvest groundfish.
Laminated Woven Sacks From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review; 2012-2013
In response to a request from the Laminated Woven Sacks Committee (``Petitioner''), the Department of Commerce (``the Department'') initiated an administrative review of the antidumping duty Order on laminated woven sacks from the People's Republic of China (``PRC'').1 2 The administrative review covers nine \3\ PRC companies for the period of review (``POR'') August 1, 2012, through July 31, 2013. No other party requested review of these nine companies. We invite interested parties to comment on these preliminary results.

Public Information, Freedom of Information Act and Privacy Act Regulations
This rule proposes revisions to the Department of Commerce's (Department) regulations under the Freedom of Information Act (FOIA) and Privacy Act. The FOIA regulations are being revised to clarify, update and streamline the language of several procedural provisions, including methods for submitting FOIA requests and appeals and the time limits for filing an administrative appeal, and to incorporate certain of the changes brought about by the amendments to the FOIA under the OPEN Government Act of 2007. Additionally, the FOIA regulations are being updated to reflect developments in the case law. The Privacy regulations are being revised to clarify, update and streamline several procedural provisions, including the methods for submitting appeals of Privacy Act requests and the time limits for filing a Privacy Act appeal. Additionally, the Privacy Act regulations are being updated to make technical changes to the applicable exemptions.
Wooden Bedroom Furniture From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review and New Shipper Reviews; 2012
The Department of Commerce (``the Department'') is conducting the eighth administrative review (``AR'') and a new shipper review (``NSR'') of the antidumping duty order on wooden bedroom furniture (``WBF'') from the People's Republic of China (``PRC''). The AR covers 60 exporters of subject merchandise, of which the Department selected three companies for individual examination. The NSR covers one exporter and producer of subject merchandise. The period of review (``POR'') for the AR and NSR is January 1, 2012, through December 31, 2012. The Department preliminarily determines that one of the mandatory respondents in the AR and the respondent in the NSR have made sales of subject merchandise at less than normal value. Additionally, the Department preliminarily determines that it will treat the other two mandatory respondents in the AR as part of the PRC-wide entity. Interested parties are invited to comment on these preliminary results.
Welded Stainless Pressure Pipe From Thailand: Amended Preliminary Determination of Sales at Less Than Fair Value
On January 7, 2014, the Department of Commerce (``the Department'') published in the Federal Register its preliminary determination that welded stainless pressure pipe (``WSPP'') from Thailand is being, or is likely to be, sold in the United States at less than fair value (``LTFV''), as provided in section 733(b) of the Tariff Act of 1930, as amended (``the Act'').\1\ On January 3, 2014, Ametai Co., Ltd. and Thareus Co., Ltd. (``Ametai/Thareus'') notified the Department that it was withdrawing its participation from the LTFV investigation. Based on the circumstances described below, the Department is amending the Preliminary Determination. This amended preliminary determination results in revised antidumping duty margins and cash deposit rates.
Steel Concrete Reinforcing Bar From the Republic of Turkey: Preliminary Negative Countervailing Duty Determination, Preliminary Negative Critical Circumstances Determination, and Alignment of Final Determination With Final Antidumping Determination
The Department of Commerce (the Department) preliminarily determines that countervailable subsidies are not being provided to producers and exporters of steel concrete reinforcing bar (rebar) from the Republic of Turkey (Turkey). The period of investigation is January 1, 2012, through December 31, 2012. Interested parties are invited to comment on this preliminary determination.
Takes of Marine Mammals Incidental to Specified Activities; Taking Marine Mammals Incidental to San Nicolas Island Roads and Airfield Repairs Project
NMFS has received an application from the Department of the Navy (Navy), Naval Base Ventura County (NBVC), California, for an Incidental Harassment Authorization (IHA) to take marine mammals, by harassment, incidental to the San Nicolas Island (SNI) roads and airfield repairs project. Pursuant to the Marine Mammal Protection Act (MMPA), NMFS is requesting comments on its proposal to issue an IHA to NBVC to incidentally take, by Level B harassment only, marine mammals during the specified activity.
Revisions to NOAA's Policy for the Assessment of Civil Administrative Penalties and Permit Sanctions
The National Oceanic and Atmospheric Administration (NOAA) announces the availability of draft revisions to NOAA's Policy for the Assessment of Civil Administrative Penalties and Permit Sanctions (Penalty Policy) for public review and comment. The revisions to the policy will improve enforcement consistency nationally, increase predictability in enforcement, improve transparency in enforcement, and more effectively protect natural resources.
Fisheries of the Exclusive Economic Zone Off Alaska; Pacific Cod by Trawl Catcher Vessels in the Western Regulatory Area of the Gulf of Alaska
NMFS is prohibiting directed fishing for Pacific cod by catcher vessels using trawl gear in the Western Regulatory Area of the Gulf of Alaska (GOA). This action is necessary to prevent exceeding the A season allowance of the 2014 Pacific cod total allowable catch apportioned to trawl catcher vessels in the Western Regulatory Area of the GOA.

The period of review (``POR'') is May 1, 2012, through April 30, 2013. This review covers one PRC company, Tianjin Magnesium International, Co., Ltd. (``TMI'') and Tianjin Magnesium Metal Co., Ltd. (``TMM'') (collectively ``TMI/ TMM'').\1\ The Department preliminarily finds that TMI/TMM did not have reviewable entries during the POR. We invite interested parties to comment on these preliminary results.

The period of review (POR) is January 1, 2012, through December 31, 2012. We preliminarily determine that Wuxi Seamless Oil Pipe Co., Ltd. (Wuxi) and Jiangsu Chengde Steel Tube Share Co., Ltd. (Jiangsu Chengde) received countervailable subsidies during the POR. We invite interested parties to comment on these preliminary results.
Certain Oil Country Tubular Goods From the Republic of Korea: Negative Preliminary Determination of Sales at Less Than Fair Value, Negative Preliminary Determination of Critical Circumstances and Postponement of Final Determination
The Department of Commerce (Department) preliminarily determines that certain oil country tubular goods (OCTG) from the Republic of Korea is not being, or is not likely to be, sold in the United States at less than fair value (LTFV), as provided in section 733(b) of the Tariff Act of 1930, as amended (the Act). The period of investigation (POI) is July 1, 2012, through June 30, 2013. The estimated weighted-average dumping margins are shown in the ``Preliminary Determination'' section of this notice. The Department preliminarily found that critical circumstances do not exist. Finally, in response to a request from petitioners, we are postponing the final determination. The final determination will be issued 135 days after the publication of this preliminary determination in the Federal Register. We invite interested parties to comment on the preliminary determination.
