On March 7, 2005, the Department of Commerce published the preliminary results of the administrative review of the antidumping duty order on stainless steel bar from India. The period of review is February 1, 2003, through January 31, 2004. We gave interested parties an opportunity to comment on the preliminary results. Based on our analysis of the comment received, we have made certain changes for the final results. The final dumping margin for Chandan Steel, Ltd. is listed below in the ``Final Results of the Review'' section of this notice.

In response to requests from interested parties, the Department of Commerce is conducting an administrative review of the antidumping duty order on gray portland cement and clinker from Mexico. The review covers exports of subject merchandise to the United States during the period August 1, 2003, through July 31, 2004, from one firm, CEMEX, S.A. de C.V., and its affiliate, GCC Cemento, S.A. de C.V. We have preliminarily determined that sales were made below normal value during the period of review. We invite interested parties to comment on these preliminary results. Parties who submit arguments in this proceeding are requested to submit with the argument (1) a statement of the issues, and (2) a brief summary of the argument.

The Manufacturing Council will hold a full Council meeting to discuss topics related to the state of manufacturing. The Manufacturing Council is a Secretarial Board at the Department of Commerce, established to ensure regular communication between Government and the manufacturing sector. This will be the fourth meeting of The Manufacturing Council and will include updates by the Council's three subcommittees. NMFS issues this final rule to amend the regulations implementing the Fishery Management Plan (FMP) for the Atlantic bluefish fishery and the FMP for the summer flounder, scup, and black sea bass fisheries. This rule makes administrative changes that will allow NMFS to consider and process state commercial quota transfer requests that address late-season circumstances that necessitate a state quota transfer. The intent of this action is solely to provide the flexibility to address unpredictable late-season events (such as severe weather or port obstruction) that may result in safety concerns in the commercial bluefish and summer flounder fisheries.

NMFS is opening directed fishing for pollock in Statistical Area 620 of the Gulf of Alaska (GOA) for 96 hours. This action is necessary to fully use the C season allowance of the 2005 total allowable catch (TAC) of pollock specified for Statistical Area 620.

NMFS is opening directed fishing for pollock in Statistical Area 630 of the Gulf of Alaska (GOA) for 48 hours. This action is necessary to fully use the C season allowance of the 2005 total allowable catch (TAC) of pollock specified for Statistical Area 630.

NMFS issues this proposed rule to implement a comprehensive amendment prepared by the Caribbean Fishery Management Council (Council) to amend its Reef Fish, Spiny Lobster, Queen Conch, and Coral Fishery Management Plans (FMPs). The comprehensive amendment is designed to ensure the FMPs are fully compliant with the provisions of the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson- Stevens Act). This proposed rule would redefine the fishery management units for the FMPs; establish seasonal closures; impose gear restrictions and requirements; revise requirements for marking pots and traps; and prohibit the filleting of fish at sea. In addition, the comprehensive amendment would establish biological reference points and stock status criteria; establish rebuilding schedules and strategies to end overfishing and rebuild overfished stocks; provide for standardized collection of bycatch data; minimize bycatch and bycatch mortality to the extent practicable; designate essential fish habitat (EFH) and EFH habitat areas of particular concern (HAPCs); and minimize adverse impacts on such habitat to the extent practicable. The intended effect of this proposed rule is to achieve optimum yield in the fisheries and provide social and economic benefits associated with maintaining healthy stocks.

The North Pacific Fishery Management Council's (Council) Non- Target Species Committee will meet.

NMFS will hold a joint three day Highly Migratory Species Advisory Panel (HMS AP) and Billfish Advisory Panel (Billfish AP) meeting in October 2005. Additionally, NMFS solicits nominations for the HMS AP and the Billfish AP. The intent of these joint Advisory Panels meetings is to consider alternatives for the conservation and management of HMS as presented in the Draft Consolidated HMS Fishery Management Plan, Draft Environmental Impact Statement, and proposed rule.

