High Pressure Steel Cylinders from the People's Republic of China: Rescission of Countervailing Duty Administrative Review; 2011-2012
The Department of Commerce (Department) is rescinding the administrative review of the countervailing duty order on high pressure steel cylinders (cylinders) from the People's Republic of China (PRC) for the period October 18, 2011, through December 31, 2012.
Corrosion-Resistant Carbon Steel Flat Products from the Republic of Korea: Preliminary Results of Antidumping Duty Administrative Review; 2011-2012
In response to requests from interested parties, the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on corrosion-resistant carbon steel flat products (CORE) from the Republic of Korea (Korea), covering the period August 1, 2011, through February 14, 2012.\1\ \2\ The review covers two mandatory respondents, Dongbu Steel Co., Ltd., (Dongbu), and Hyundai HYSCO (HYSCO), and five non-selected companies.\3\ We preliminarily determine that Dongbu sold subject merchandise at less than normal value (NV) during the POR. We preliminarily determine that HYSCO did not sell subject merchandise at less than NV during the POR.

The RSPAWG will also provide a mechanism for formal coordination between the multiple organizations conducting RESTORE-related science within the Gulf of Mexico. Light-Walled Rectangular Pipe and Tube From Mexico: Preliminary Results and Partial Rescission of Antidumping Duty Administrative Review; 2011-2012
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on light-walled rectangular pipe and tube (LWR pipe and tube) from Mexico. The period of review (POR) is August 1, 2011, through July 31, 2012. The review covers three producers or exporters of subject merchandise, Regiomontana de Perfiles y Tubos S.A. de C.V. (Regiopytsa), Maquilacero S.A. de C.V. (Maquilacero), and Nacional de Acero S.A. de C.V. (NASA). For these preliminary results, we have found that Regiopytsa has sold subject merchandise at less than normal value during the POR and that Maquilacero has not sold subject merchandise at less than normal value during the POR. For NASA, we are rescinding this administrative review. Interested parties are invited to comment on these preliminary results.
Bureau of the Census Geographically Updated Population Certification Program (GUPCP)
Effective October 1, 2013, the Bureau of the Census (Census Bureau) will resume processing applications for certified decennial census population and housing unit counts in updated governmental unit boundaries. This service, known as the Geographically Updated Population Certification Program (GUPCP), was suspended on January 1, 2008, to accommodate the taking of the 2010 Census (see Notice of Suspension, 72 Fed. Reg. 46602 (Aug. 21, 2007)). The resumption of this service will provide for certification of 2010 Census population and housing unit counts in governmental unit boundaries legally effective after the 2010 Census geographic benchmark date of January 1, 2010. While the program was originally scheduled for reinstatement in the year 2012, resource demands have delayed its relaunch until 2013. Resumption of the program continues a fee-based service that the Census Bureau has provided since the 1970s. Additional program details, including the schedule of fees and application instructions, are accessible on the Census Bureau's Web site at: www.census.gov/mso/www/ certification.

Addition and Revision to the List of Validated End-Users in the People's Republic of China
In this rule, the Bureau of Industry and Security (BIS) amends the Export Administration Regulations (EAR) to add an end-user in the People's Republic of China (PRC) to the list of Validated End-Users (VEUs). Specifically, BIS amends Supplement No. 7 to part 748 of the EAR to add Intel Semiconductor (Dalian) Ltd. (Intel Dalian) as a VEU. With this rule, exports, reexports and transfers (in-country) of certain items to two Intel Dalian eligible destinations are now authorized under Authorization VEU. BIS also amends Supplement No. 7 to part 748 to change the name of an existing VEU in the PRC, from Lam Research Corporation to Lam Research Service Co., Ltd.
Fisheries of the Exclusive Economic Zone Off Alaska; American Fisheries Act, Amendment 80 Program, Western Alaska Community Development Quota Program, Freezer Longline Cooperative; Public Workshop
NMFS announces a workshop to solicit input from participants in the pollock fishery in the Bering Sea authorized under the American Fisheries Act (AFA), the Aleutian Islands pollock fishery, the Amendment 80 trawl fisheries in the Bering Sea and Aleutian Islands, the Western Alaska Community Development Quota (CDQ) Program, and the hook-and-line catcher/processor (freezer longline) Pacific cod fishery in the Bering Sea and Aleutian Islands. The workshop will address: (1) The applicability of cost recovery fees mandated under section 304(d)(2) of the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act) to the AFA, Aleutian Islands pollock fishery, Amendment 80 Program, CDQ Program, and the freezer longline Pacific cod fishery in the Bering Sea and Aleutian Islands; (2) an overview of the potential impacts of cost recovery programs; and (3) an overview of proposed regulatory approaches to implement cost recovery programs. The meeting is open to the public, but NMFS is particularly seeking participation by people who are knowledgeable about the AFA, Aleutian Islands pollock fishery, Amendment 80, CDQ Program, and the freezer longline Pacific cod fishery in the Bering Sea and Aleutian Islands and who can discuss with NMFS the potential impacts of cost recovery programs and proposed regulatory approaches.
