On March 1, 2007, the Department of Commerce (``the Department'') initiated the sunset review of the antidumping duty order on automotive replacement glass windshields from the People's Republic of China (``PRC''). Because the domestic interested parties did not participate in the sunset review, the Department is revoking the antidumping duty order.

The New England Fishery Management Council (Council) will hold a three-day Council meeting, on June 19-21, 2007, to consider actions affecting New England fisheries in the exclusive economic zone (EEZ).

Pursuant to 43 CFR 11.32 and 11.81-.82, notice is hereby given that a proposed Settlement Agreement in resolution of the Natural Resource Trustees' claim for natural resource damages (Agreement) associated with the Palmer Barge Superfund Site and the ``Draft Restoration Plan and Environmental Assessment for the Palmer Barge Waste Site, Port Arthur, Jefferson County, Texas'' (Draft DARP/EA) are available for public review and comment. This document has been approved by the state and federal Natural Resource Trustee agencies to address natural resource injuries and resource services losses of an ecological nature attributable to releases of hazardous substances from the Palmer Barge Superfund Site (Site).The natural resource trustees include: The National Oceanic and Atmospheric Administration (NOAA), Commerce; United States Department of the Interior (DOI); Texas Parks and Wildlife Department (TPWD); Texas General Land Office (GLO); and Texas Commission on Environmental Quality (TCEQ). The Natural Resource Trustees have reached a proposed agreement with E.I. du Pont de Nemours and Company, Texaco Inc., Ashland Inc. and Kirby Inland Marine to resolve their liability under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) for damages to natural resources resulting from releases of hazardous substances from the Site. This draft DARP/EA presents the Trustees' assessment of these natural resource injuries and service losses attributable to the Site, and the plan for restoring ecological resources and services to compensate for those injuries and losses. The Trustees will consider input received during the public comment period before finalizing the DARP/EA.

In compliance with the Energy Policy Act of 1992, this notice announces the availability of the Department of Commerce's (DOC) alternative fuel vehicle (AFV) reports for fiscal years 2005 and 2006 for its agency fleet. Additionally, this report includes data concerning DOC's efforts to reduce energy consumption.

Notice is hereby given that Robin Baird, Ph.D., Cascadia Research, 218 W. 4th Avenue, Olympia, WA 98501, has been issued an amendment to scientific research Permit No. 731-1774.

NMFS publishes this final rule to implement the 2007 management measures to reduce overfishing of the eastern tropical Pacific Ocean (ETP) tuna stocks in 2007, consistent with recommendations by the Inter-American Tropical Tuna Commission (IATTC) that have been approved by the Department of State (DOS) under the Tuna Conventions Act. The U.S. purse seine fishery for yellowfin, bigeye, and skipjack tunas in the ETP will be closed for a 6-week period beginning August 1, 2007, through September 11, 2007. The longline fishery for bigeye tuna will close when a 500 metric ton (mt) limit has been reached. These actions are taken to limit fishing mortality caused by purse seine fishing and longline fishing in the ETP and contribute to long-term conservation of the tuna stocks at levels that support healthy fisheries.

The U.S. Department of Commerce (``the Department'') preliminarily determines that coated free sheet paper (``CFS paper'') from the Republic of Korea (``Korea'') is being, or is likely to be, sold in the United States at less than fair value (``LTFV''), as provided in section 733(b) of the Tariff Act of 1930, as amended (``the Act''). The estimated margins of sales at LTFV are listed in the ``Suspension of Liquidation'' section of this notice. Interested parties are invited to comment on this preliminary determination. Pursuant to requests from interested parties, we are postponing for 60 days the final determination and extending the provisional measure from a four-month period to not more than six months. Accordingly, we will make our final determination not later than 135 days after publication of the preliminary determination.

On February 1, 2007, the Department of Commerce (``the Department'') initiated sunset reviews of the antidumping duty orders on stainless steel bar from France, Italy, South Korea and the United Kingdom pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). The Department conducted expedited (120-day) sunset reviews for these orders. As a result of these sunset reviews, the Department finds that revocation of the antidumping duty orders would be likely to lead to continuation or recurrence of dumping. The dumping margins are identified in the Final Results of Reviews section of this notice.

