Low Enriched Uranium From France: Final Results of Expedited Sunset Review of the Antidumping Duty Order

On January 3, 2007, the Department of Commerce (the Department) initiated a sunset review of the antidumping duty order on low enriched uranium (LEU) from France pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act). On the basis of a notice of intent to participate and an adequate substantive response filed on behalf of domestic interested parties and an inadequate response from respondent interested party, the Department has conducted an expedited (120-day) sunset review of this order pursuant to section 751(c)(3)(B) and section 351.218(e)(1)(ii)(C)(2) of the Department's regulations. As a result of this sunset review, the Department finds that revocation of the antidumping duty order is likely to lead to continuation or recurrence of dumping at the level indicated in the ``Final Results of Review'' section of this notice.

We have preliminarily determined that sales have not been made below normal value by the company subject to this review. We invite interested parties to comment on these preliminary results. Parties who submit comments in this review are requested to submit with each argument a statement of each issue and a brief summary of the argument.

This final rule implements the Georges Bank (GB) Cod Hook Sector Fishing Year (FY) 2007 Operations Plan and Agreement, approved by the Administrator, Northeast Region, NMFS (Regional Administrator). Amendment 13 to the Northeast (NE) Multispecies Fishery Management Plan (FMP) (Amendment 13) authorized allocation of up to 20 percent of the annual GB cod total allowable catch (TAC) to the GB Cod Hook Sector (Sector). Pursuant to that authorization, the Sector submitted an Operations Plan and Sector Contract entitled, ``Georges Bank Cod Hook Sector Fishing Year 2007-2008 Operations Plan and Agreement'' (together referred to as the Sector Agreement) and requested an allocation of GB cod, consistent with regulations implementing Amendment 13. This action results in authorization of the Sector Operations Plan during the 2007 fishing year and allocation of 675 mt of GB cod to the Sector.

NOAA's Office of Education (OED) is requesting applications to establish an institutional award for the purpose of supporting a professional development program for pre-service and in-service educators that is designed to support NOAA's mission by improving their knowledge of atmospheric and ocean sciences. The project will include distance-learning and face-to-face components and allow teachers to earn graduate-level credit-hours from an accredited university in the United States. The project will involve NOAA scientists and other members of the scientific community. The successful project will build upon existing professional development courses; employ vetted classroom instructional materials; use web-based technology as a means to deliver cutting-edge scientific content directly to their target audience; and enhance teachers' ability to extract information from the web. NOAA's Office of Education (OED) is requesting applications for a technology-based science experiential learning program to impact 4th through 9th grade students and teachers. One award will be made for a project five years in duration. The successful project will draw heavily on NOAA marine scientific resources as well as an existing set of vetted educational products. The project should feature print materials for students and teachers, multimedia products, out-of-the classroom activities and incorporate on-line elements such as live chat, podcasts or computer simulations to provide students with access to scientists and promote inquiry-based learning. A successful applicant will have extensive partnerships with NOAA, as well as other Federal, local, and private organizations. This notice re-opens the comment period on an March 13, 2007, Federal Register notice that was extended on April 11, 2007, regarding a request for an exempted fishing permit (EFP) to collect fisheries data in the East Florida Coast and Charleston Bump closed areas. The extended comment period closed on April 25, 2007. NMFS is reopening the comment period due to requests from the South Atlantic Fishery Management Council (SAFMC) and others. The SAFMC has requested re- opening the comment period to include their next meeting on June 11-15, 2007. The Agency is re-opening the comment period to allow for additional comments to be received from the SAFMC and the public prior to making a determination on the application.

Magnesium Metal from the Russian Federation: Preliminary Results of Antidumping Duty Administrative Review

In response to timely requests, the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on magnesium metal from the Russian Federation for the period of review (POR) October 4, 2004 through March 31, 2006. The review covers two respondents, PSC VSMPO-AVISMA Corporation (formerly known as JSC AVISMA Titianium-Magnesium Works, see ``Successor-In- Interest'' section below) and its affiliated U.S. reseller VSMPO-Tirus, U.S. Inc. (collectively Avisma), and Solikamsk Magnesium Works (SMW). The Department preliminarily determines that Avisma and SMW made sales to the United States at less than normal value (NV). If these preliminary results are adopted in the final results of this administrative review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on entries of Avisma's and SMW's merchandise during the POR. The preliminary results are listed below in the section titled ``Preliminary Results of Review.''