Fisheries of the Exclusive Economic Zone Off Alaska; Pacific Cod by Catcher/Processors Using Trawl Gear in the Central Regulatory Area of the Gulf of Alaska
NMFS is prohibiting directed fishing for Pacific cod by catcher/processors (C/Ps) using trawl gear in the Central Regulatory Area of the Gulf of Alaska (GOA). This action is necessary to prevent exceeding the 2013 Pacific cod total allowable catch apportioned to C/ Ps using trawl gear in the Central Regulatory Area of the GOA.
Fisheries of the Exclusive Economic Zone Off Alaska; Greenland Turbot in the Bering Sea and Aleutian Islands Management Area
NMFS is opening directed fishing for Greenland turbot in the Bering Sea subarea of the Bering Sea and Aleutian Islands Management Area (BSAI). This action is necessary to fully use the 2013 initial total allowable catch (ITAC) of Greenland turbot in the Bering Sea subarea of the BSAI.
Effects of Foreign Policy-Based Export Controls
BIS is seeking public comments on the effect of existing foreign policy-based export controls in the Export Administration Regulations. BIS is requesting public comments to conduct consultations with U.S. industries. Section 6 of the Export Administration Act (EAA) requires BIS to consult with industry on the effect of such controls and to report the results of the consultations to Congress. Comments from all interested persons are welcome. All comments will be made available for public inspection and copying and included in a report to be submitted to Congress.

The National Institute of Standards and Technology (NIST) announces the Intersection of Cloud and Mobility Forum and Workshop to be held on Tuesday, October 1, Wednesday, October 2, and Thursday, October 3, 2013. The format is a three-day forum with breakout sessions held each day. The NIST Intersection of Cloud and Mobility Forum and Workshop will bring together leaders and innovators from industry, academia and government in an interactive format that combines keynote presentations, panel discussions, interactive breakout sessions, and open discussion. Fisheries Off West Coast States; Highly Migratory Fisheries; California Drift Gillnet Fishery; Sperm Whale Interaction Restriction
NMFS is issuing temporary regulations under the authority of Section 305(c) of the Magnuson-Stevens Fishery Conservation and Management Act (MSA) to: implement an immediate closure of the California thresher shark/swordfish drift gillnet (mesh size >=14 inches) (DGN) fishery if one sperm whale is observed killed or seriously injured in DGN gear off California, and require all DGN fishing vessels to carry a NMFS-trained observer from August 15, 2013 to January 31, 2014 in a 100% observer coverage area (Zone). The Zone covers nearly all areas in the U.S. exclusive economic zone (EEZ) deeper than the 1,100 fathoms (fm) (2,012 meters (m)) depth contour. Owners/operators of vessels intending to fish with DGN gear will be required to install, activate, carry and operate a vessel monitoring system (VMS) prior to embarking on a DGN fishing trip after the effective date of this rule.
Taking of Threatened or Endangered Marine Mammals Incidental to Commercial Fishing Operations; Issuance of Permit
In accordance with the Marine Mammal Protection Act (MMPA), NMFS hereby issues a permit for a period of three years to authorize the incidental, but not intentional, taking of individuals of three stocks of marine mammals listed as threatened or endangered under the Endangered Species Act (ESA) by the California (CA) thresher shark/ swordfish drift gillnet (DGN) fishery (>=14 inch mesh) and the incidental, but not intentional, taking of individuals from one stock by the Washington/Oregon/California (WA/OR/CA) sablefish pot fishery.

Magnuson-Stevens Fishery Conservation and Management Act Provisions; Fisheries of the Northeastern United States; Annual Catch Limits and Accountability Measures
NMFS announces that the Mid-Atlantic Fishery Management Council has submitted the Recreational Accountability Measures Omnibus Amendment incorporating a draft Environmental Assessment, for review by the Secretary of Commerce. NMFS is requesting comments from the public on the Recreational Accountability Measures Omnibus Amendment, which was developed by the Council to modify the accountability measures for the Atlantic mackerel, Atlantic bluefish, summer flounder, scup, and black sea bass recreational fisheries.
Fisheries of the Northeastern United States; Bluefish Fishery; Quota Transfer
NMFS announces that the State of North Carolina is transferring a portion of its 2013 commercial bluefish quota to the Commonwealth of Massachusetts. By this action, NMFS adjusts the quotas and announces the revised commercial quota for each state involved.