In response to timely requests, the U.S. Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain corrosion-resistant carbon steel flat products (CORE) from Canada for the period August 1, 2003, through July 31, 2004. The review covers two respondents, Dofasco Inc. and Sorevco and Company, Ltd. (collectively Dofasco), and Stelco Inc. (Stelco). The Department preliminarily determines that Dofasco made sales to the United States at less than normal value (NV). If these preliminary results are adopted in our final results of this administrative review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on entries of Dofasco's merchandise during the period of review. The Department also preliminarily determines that Stelco did not make sales to the United States at less than NV. If these preliminary results are adopted in our final results of this administrative review, we will instruct CBP to liquidate without regard to antidumping duties entries of Stelco's merchandise during the period of review. The preliminary results are listed below in the section titled ``Preliminary Results of Review.''

On May 2, 2005, the Department of Commerce (the Department) initiated a sunset review of the antidumping duty orders on structural steel beams (steel beams) from Japan and South Korea, pursuant to section 751(c) of the Tariff Act of 1930, as amended, (the Tariff Act). On the basis of the notice of intent to participate and adequate substantive responses filed on behalf of the domestic interested parties and inadequate responses from respondent interested parties, the Department conducted expedited sunset reviews. As a result of these sunset reviews, the Department finds that revocation of the antidumping duty orders would likely lead to continuation or recurrence of dumping at the levels listed below in the section entitled ``Final Results of Reviews.''

The Department of Commerce is conducting an administrative review of the antidumping duty order on silicomanganese from Brazil manufactured and exported by Rio Doce Mangan[ecirc]s S.A. (RDM), Companhia Paulista de Ferro-Ligas (CPFL), and Urucum Minera[ccedil][atilde]o S.A. (Urucum) (collectively RDM/CPFL) in response to a request from Eramet Marietta Inc., a domestic manufacturer of silicomanganese. This review covers the period December 1, 2003, through November 30, 2004. We have preliminarily determined that RDM/CPFL did not make sales of the subject merchandise to the United States at prices below normal value during the period of review. We invite interested parties to comment on these preliminary results.

The Gulf of Mexico Fishery Management Council (Council) has cancelled the public meetings that were scheduled for September 12-16, 2005, in New Orleans, LA.

On February 24, 2004, the New England Fishery Management Council (Council) in cooperation with NMFS announced its intent to prepare a programmatic EIS and Omnibus Amendment 2 to the Fishery Management Plans (FMPs) for Northeast Multispecies, Atlantic Sea Scallop, Monkfish, Atlantic Herring, Skates, Atlantic Salmon, and Red Crab. The purpose of this notification is to alert the interested public of the Council's intent to complete Omnibus Amendment 2 in a two-phased approach. Phase 1 (Volume 1 of the EIS) would include a review and update of Essential Fish Habitat (EFH) designations and consideration of Habitat Areas of Particular Concern (HAPCs) (not including consideration of management measures or restrictions), an update of the prey species list, an update of non-fishing impacts, and an update of research and information needs. Phase 2 (Volume 2 of the EIS) would include reviewing and updating a gear effects evaluation and optimizing management measures for minimizing the adverse effects of fishing on EFH across all FMPs, including the potential consideration of management measures for HAPCs designated in Phase 1. During this scoping period, the Council and NMFS are seeking comments on the phased approach only.