The Climate Change Science Program (CCSP) Product Development Committee for Synthesis and Assessment Product 1.3 (CPDC-S&A 1.3) was established by a Decision Memorandum dated November 21, 2006. CPDC-S&A 1.3 is the Federal Advisory Committee charged with responsibility to develop a draft Synthesis and Assessment Product that addresses CCSP Topic 1.3: ``Re-analyses of Historical Climate Data for Key Atmospheric Features: Implications for Attribution of Causes of Observed Change.'' Time and Date: The meeting will be held Monday, June 25, 2007, from 1:30 p.m. to 5:30 p.m.; Tuesday, June 26, 2007, from 8:30 a.m. to 5 p.m.; and Wednesday, June 27, 2007, from 8:30 a.m. to 5 p.m. These times and the agenda topics described below are subject to change. Refer to the Web page https://www.climate.noaa.gov/ccsp/13.jsp for the most up-to-date meeting agenda. Place: The meeting will be held at the NOAA Earth System Research Laboratory, 325 Broadway, Boulder, Colorado 80305, Room GB-124. Status: The meeting will be open to public participation with a 30- minute public comment period on Monday, June 25 from 2:30 p.m. to 3 p.m. (check Web site to confirm this time). The CPDC-S&A 1.3 expects that public statements presented at its meetings will not be repetitive of previously submitted verbal or written statements. In general, each individual or group making a verbal presentation will be limited to a total time of five (5) minutes. Written comments (at least 35 copies) should be received by the CPDC-S&A 1.3 Designated Federal Official by June 18, 2007 to provide sufficient time for review. Written comments received after June 18 will be distributed to the CPDC-S&A 1.3, but may not be reviewed prior to the meeting date. Seats will be available on a first-come, first-served basis. Matters To Be Considered: The meeting will include the following topics: (1) Review, recommend and make changes to the reanalysis and attribution chapters of Synthesis and Assessment Product 1.3; and (2) Discussion of plans for completion and submission of the first draft of Synthesis and Assessment Product 1.3.

On May 25, 2007, The U.S. Department of Commerce issued an amended Export Trade Certificate of Review to Necole Shannon Global, Inc. (``NSG'').

Based on affirmative final determinations by the Department of Commerce (the ``Department'') and the International Trade Commission (``ITC''), the Department is issuing an antidumping duty order on certain polyester staple fiber (``PSF'') from the People's Republic of China (``PRC''). On May 24, 2007, the ITC notified the Department of its affirmative determination of material injury to a U.S. industry. See Certain Polyester Staple Fiber from China, Investigation No. 731- TA-1104 (Final), USITC Publication 3922 (June 2007). EFFECTIVE DATE: June 1, 2007.

In addition to the items noted in the earlier Notice for the June 10-15, 2007 meeting of the South Atlantic Fishery Management Council (Council), the Council's Snapper Grouper Committee and full Council will also consider the establishment of a control date of March 8, 2007 for all for-hire permits in the South Atlantic Council's area of authority. There is concern of increased participation in the for-hire fishery, in addition to decreasing infrastructure. The Snapper Grouper Committee will provide recommendations to the Council and the Council will take action as appropriate.

On April 20, 2007, NMFS proposed the listing of the Cook Inlet beluga whale as an endangered species under the Endangered Species Act of 1973 (ESA), as amended. As part of that proposal, NMFS announced a public comment period to end on June 19, 2007. NMFS has received requests for an extension to the comment period and for public hearings on this issue. In response to these requests, NMFS is extending the public comment period for the proposed listing action to August 3, 2007. Additionally, NMFS is announcing that hearings will be held at two locations in Alaska to provide additional opportunities and formats to receive public input.

The International Trade Commission (``the Commission'') is publishing concurrently with this notice its notice of Institution of Five-Year Review which covers this same order.