Certain Kitchen Appliance Shelving and Racks From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review; 2011-2012
The Department of Commerce (``Department'') is conducting an administrative review of the antidumping duty order on certain kitchen appliance shelving and racks from the People's Republic of China (``PRC'') for the period of review (``POR'') September 1, 2011, through August 31, 2012. The review covers one exporter of subject merchandise, New King Shan (Zhu Hai) Wire Co., Ltd. (``New King Shan''). We have preliminarily found that New King Shan did not make sales of subject merchandise at less than normal value (``NV'').
Schedules for Atlantic Shark Identification Workshops and Protected Species Safe Handling, Release, and Identification Workshops
Free Atlantic Shark Identification Workshops and Protected Species Safe Handling, Release, and Identification Workshops will be held in October, November, and December of 2013. Certain fishermen and shark dealers are required to attend a workshop to meet regulatory requirements and to maintain valid permits. Specifically, the Atlantic Shark Identification Workshop is mandatory for all federally permitted Atlantic shark dealers. The Protected Species Safe Handling, Release, and Identification Workshop is mandatory for vessel owners and operators who use bottom longline, pelagic longline, or gillnet gear, and who have also been issued shark or swordfish limited access permits. Additional free workshops will be conducted during 2014 and will be announced in a future notice.
Privacy Act of 1974: System of Records
In accordance with the Privacy Act of 1974, as amended, the Department of Commerce proposes to amend the system of records entitled ``COMMERCE/DEPARTMENT-20, Biographical Files,'' to include social network sites, which will provide Department of Commerce employees new ways to connect and share information, and solicit and receive feedback freely with the public; change the name of the system of records to ``Biographical Files and Social Networks''; update routine uses; update practices for electronically storing, retrieving, and safeguarding records in the System; and generally update the system's notice. We invite public comment on the amended system announced in this publication.
Interagency Cooperation-Endangered Species Act of 1973, as Amended; Incidental Take Statements
We, the U.S. Fish and Wildlife Service and the National Marine Fisheries Service (collectively, the Services), propose to amend the regulations governing consultation under section 7 of the Endangered Species Act of 1973, as amended (ESA), regarding incidental take statements. The purpose of the proposed changes is to address the use of surrogates to express the amount or extent of anticipated incidental take, and incidental take statements for programmatic actions where implementation of the program requires later authorization, funding, or implementation of site-specific actions that will be subject to section 7 consultation and incidental take statements, as appropriate. These changes are proposed to improve the flexibility and clarify the development of incidental take statements. The Services believe these proposed regulatory changes are a reasonable exercise of their discretion in interpreting particularly challenging aspects of section 7 of the ESA related to incidental take statements.
Magnuson-Stevens Act Provisions; General Provisions for Domestic Fisheries; Application for Exempted Fishing Permits
The Assistant Regional Administrator for Sustainable Fisheries, Northeast Region, NMFS, has made a preliminary determination that an exempted fishing permit application submitted by the Maine Department of Marine Resources contains all of the required information and warrants further consideration. This would exempt participating commercial fishing vessels from gear restrictions for the purpose of developing an alternative gear for the directed silver hake fishery. Regulations under the Magnuson-Stevens Fishery Conservation and Management Act require publication of this notification to provide interested parties the opportunity to comment on applications for proposed EFPs.
Certain Cased Pencils From the People's Republic of China: Rescission of Antidumping Duty Administrative Review; 2011-2012
The Department of Commerce (Department) is rescinding the administrative review of the antidumping duty order on certain cased pencils (pencils) from the People's Republic of China (PRC) for the period December 1, 2011, through November 30, 2012, based on the withdrawal of the review request by one company and on the revocation of the order with respect to the second company for which a review was requested.
President's Export Council; Meeting
The President's Export Council will hold a meeting to deliberate on recommendations related to promoting the expansion of U.S. exports. Topics may include trade promotion authority; priorities for the Ninth World Trade Organization Ministerial Conference; forced localization policies; understanding best value in government procurement; de minimis reform; intellectual property protections in the Trans-Pacific Partnership agreement; expansion of the Information Technology Agreement; and export control reform. Atlantic Highly Migratory Species; Atlantic Commercial Shark Fisheries
NMFS is transferring 68 metric tons (mt) dressed weight (dw) of non-blacknose small coastal shark (SCS) quota from the Atlantic region to the Gulf of Mexico region for the remainder of the 2013 fishing year. This action is based on consideration of the regulatory determination criteria regarding inseason adjustments, and applies to commercial Atlantic shark permitted vessels.
Initiation of Five-Year (“Sunset”) Review
In accordance with section 751(c) of the Tariff Act of 1930, as amended (``the Act''), the Department of Commerce (``the Department'') is automatically initiating five-year reviews (``Sunset Reviews'') of the antidumping and countervailing duty (``AD/CVD'') orders listed below. The International Trade Commission (``the Commission'') is publishing concurrently with this notice its notice of Institution of Five-Year Review which covers the same orders.