The Help America Vote Act (HAVA) of 2002 has given the National Institute of Standards and Technology (NIST) a key role in helping to realize nationwide improvements in voting systems. NIST research activities authorized by HAVA include the security of computers, computer networks, and computer data storage used in voting systems, methods to detect and prevent fraud, and protection of voter privacy and the role of human factors in the design and application of voting systems. To assist NIST in its role of developing guidance for the security and related usability of electronic voting systems, NIST plans to solicit the election community's participation in a workshop to develop an analysis of threats to voting systems. The election community members include election directors and officials, voting system researchers, election system vendors, threat experts in related areas, and others in the public and private sector. It is anticipated that the workshop will result in a published overview and analysis of threats to voting systems, and how in general these threats can be mitigated. The goal of the workshop is to gather further threat analysis material and input to material already developed from participants so that, together, these may be used to drive the creation of appropriate requirements for the security of voting systems. Participants in the workshop are encouraged to submit a position paper to the conference by September 30, 2005. Position papers and other submitted materials will be made publicly available on the NIST voting Web site. There will be time available for open public comment. The detailed draft agenda and supporting documentation for the workshop will be made available prior to the workshop at the NIST voting Web site https://vote.nist.gov/threats/.

The Department of Commerce (the ``Department'') has determined that four requests for a new shipper review of the antidumping duty order on wooden bedroom furniture from the People's Republic of China (``PRC''), received before August 1, 2005,\1\ meet the statutory and regulatory requirements for initiation. The period of review (``POR'') of these new shipper reviews is June 24, 2004, through June 30, 2005.

The Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on Certain Cut- to-Length Carbon Steel Plate from Romania. The period of the period August 1, 2003, to July 31, 2004. We preliminarily determine that sales of subject merchandise by Ispat Sidex, S.A. (now known as Mittal Steel Galati, S.A. (``MS Galati'') \1\) have been made below normal value (``NV''). If these preliminary results are adopted in our final results, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on appropriate entries. Interested parties are invited to comment on these preliminary results. Parties that submit comments are requested to submit with each argument (1) a statement of the issue(s), and (2) a brief summary of the argument(s). We will issue the final results no later than 120 days from the publication of this notice.

The Mid-Atlantic and New England Fishery Management Councils' Spiny Dogfish Monitoring Committee will hold a public meeting.

This announcement provides notice that Irizarry Garcia has filed an administrative appeal with the Department of Commerce asking that the Secretary override the Puerto Rico Planning Board's objection to a consistency certification prepared in conjunction with the proposed reconstruction of a private pier.

The Channel Islands National Marine Sanctuary (CINMS) is seeking applicants for the following vacant seats on its Sanctuary Advisory Council (Council): Education and Chumash Community. Applicants are chosen based upon their particular expertise and experience in relation to the seat for which they are applying; community and professional affiliations; philosophy regarding the protection and management of marine resources; and possibly the length of residence in the area affected by the Sanctuary. Applicants who are chosen as members should expect to serve 2-year terms, pursuant to the Council's Charter.

NMFS is prohibiting directed fishing for pollock in Statistical Area 610 of the Gulf of Alaska (GOA). This action is necessary to prevent exceeding the C season allowance of the 2005 total allowable catch (TAC) of pollock for Statistical Area 610 of the GOA.

On February 2, 2005, the Department of Commerce (``the Department'') initiated a sunset review of the countervailing duty (``CVD'') order on fresh and chilled Atlantic salmon from Norway pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). See Initiation of Five-year (``Sunset'') Reviews, 70 FR 5415 (February 2, 2005). On the basis of a notice of intent to participate and an adequate substantive response filed on behalf of the domestic interested parties, as well as inadequate response (in this case, no response) from respondent interested parties, the Department conducted an expedited sunset review of this CVD order pursuant to section 751(c)(3)(B) of the Act and 19 CFR 351.218(e)(1)(ii)(B). As a result of this sunset review, the Department finds that revocation of the CVD order would be likely to lead to continuation or recurrence of a countervailable subsidy at the levels indicated in the ``Final Results of Review'' section of this notice.

On the basis of a notice of intent to participate and adequate substantive responses filed on behalf of domestic interested parties and no response from respondent interested parties, the Department conducted expedited (120-day) sunset reviews. As a result of these sunset reviews, the Department finds that revocation of the antidumping duty orders would likely lead to the continuation or recurrence of dumping. The dumping margins are identified in the Final Results of Review section of this notice.
