The U.S. Department of Commerce (the Department) is rescinding in part the administrative review of the antidumping duty order on honey from Argentina for the period December 1, 2008, to November 30, 2009 with respect to fifteen companies. This rescission, in part, is based on the timely withdrawal of the request for review by the interested parties that requested the review. A complete list of the companies for which the administrative review is being rescinded is provided in the background section below. Additionally, the Department is extending the preliminary results of this administrative review to no later than January 7, 2011.

The purpose of this document is to advise eligible state, local, territory and tribal governments, regional ocean partnerships, institutions of higher learning, and non-profit and for-profit organizations (requirements described in full announcement) that NOAA is soliciting proposals for competitive funding for Regional Ocean Partnerships that include or emphasize regional Coastal and Marine Spatial Planning (CMSP) efforts. This competition is focused on advancing effective coastal and ocean management through regional ocean governance and the goals for national ocean policy set out in the July 2010 Final Recommendations of the Interagency Ocean Policy Task Force, which includes a national CMSP Framework. The Regional Ocean Partnership Funding Program (ROPFP) will support two categories of activities: (1) Implementation of activities that contribute to achieving the priorities identified by Regional Ocean Partnerships (ROPs) while also advancing CMSP as envisioned in the national CMSP Framework; and (2) ROP Development and Governance Support for administration and operations of existing ROPs, and for start-up costs of those regions beginning ROPs. Eligible entities must submit to NOAA full proposals on or before December 10, 2010, in order to participate in this Fiscal Year (FY) 2011 funding opportunity. Total anticipated funding is approximately $20,000,000 and is subject to the availability of FY 2011 appropriations. Additional funds of approximately $10,000,000 from NOAA or other Federal agencies may be used for FY 2011 or multi-year awards from this competition. The start date on proposals should be the first day of July, August or September, but no later than October 1, of 2011. Statutory authority for this program is provided under Coastal Zone Management Act, 16 U.S.C. 1456c (Technical Assistance).

Final catch data for the 2009 fishing year (FY) (May 1, 2009- April 30, 2010) indicate that the total catch of Georges Bank (GB) yellowtail flounder was 1,770 mt, exceeding the 1,617 mt FY 2009 Total Allowable Catch (TAC) by 153 mt. The regulations require that any overage of the GB yellowtail flounder TAC specified for the common pool, individual sectors, or the scallop fishery in one FY be subtracted from the respective TACs in the following FY. Therefore, NMFS hereby announces deductions to the FY 2010 GB yellowtail flounder TAC, including how the deduction will be divided between the annual catch limit (ACL) for common pool vessels (common pool sub-ACL), and the ACL for sector vessels (sector sub-ACL).

NOAA Fisheries announces three inseason actions in the ocean salmon fisheries. Inseason actions 9 and 11 modified the commercial fishery in the area from U.S./Canada Border to Cape Falcon, Oregon. Inseason action 10 modified the recreational fishery in the areas from U.S. Canada Border to Cape Alava (Neah Bay Subarea), Cape Alava to Queets River (La Push Subarea), and Queets River to Leadbetter Point (Westport Subarea).

NMFS is reallocating the projected unused amounts of the 2010 pollock incidental catch allowance (ICA) to the directed fisheries in the Bering Sea subarea. This action is necessary to provide opportunity for harvest of the 2010 total allowable catch (TAC) of pollock, consistent with the goals and objectives of the Fishery Management Plan for Groundfish of the Bering Sea and Aleutian Islands Management Area (FMP).

The President's Export Council Subcommittee on Export Administration (PECSEA) advises the U.S. Government on matters and issues pertinent to implementation of the provisions of the Export Administration Act and the Export Administration Regulations, as amended, and related statutes and regulations. These issues relate to U.S. export controls as mandated by law for national security, foreign policy, non-proliferation, and short supply reasons. The PECSEA draws on the expertise of its members to provide advice and make recommendations on ways to minimize the possible adverse impact export controls may have on U.S. industry. The PECSEA provides the Government with direct input from representatives of the broad range of industries that are directly affected by export controls. The PECSEA is composed of high-level industry and Government members representing diverse points of view on the concerns of the business community. PECSEA industry representatives are selected from firms producing a broad range of goods, software, and technologies presently controlled for national security, foreign policy, non- proliferation, and short supply reasons or that are proposed for such controls, balanced to the extent possible among large and small firms. PECSEA members are appointed by the Secretary of Commerce and serve at the Secretary's discretion. The membership reflects the Department's commitment to attaining balance and diversity. PECSEA members must obtain secret-level clearances prior to appointment. These clearances are necessary so that members can be permitted access to relevant classified information needed in formulating recommendations to the President and the U.S. Government. The PECSEA meets 4 to 6 times per year. Members of the Subcommittee will not be compensated for their services. The PECSEA is seeking private-sector members with senior export control expertise and direct experience in one or more of the following industries: Machine tools, semiconductors, commercial communication satellites, high performance computers, telecommunications, aircraft, pharmaceuticals, and chemicals. Specifically, NTIA updates the version of the Manual of Regulations and Procedures for Federal Radio Frequency Management with which federal agencies must comply when requesting use of the radio frequency spectrum.
