NMFS is prohibiting directed fishing for pollock in Statistical Area 620 in the Gulf of Alaska (GOA). This action is necessary to prevent exceeding the A season allowance of the 2013 total allowable catch of pollock for Statistical Area 620 in the GOA.

The Department of Commerce, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to comment on continuing and revising this information collection, as required by the Paperwork Reduction Act of 1995, Public Law 104-13 (44 U.S.C. 3506(c)(2)(A)).

Based on affirmative final determinations by the Department of Commerce (``the Department'') and the International Trade Commission (``ITC''), the Department is issuing an antidumping duty order on steel wire garment hangers from the Socialist Republic of Vietnam (``Vietnam'').

The Advisory Committee on Earthquake Hazards Reduction (ACEHR or Committee), will hold an open meeting via teleconference on Thursday, February 28, 2013 from 3 p.m. to 5 p.m. Eastern Time. The primary purpose of this meeting is to finalize the Committee's draft letter report to the NIST Director. Any draft meeting materials will be posted prior to the meeting on the National Earthquake Hazards Reduction Program (NEHRP) web site at https://nehrp.gov/. The North Pacific Fishery Management Council (NPFMC) will hold a Crab Assessment Workshop.

This notice sets forth a request for responses from U.S. vendors capable of exporting goods or services for the implementation of Next Generation Air Transportation System (NextGen) solutions that meet the requirements of the International Civil Aviation Organization's (ICAO) Aviation System Block Upgrade (ASBU) initiative. The NextGen solutions address the ICAO ASBU-designated performance improvement areas of: (a) Airport operations, (b) globally interoperable systems and data, (c) optimum capacity and flexible flights, and (d) efficient flight paths. In addition, this request seeks responses from (e) the knowledge and service providers who can facilitate these solutions. The International Trade Administration (ITA) of the Department of Commerce is developing a web-based NextGen Solutions Vendors Guide intended to be used by foreign air navigation service providers, airport operators, and governmental authorities to identify U.S. goods and services that can be used to help implement ICAO-consistent NextGen solutions. The guide will highlight the U.S. producers and suppliers who indicate that they have products that can be used to implement one or more of the listed NextGen solutions. The NextGen Solutions Vendors Guide will support the President's National Export Initiative by fostering export opportunities for the U.S. air navigation equipment and services industry.

The SEDAR 31 assessment of the Gulf of Mexico red snapper fishery will consist of a series of workshops and supplemental webinars. This notice is for webinars associated with the Assessment portion of the SEDAR process. See SUPPLEMENTARY INFORMATION.

Notice is hereby given that NMFS has received two scientific research and enhancement permit applications and one permit modification request relating to anadromous species listed under the Endangered Species Act (ESA). The proposed research activities are intended to increase knowledge of the species and to help guide management and conservation efforts. The United States Department of Commerce, International Trade Administration, U.S. and Foreign Commercial Service is replacing the Notice regarding the Trade Mission to Egypt and Kuwait March 10-14, 2013, published at 77 FR 71777, December 4, 2012, to cancel the Kuwait portion of the mission, and reschedule the Egypt portion to April 14 to 16, and the application deadline to March 14.

Notice is hereby given that Sea World, Inc., 9205 South Park Circle, Suite 400, Orlando, FL 32819, has applied in due form for a permit to import one female, captive-born Pacific white-sided dolphin (Lagenorhynchus obliquidens) for the purposes of public display.

In accordance with section 751(c) of the Tariff Act of 1930, as amended (``the Act''), the Department of Commerce (``the Department'') is automatically initiating five-year reviews (``Sunset Reviews'') of the antidumping duty orders listed below. The International Trade Commission (``the Commission'') is publishing concurrently with this notice its notice of Institution of Five-Year Review which covers the same orders.

NMFS has received an application from Cape Wind Associates (CWA) for an Incidental Harassment Authorization (IHA) to take marine mammals, by harassment, incidental to pre-construction high resolution survey activities. CWA began pre-construction activities last year, but was unable to complete the entire survey. Pursuant to the Marine Mammal Protection Act (MMPA), NMFS is requesting comments on its proposal to issue a second IHA to CWA to incidentally take, by Level B harassment only, marine mammals during the specified activity.

This action is necessary to prevent exceeding the A season allowance of the 2013 Pacific cod total allowable catch apportioned to vessels using pot gear in the Western Regulatory Area of the GOA.

NMFS announces that the Western Pacific Fishery Management Council proposes to amend four fishery ecosystem plans to establish fishing requirements consistent with the Presidential proclamations that created the Marianas Trench, Pacific Remote Islands, and Rose Atoll Marine National Monuments.

The United States Patent and Trademark Office (USPTO) is seeking stakeholder input on certain matters relating to international harmonization of substantive patent law, in particular, information and views on: (1) The grace period; (2) publication of applications; (3) the treatment of conflicting applications and (4) prior user rights. To assist in gathering this information, the USPTO is holding a public hearing at which interested members of the public are invited to testify on the issues outlined above. In addition, interested members of the public are encouraged to complete an electronic questionnaire relating to the above-identified issues. Separate written comments may be provided through electronic mail, though completion of the questionnaire is strongly preferred in lieu of separate comments.
